On September 3, 2025, the Ministry of Industry and Trade issued Circular No. 48/2025/TT-BCT amending and supplementing a number of articles of Circular No. 28/2009/TT-BCT dated September 28, 2009, on certification of tariff rate quotas for natural honey exported to Japan under the Agreement between the Socialist Republic of Vietnam and Japan for an Economic Partnership (VJEPA). This Circular takes effect on the date of signing.
The Circular provides detailed regulations on the certification of tariff rate quotas for natural honey exported to Japan, applicable to Vietnamese traders seeking preferential tariffs under VJEPA.
Accordingly, traders must submit applications for certification to the provincial People’s Committee where their headquarters are located. Certificates are issued on a first-come, first-served basis, and if the registered quantity exceeds the remaining quota, the certificate will only be confirmed within the available quota.
The Circular also provides specific provisions on the handling of incomplete documentation, the timeframe for certification, the reconfirmation of certificates in case of loss or damage, and the return of certificates in cases where exports are not carried out or shipments are returned.
