Connecting VNeID with the electronic identification systems of ASEAN Countries

This is a notable content in Decision No. 1830/QD-TTg dated September 22, 2026, of the Prime Minister on the plan to implement tasks for connecting the National Identification Application VNeID with electronic identification systems of ASEAN countries.

Decision No. 1830/QD-TTg sets the objective of connecting the National Identification Application VNeID with the electronic identification systems of Singapore and Laos, and gradually expanding the connection with other ASEAN countries, thereby supporting the simplification of immigration procedures and cross-border exchange of electronic identification information.

According to Section 1, Part I of Decision No. 1830/QD-TTg, the connection between VNeID and the electronic identification systems of Singapore and Laos shall be implemented according to the scope, subjects, roadmap, methods, and specific responsibilities of relevant parties. Subsequently, the model shall be gradually expanded to other ASEAN countries.

The connection aims to simplify immigration procedures, reduce duplicate declarations and document requirements, and shorten the time for inspection, verification, and processing at border gates. Electronic identification information on VNeID and the electronic identification systems of partner countries shall be exploited, verified and reconciled according to the agreed scope.

Initially, the connection, verification and exchange of cross-border electronic identification information shall be piloted to serve immigration procedures at Noi Bai International Airport and Tan Son Nhat International Airport.

After the pilot period, relevant agencies shall assess the effectiveness, compatibility, stability and arising difficulties in order to complete the connection model, procedures, and standards. This shall serve as a basis for official implementation and consideration of expansion at appropriate border gates of Vietnam and ASEAN countries.

Regarding implementation requirements, Section 2, Part I of Decision No. 1830/QD-TTg provides that cooperation, connection and data exchange must comply with the laws of Vietnam, partner countries and relevant international treaties to which Vietnam is a member. At the same time, such activities must ensure security, data sovereignty, personal data protection and shall only be conducted within the scope, purposes and methods agreed upon by competent parties.

The connection between VNeID and the electronic identification systems of partner countries must also ensure national security, data sovereignty, system security and safety, while maintaining smooth and continuous immigration operations and preventing disruptions during implementation.
