Circular No. 25/2025/TT-NHNN amending Circular No. 17/2024/TT-NHNN on the opening and use of payment accounts at payment service providers was promulgated on August 31, 2025.
Circular No. 25/2025/TT-NHNN supplements an Appendix requiring banks to periodically provide information on accounts suspected of involvement in fraud, scams, or violations of law.
Specifically, Article 11 of Circular No. 25/2025/TT-NHNN amends and supplements Clause 2 Article 22 of Circular No. 17/2024/TT-NHNN on information provision.
Accordingly, on a monthly basis, by the 10th day of the month at the latest, banks and foreign bank branches shall, at the request of the State Bank of Vietnam, provide information on accounts suspected of involvement in fraud, scams, or violations of law in accordance with Appendix 02 and Appendix 03 issued together with Circular No. 25/2025/TT-NHNN:
Appendix 02: List of individual customers opening and using payment accounts suspected of involvement in fraud, scams, or violations of law;
Appendix 03: List of organizational customers opening and using payment accounts suspected of fraud, scams, or violations of law (newly added).

The provision of information shall be carried out electronically in accordance with the technical connection instructions of the State Bank of Vietnam.
In case there are changes to the information in Appendix 02 and Appendix 03, banks and foreign bank branches must promptly update and send such information to the State Bank of Vietnam, and shall take responsibility for the truthfulness and accuracy of the information and data provided to the State Bank of Vietnam.
Previously, under Circular No. 17/2024/TT-NHNN, by the 10th day of the month at the latest, banks and foreign bank branches were required, at the request of the State Bank of Vietnam, to provide information on accounts of individual customers with signs of fraud, scams, or violations of law in accordance with Appendix 02 issued together with Circular No. 17/2024/TT-NHNN.
