Roadmap of increasing tuition in the 2022 - 2023 school year

In accordance with Decree No. 81/202/ND-CP, tuitions of high schools and universities can gradually increase together with the consumer price index and annual economic growth from the 2022 - 2023 school year.

1. The roadmap for increasing tuitions of preschool and higher education

The tuition for preschools and public formal education institutions is prescribed in Article 9, Decree No. 81/2021 as follows:

1.1. Tuition range for 2022 - 2023 school year

The tuition range for the 2022 - 2023 school year for preschools and public formal education institutions which have not guaranteed recurrent expenditure entirely has the top and bottom limits as follows:

1.2. Tuition range from the 2023 – 2024 school year onwards

From the 2023 – 2024 school year onwards, the tuition range shall be revised according to socio-economic conditions of local administrative divisions, the growth rate of consumer price index, annual economic growth rate, and creditworthiness of the general public without exceeding 7.5%/year.

Besides, for training programs of public university education institutions that satisfy quality control standards of the Ministry of Education and Training or of foreign countries or equivalent, university education institutions are allowed to determine tuition of the training programs based on economic and technical standards.

2.2. The top tuition limit for master degree and training doctor degree

- The top tuition limit for training for master's degrees of public university education institutions shall equal the top limit of university education tuition multiplied by 1.5 in each respective major of each school year depending on each level of autonomy.

The top tuition limit for training for doctor degrees of public higher education institutions shall equal top limit of university education tuition multiplied by 2.5 in each respective major of each school year depending on each level of autonomy.

2.3. The tuition for part-time training and distance education

Tuition for part-time training and distance education is determined on the basis of reasonable costs without exceeding 150% of the tuition of the respective formal education program.

2.4. The tuition for online learning

The tuition is based on reasonable costs without exceeding tuition of higher education institutions providing respective majors with autonomy level.

Besides, the tuition for other short-term training programs shall be agreed upon by education institutions and the learners.

2.5. Tuition for university education shall be calculated by credits and modules

The training establishments shall collect the tuition of credit or module based on the total tuition of the course by training a major and the total number of credits or module with the formula:
 

Tuition of a credit/module =

Total tuition of a course

Total number of credits/modules

 

Total tuition = tuition for 1 student/month x 10 months x number of school years, the maximum total tuition by the credit of the training program equals total year-based tuition.

In case of longer than the intended period of a training program, credit-based tuition applied from the point of exceeding the intended period shall be determined again based on the actual studying period with the principles to cover the costs and be transparent to the students;

Students shall pay tuition due to an actual number of credits in the training program in case of training for the second university degree.
