On September 25, 2026, the Ministry of Science and Technology issued Circular No. 59/2026/TT-BKHCN repealing a number of circulars issued by the Minister of Information and Communications in the field of electronic signatures and trust services.
Notably, the Circular provides for the full repeal of three circulars on digital signatures and digital signature certification services from November 15, 2026.
Specifically, Article 1 of Circular No. 59/2026/TT-BKHCN provides for the full repeal of the following circulars issued by the Minister of Information and Communications in the field of electronic signatures and trust services:

Under Clause 1, Article 2, Circular No. 59/2026/TT-BKHCN takes effect on November 15, 2026.
