Leadership positions eligible for service support policies from July 20, 2026

From July 20, 2026, service support policies for certain leadership positions in the political system will officially take effect. Which leadership positions are eligible for these policies, what are the applicable support amounts, and what are the principles of organization and operation of the Government?

1. Leadership positions eligible for service support policies from July 20, 2026

Under Article 2 of Decree No. 199/2026/ND-CP, the leadership titles and positions eligible for service support policies include

- The titles, groups of titles, and leadership positions in the political system, including:
  • Leadership titles and positions under the Political Bureau’s management specified in Regulation No. 368-QD/TW;
  • Leadership titles and positions under the management by the Secretariat of the Party Central Committee specified in Regulation No. 368-QD/TW.
- The leadership, management and command titles and positions in the People’s Public Security Forces, including:
  • Officers with the rank of Colonel General and holders of titles and positions with the highest rank of Colonel General;
  • Officers with the rank of Lieutenant General and holders of titles and positions with the highest rank of Lieutenant General;
  • Officers with the rank of Major General and holders of titles and positions with the highest rank of Major General.
- The leadership, management and command titles and positions in the Vietnam People’s Army, including:
  • Colonel General, Admiral, and holders of titles and positions with the highest military rank of Colonel General;
  • Lieutenant General, Vice Admiral, and holders of titles and positions with the highest military rank of Lieutenant General;
  • Major General, Rear Admiral, and holders of titles and positions with the highest military rank of Major General.


2. Service support amounts

Under Article 3 of Decree No. 199/2026/ND-CP, service support amounts are divided into three levels:

The amount of VND 2,700,000/month shall apply to:
  • Leadership titles and positions under the Political Bureau’s management;
  • Officers with the rank of Colonel General and holders of titles and positions with the highest rank of Colonel General in the People’s Public Security Forces;
  • Colonel General, Admiral, and holders of titles and positions with the highest military rank of Colonel General in the Vietnam People’s Army.
The amount of VND 2,000,000/month shall apply to:
  • Officers with the rank of Lieutenant General and holders of titles and positions with the highest rank of Lieutenant General in the People’s Public Security Forces;
  • Lieutenant General, Vice Admiral, and holders of titles and positions with the highest military rank of Lieutenant General in the Vietnam People’s Army.
The amount of VND 1,350,000/month shall apply to:
  • Leadership titles and positions under the management by the Secretariat of the Party Central Committee;
  • Officers with the rank of Major General and holders of titles and positions with the highest rank of Major General in the People’s Public Security Forces;
  • Major General, Rear Admiral, and holders of titles and positions with the highest military rank of Major General in the Vietnam People’s Army.

3. How many groups of leadership titles are there in the political system?

Under Article 4 of Regulation No. 368-QD/TW, the list of titles, groups of titles, and leadership positions in the political system is divided into four groups:

Specifically:

  • Group I includes such titles as the General Secretary, State President, Prime Minister, Chairperson of the National Assembly, Standing Member of the Secretariat, and other senior leadership titles.
  • Group II is divided into two levels, including titles under the Political Bureau’s management, such as ministers and provincial Party secretaries.
  • Group III is divided into three levels, including titles under the management by the Secretariat of the Party Central Committee, such as deputy ministers, deputy provincial Party secretaries, and chairpersons of provincial-level People's Committees.
  • Group IV is divided into 10 levels, covering leadership and management positions in central agencies and at the provincial and commune levels.

In addition, under Clause 2, Article 3 of Regulation No. 368-QD/TW, the list only classifies full-time leadership titles and does not classify concurrent titles. Where a person holds multiple positions, the highest-ranking position shall be used to determine his or her working position.

4. Principles of organization and operation of the Government

Under Article 5 of Law No. 63/2025/QH15 on Organization of the Government, the principles of organization and operation of the Government are as follows:

  • To comply with the Constitution and law, manage society by the Constitution and law, and adhere to the principle of democratic centralism; to ensure gender equality.
  • To organize the multi-sectoral, multi-field administrative apparatus in a neat, dynamic, effective and efficient manner; to adhere to the principle that subordinate agencies submit to the leadership, follow directions and strictly comply with decisions of superior agencies.
  • To clearly define the tasks, powers and responsibilities of the Government, the Prime Minister, ministers and heads of ministerial-level agencies, as well as the functions and scope of management of ministries and ministerial-level agencies; to adhere to the principles of collective leadership, individual accountability, upholding the personal responsibility of heads.
  • To implement reasonable power delegation and decentralization between the Government and local administrations, ensuring the unified management of the Government and promoting the initiative, creativity and accountability of local administrations.
  • To implement modern, effective and efficient national governance; to build an administrative system that is uniform, well-functioning, continuous, democratic, law-ruled, professional, modern, scientific, clean, public, transparent, disciplined, and orderly, creating a favorable environment for people and businesses; to serve the People and submit to the inspection and supervision by the People.
  • To actively take part and closely coordinate in, and intensify the control of, the national administration system and the exercise of legislative and judicial powers.
