This is prescribed in Circular No. 156/2026/TT-BTC providing for the rates, reduction, collection and remittance of the charge for exploitation and use of information in the National Synthetic Database, which takes effect from November 1, 2026.
Under Article 3 of Circular No. 156/2026/TT-BTC, the charge rates for exploitation and use of information in the National Synthetic Database are prescribed as follows:
- From November 1, 2026, until the end of December 31, 2028: VND 300 per data field.
- From January 1, 2029 onward: VND 600 per data field.
Accordingly, from November 1, 2026, until the end of December 31, 2028, organizations and individuals subject to charge payment shall pay VND 300 for each data field exploited and used in accordance with regulations.
From January 1, 2029, the charge rate will increase to VND 600 per data field, twice the rate applicable during the preceding period.
In addition to charge rates, Article 4 of Circular No. 156/2026/TT-BTC provides for charge reductions for certain groups.
Accordingly, six groups are entitled to a 50% reduction of the charge rate, including:
- Children as prescribed by the law on children;
- Individuals belonging to poor households as prescribed by the law on poverty standards;
- The elderly as prescribed by the law on the elderly;
- Persons with disabilities as prescribed by the law on persons with disabilities;
- Persons with meritorious services to the revolution in accordance with the law on incentives for persons with meritorious services to the revolution;
- Ethnic minority people in communes with extremely difficult socio-economic conditions as prescribed by law.
An individual falling into more than one group eligible for charge reduction shall only be entitled to a 50% reduction; reductions shall not be cumulative.
Accordingly, from November 1, 2026, until the end of December 31, 2028, the reduced charge rate for eligible individuals is VND 150 per data field. From January 1, 2029, the reduced charge rate is VND 300 per data field.
The charge-collecting organization shall remit 100% of the charge collected into the state budget, including accrued interest, if any, on the balance of the relevant account in the course of charge collection.
In addition, where the charge payer has paid for the requested information but has not received it or has received only part of it, or if a charge has been collected more than once or in excess of the prescribed amount, the charge-collecting organization shall review and reconcile the relevant transactions, determine the amount to be refunded, and refund that amount to the charge payer in accordance with the law on tax administration.
