Official Telegram No. 47/CD-TTg of the Prime Minister on key tasks and solutions to promote economic growth in 2025 outlines several priority tasks, including solutions to stimulate consumption through the development of sectors related to building materials, social housing, tourism, and commerce.
(1) Regarding the development of building materials
The Ministry of Construction shall take the lead and coordinate with the Ministry of Finance and relevant agencies to urgently develop mechanisms and policies to promote the consumption of domestically produced building materials, especially cement and steel.
Design prefabricated social housing models and implement solutions to eliminate makeshift and dilapidated housing. This is part of the effort to improve housing quality for citizens and promote the development of social housing infrastructure.

(2) Regarding tourism
The Ministry of Culture, Sports and Tourism, in coordination with local authorities, shall focus on implementing the 2025 Tourism Stimulus Program and strengthen tourism promotion and marketing activities, aiming to attract 22–23 million international tourist arrivals and serve 130 million domestic tourist visits in 2025.
(3) Regarding commerce and consumption
The Ministry of Industry and Trade, together with relevant agencies and localities, shall enhance supply-demand linkage solutions and coordinate production with distribution. Special attention shall be given to encouraging e-commerce platforms to implement preferential policies that promote the consumption of domestically produced goods and local products.
Organize nationwide promotion programs, bring goods to rural, remote, border, and island areas, and implement the “Vietnamese people prioritize using Vietnamese goods” campaign.
Promote demand-stimulation measures for each locality and product type; strengthen efforts to prevent smuggling and trade fraud, especially for goods of unclear origin, counterfeit, imitated, and substandard products.
Ensure there is no shortage or supply disruption, particularly regarding essential goods and energy.
