On January 14, 2026, the Government’s Decree No. 15/2026/ND-CP officially took effect, amending and supplementing a number of provisions to reduce and simplify administrative procedures in the field of science and technology.
Accordingly, Article 2 of Decree No. 15/2026/ND-CP amends and supplements Clause 1, Article 18 of Decree No. 76/2018/ND-CP as follows:
Organizations and individuals applying for recognition of scientific research and technological development results may choose among multiple methods of dossier submission, including:
Online submission via the National Public Service Portal;
Direct submission or submission via postal services to the competent authority.
Under the new regulations, only one paper dossier or one electronic dossier is required, instead of having to submit both simultaneously as previously required.
The dossier components have also been streamlined and now comprise only three groups of documents:
A written request for recognition of research results;
A report on the transfer and effective application of scientific research and technological development results in practice;
Supporting documents evidencing such transfer and effective application.
This approach demonstrates a shift in regulatory focus from requiring detailed technical descriptions to assessing the practical value and applicability of research results.
Previously, Decree No. 76/2018/ND-CP stipulated that organizations and individuals could only submit dossiers directly or by post, and were required to submit both one paper copy and one electronic copy. The dossier components were relatively extensive, including documents proving ownership rights, materials describing technical, economic, social, and environmental characteristics of the research results, along with various other supporting documents.
