From the 2026–2027 school year, a single set of textbooks will be used nationwide

Resolution No. 281/NQ-CP of the Government, issued on September 15, 2025, promulgates the Action Program to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in the development of education and training.

Under Resolution No. 281/NQ-CP, the Government assigns the Ministry of Education and Training to assume the prime responsibility and coordinate with ministries and relevant agencies to implement the following tasks:

Review and improve the general education program, increase instructional time for science, technology, informatics, and arts subjects.

Renovate testing and assessment methods to ensure accurate evaluation of learning and teaching outcomes, while addressing the widespread situation of extra classes and private tutoring.

Ensure the provision of a single set of textbooks to be used nationwide from the 2026–2027 school year; and implement a roadmap to 2030 to provide free textbooks for all students.

Revise and supplement regulations on the organization and operation of specialized schools and gifted schools to focus on nurturing national talents, and expand specialized classes in STEM/STEAM subjects.

Effectively organize the strengthening of foreign language teaching and learning, gradually making English the second language in schools.

In addition, the Ministry of Home Affairs is tasked with advising competent authorities on the allocation of sufficient teachers and school staff in accordance with prescribed staffing norms, appropriate for each school year, particularly for preschool and general education levels. The Ministry of Finance shall advise on budget allocation for investment in educational facilities, procurement of teaching equipment, and the provision of free textbooks for all students according to the roadmap.
