Regulations provided in Circular No. 47/2026/TT-NHNN amending and supplementing Circular No. 41/2024/TT-NHNN on supervision of important payment systems, promulgated on September 24, 2026
According to Article 8 of Circular No. 47/2026/TT-NHNN, which amends and supplements Appendix II issued with Circular No. 41/2024/TT-NHNN on the List of important payment systems. Accordingly, the List includes 04 important payment systems, including:
The National Interbank Electronic Payment System operated by the Unit operating the National Interbank Electronic Payment System;
The foreign currency payment system operated by the Joint Stock Commercial Bank for Foreign Trade of Vietnam;
The securities transaction payment system operated by the Joint Stock Commercial Bank for Investment and Development of Vietnam;
The financial transaction clearing and switching system operated by organizations licensed by the State Bank to provide financial switching services and electronic clearing services.
The determination of the List of important payment systems serves as the basis for the State Bank to conduct supervision activities, collect information, and assess the safety and stability of systems playing an important role in payment activities.
In addition to supplementing the List of important payment systems, Circular No. 47/2026/TT-NHNN also amends and supplements regulations related to supervision activities, including reporting, storage of supervision documents, information and data; on-site inspections of important payment systems; and responsibilities of relevant units.
