Amend the criteria for health-care public employees’ titles

.On April 26, 2022, The Minister of Health promulgates the Circular No. 03/2022/TT-BYT on amending and supplementing a number of regulations on criteria for healthcare public employees’ titles.

In particular, this Circular amends and supplements a number of regulations on criteria for healthcare public employees’ titles at the Joint Circular No. 10/2015/TTLT-BYT-BNV as follows:

Senior doctor (grade I)

- Amending and supplementing Clause 2, Article 4 on criteria for training and refresher training level:

  • Being a doctor of specialist II or doctor of medicine (except for preventive medicine specialty); doctor of specialist II or doctor of Teeth-Jaw-Face
  • Having a certificate of refresher training according to criteria for the title of doctor or medical practice certificate (doctor titles).

- Amending, supplementing Point e, and supplementing Point g, Clause 3, Article 4 on professional knowledge as follows:

  • The public employee taking the test or applying for promotion from the title of primary doctor (grade II) to the title of senior doctor (grade I) must have the time to hold the title of primary doctor (grade II) or equivalent position for at least 06 years.
  •  Having competence in the use of basic information technology, foreign languages, ​​or ethnic minority languages ​​for public employees who work in ethnic minority areas according to the requirements of the working position.

Primary doctor (grade II)

- Amending and supplementing Clause 2, Article 5 on criteria for training and refresher training level:

  • Being a doctor of specialist I or master of medicine or higher level (except for preventive medicine specialty); doctor of specialist I or master of Teeth-Jaw-Face or higher level.
  • Having a certificate of refresher training according to criteria for the title of doctor or medical practice certificate (doctor titles).

- Amending, supplementing Point g, and supplementing Point h, Clause 3, Article 5 on professional knowledge as follows:

  • The public employee taking the test or applying for promotion from the title of doctor (grade III) to the title of primary doctor (grade II) must have the time to hold the title of doctor (grade III) or equivalent position for at least 09 years for persons having doctor degree of specialist I or master.
  • Having competence in the use of basic information technology, foreign languages, ​​or ethnic minority languages ​​for public employees who work in ethnic minority areas according to the requirements of the working position.

Besides, the Circular also amends many other regulations on Doctor (grade III), the title of doctor of preventive medicine… at the Joint Circular No. 11/2015/TTLT-BYT-BNV, Circular No. 26/2015/TTLT-BYT-BNV

This Circular takes effect on June 10, 2022.
