From October 10, 2025, the lending interest rate for social housing loans is 5.4% per year

This is provided in Decree No. 261/2025/NĐ-CP amending Decree No. 100/2024/NĐ-CP, which was promulgated and takes effect on October 10, 2025.

Clause 4 Article 1 of Decree No. 261/2025/NĐ-CP amends and supplements Clause 4 Article 48 of Decree No. 100/2024/NĐ-CP as follows:

“4. The lending interest rate shall be 5.4% per year. The overdue debt interest rate shall be equal to 130% of the lending interest rate. Where it is necessary to adjust the lending interest rate, the Vietnam Bank for Social Policies shall take the lead and coordinate with the Ministry of Construction and relevant agencies in submitting a proposal to the Prime Minister for consideration and decision.”

Accordingly, from October 10, 2025, the preferential lending interest rate applied by the Vietnam Bank for Social Policies for loans to purchase, lease-purchase social housing, or to build, renovate, or repair houses shall be 5.4% per year.

Previous regulation prescribes that:

“4. The lending interest rate shall be equal to the lending interest rate applicable to poor households as prescribed by the Prime Minister from time to time. The overdue debt interest rate shall be equal to 130% of the lending interest rate.”

In addition, pursuant to Clause 1 Article 3 of Decree No. 261/2025/NĐ-CP:

For credit contracts signed with the Vietnam Bank for Social Policies before October 10, 2025 for loans to purchase or lease-purchase social housing or housing for the people’s armed forces, or to build, renovate, or repair houses, such contracts shall be adjusted to apply the new interest rate to the actual outstanding principal and overdue principal balance (if any).
