First-time registration fee for EVs remains at 0% through 2030

On June 8, 2026, the Government issued Decree No. 202/2026/ND-CP amending Decree No. 10/2022/ND-CP on registration fee. Notably, the Decree further extends the preferential registration fee policy for battery-powered electric automobiles.

According to Article 1 of Decree No. 202/2026/ND-CP, Point c Clause 5 Article 8 of Decree No. 10/2022/ND-CP is amended as follows:

“Battery-powered electric automobiles: From the effective date of this Decree through December 31, 2030, the first-time registration fee rate shall be 0%.”

Accordingly, from March 1, 2027 through December 31, 2030, purchasers of battery-powered electric automobiles registering their vehicles for the first time will continue to enjoy a registration fee rate of 0%.

In addition to extending the registration fee exemption policy, the new Decree also provides that the classification of battery-powered electric automobiles for the application of incentives shall comply with regulations of the Minister of Construction.

Compared to the previous regulations, this is a notable change. Under Point c Clause 5 Article 8 of Decree No. 10/2022/ND-CP, battery-powered electric automobiles were entitled to preferential treatment according to the following roadmap: during the first three years from the effective date of the Decree, the first-time registration fee rate was 0%; during the subsequent two years, the rate was equal to 50% of the registration fee rate applicable to petrol- or diesel-fueled automobiles with the same number of seats.

Under the previous regulations, the 100% exemption from the first-time registration fee would no longer apply after the preferential period expired. However, Decree No. 202/2026/ND-CP extends the full exemption from the first-time registration fee for nearly four more years.

Decree No. 202/2026/ND-CP takes effect on March 1, 2027, and replaces Decree No. 51/2025/ND-CP amending and supplementing a number of articles of Decree No. 10/2022/ND-CP.
