On September 17, 2025, the Prime Minister issued Decision No. 2074/QD-TTg approving the Scheme on building the Enterprise Database.
According to Decision No. 2074/QD-TTg, the objective for 2025 is to establish a basic Enterprise Database with four primary data sources. Details of these sources and related activities are as follows:
(1) Enterprise registration: This is the main data source, providing fundamental information on the legal status and operations of enterprises. Integration of enterprise registration data will facilitate more effective monitoring and management of business activities.

(2) Tax: Tax data provides information on enterprises’ financial obligations to the State. Integration of tax data into the Enterprise Database will support the assessment of enterprises’ financial health and compliance with the law.
(3) Import and export: This data reflects enterprises’ international trade activities, thereby supporting the evaluation of their competitiveness and market expansion.
(4) Social insurance: Social insurance data provides information on the implementation of social insurance policies for employees, thereby assessing enterprises’ social responsibility.
In addition to building the basic Enterprise Database, 2025 will also see the promulgation of an Enterprise Health Index. This index will serve as an important tool for assessing enterprises’ performance and issuing early warnings on potential violations to support post-inspection activities.
The basic Enterprise Database will be shared with the National Integrated Database, the National Population Database, and other specialized databases.
