Four cases required to be copied into electronic form in administrative procedures

This is provided in Circular No. 03/2025/TT-VPCP, guiding the implementation of Decree No. 118/2025/ND-CP on the settlement of administrative procedures under the one-stop-shop and interlinked one-stop-shop mechanism at the One-Stop-Shop Division and the National Public Service Portal.

According to Article 5 of Circular No. 03/2025/TT-VPCP (promulgated and effective on September 15, 2025), copying paper documents into electronic form remains the general principle in the digitalization of administrative dossiers. However, there are four categories of documents exempted from such copying, specifically as follows:

- Dossiers submitted online in electronic form: In cases where individuals or enterprises have submitted dossiers through the National Public Service Portal or an online public service system, they are not required to be copied into electronic form.

- Documents and papers only required to be presented upon dossier submission: Documents required for comparison or verification purposes but not required for retention in the dossier are not required to be copied.

- Results of verification, appraisal, or responses from agencies/units participating in the settlement of administrative procedures: Documents generated in the course of dossier processing are not subject to mandatory copying into electronic form, unless otherwise provided by specialized laws.

- Confidential documents and papers under law: Due to confidentiality and information security requirements, such documents are excluded from the scope of copying into electronic form.
