Adds 5925–6425 MHz Band for WLAN/RLAN Devices and updates technical conditions

On March 31, 2025, the Ministry of Science and Technology issued the Circular No. 01/2025/TT-BKHCN, amending and supplementing several provisions in the Appendices to Circular No. 08/2021/TT-BTTTT dated October 14, 2021, of the Minister of Information and Communications. The amendments concern the list of radio frequency use license-exempt radio devices and the accompanying technical and operational conditions.

On March 31, 2025, the Ministry of Science and Technology issued Circular No. 01/2025/TT-BKHCN, amending and supplementing a number of provisions in the Appendices to Circular No. 08/2021/TT-BTTTT. This new Circular introduces significant updates, including the addition of the 5925–6425 MHz frequency band for WLAN/RLAN devices and the specification of new technical and operational conditions. The amendments aim to ensure consistency with international standards and enhance regulatory clarity for license-exempt radio frequency devices.

Circular 11/2025/TT-BTTTT

(1) Amendments and supplements to Appendix 2: 

- Amendment and supplementation of No. 8 of Clause 1: 
The frequency band 315 – 400 kHz is specified for wireless power transfer devices, with technical conditions on main emissions and spurious emissions.

- Addition of No. 54a after No. 54 of Clause 1:
The frequency band 5925 – 6425 MHz is added for Wireless Local Area Network (WLAN/RLAN) devices, with reference to new technical emission limits (Spurious Emission Limit 25 and Unwanted Emission Limit 3).

- Annulment of No. 9 of Clause 1.

- Addition of Points 2.25 and 2.26 after Point 2.24 of Clause 2:
Introduces new definitions for Spurious Emission Limit 25 and Unwanted Emission Limit 3, including specific emission power levels, frequency ranges, bandwidths, and technical requirements in compliance with ETSI EN 303 687 V1.1.1.

(2) Amendment and supplementation to Appendix 10:

The frequency band 5925 – 6425 MHz is added for WLAN/RLAN devices with the following conditions:

  • Multiple levels of maximum main emission are specified (≤ 200 mW, ≤ 25 mW, ≤ 10 dBm/MHz depending on bandwidth).

  • Spurious emissions must comply with Spurious Emission Limit 25.

  • Usage is restricted to indoor or electromagnetically shielded environments for certain emission levels.

  • Unmanned aircraft systems (UAS – Drones) are not allowed to operate on this frequency band.

  • The band 5925 – 5945 MHz is designated as a protection band.

  • Organizations and individuals deploying or using WLAN/RLAN devices must comply with relevant laws on telecommunications, information security, and data protection.

(3) Amendment to Appendix 16:

- The frequency bands “326.5 kHz, 340 kHz” and “353 – 373.5 kHz” previously used for wireless power transfer devices are replaced by 315 – 400 kHz.

- Conditions include:

  • Use of inductive loop technology.

  • Devices must not be installed outdoors in fixed locations or connected to fixed outdoor antennas.

  • Devices must not be used on aircraft.4. Entry into force
