On April 23, 2025, the Ministry of Home Affairs issued Official Dispatch No. 1759/BNV-CTL&BHXH on strengthening state management of labor leasing activities.
According to Official Dispatch No. 1759/BNV-CTL&BHXH, based on the 2019 Labor Code and Decree No. 145/2020/ND-CP, the Ministry of Home Affairs requests the People’s Committees of provinces and centrally run cities to perform several key tasks in managing labor leasing activities.
With regard to licensing and management of labor leasing activities, competent authorities shall grant licenses to labor leasing enterprises in strict compliance with legal regulations.

Regarding legal dissemination, authorities shall enhance the dissemination and communication of legal provisions on labor leasing, as well as the rights and obligations of both employees and enterprises involved in labor leasing.
Regarding inspection and supervision of labor leasing activities, competent authorities shall intensify inspections of labor leasing enterprises and user enterprises, with particular attention to the list of permissible jobs for labor leasing, and promptly detect and handle violations.
In collaboration with commercial banks, authorities shall coordinate with commercial banks receiving deposits to update information on deposits made by labor leasing enterprises.
Labor leasing enterprises are required to submit periodic reports in accordance with legal regulations.
Localities must update information on enterprises that have been granted, re-granted, extended, or had their labor lease licenses revoked on the electronic portal of the provincial or municipal People’s Committee, ensuring that agencies, organizations, enterprises, and employees can access such information.
Relevant authorities shall compile and report on the status of labor leasing activities and submit annual periodic reports to the Ministry of Home Affairs.
