4 MORE CASES OF DELIVERY AND RECEIPT OF CASH WITH ITS SEAL REMAINING INTACT

The Circular No. 19/2021/TT-NHNN amending and supplementing a number of articles of Circular No. 01/2014/TT-NHNN dated January 06, 2014, of the Governor of the State Bank of Vietnam, prescribing the delivery and receipt, preservation and transportation of cash, precious assets and valuable papers is promulgated by the State Bank of Vietnam on November 24, 2021.

Accordingly, 04 more cases of cash delivery and receipt in a bundle which is enough 10 sheaves, with its seal remaining intact or the money bag with its lead seal remaining intact include: Delivery and receipt of cash whose par value does not exceed VND 20,000 based on transfer orders between the Central vaults with Transaction Bureau, the State Bank’s branches and vice versa; among Central vaults; among the State Bank’s branches and vice versa; Delivery and receipt of cash within the Central vaults; etc.

Besides, the Transaction Bureau, the State Bank’s branches (except for the State Bank’s branches in Phu Tho, Nghe An, Binh Dinh, Vinh Long Provinces) organizing the reference count of sheets (pieces) of money received must set up the Reference count Councils as prescribed in Clause 3, Article 62 of this Circular. The reference count duration is 30 working days from the date of receiving money. The delivering unit shall assign its personnel to witness; in case of no witness, the delivering unit must send a written notice to the receiving unit.

The State Bank’s branches in Phu Tho, Nghe An, Binh Dinh, Vinh Long Provinces shall be responsible for organizing the transport of cash, precious assets and valuable papers between the branches of Phu Tho, Nghe An, Binh Dinh, Vinh Long provinces and the Central vault; among the State Bank’s branches in provinces, cities in the region.

This Circular takes effect on January 08, 2022.

5 BORDER GATES ALLOWING THE IMPORT OF UNDER-16 SEAT PASSENGER CARS

On December 10, 2021, the Ministry of Industry and Trade issues the Circular No. 21/2021/TT-BCT prescribing border gates of import of under-16 seat passenger cars.

PEOPLE ALLOWED TO ENTER VIETNAM FOR SHORT-TERM WORKING
ARE NOT SUBJECT TO MEDICAL QUARANTINE

The Official Dispatch No. 10943/BYT-MT providing the medical guidance on COVID-19 prevention and control for people who are allowed to enter Vietnam to work for a short term (under 14 days) is issued on December 24, 2021 by the Ministry of Health.

Accordingly, people allowed to enter Vietnam to work for a short period (under 14 days) shall not be subject to medical quarantine but must strictly and fully comply with the regulations on COVID-19 prevention and control and the approved schemes and plans, must not contact with the community.

Besides, before entering Vietnam, they must have the following papers:

- Negative test result for SARS-CoV-2 before entry;

FROM 2022, THE MAXIMUM PRICE FOR AUCTION OF SHARES IS VND 150 MILLION/AUCTION

The Ministry of Finance promulgates the Circular No. 102/2021/TT-BTC prescribing prices of services in the field of securities applicable to securities trading organizations and commercial banks participating in the Vietnam’ securities market on November 17, 2021.

According to the Circular, the price for the auction service is from VND 20 million/auction of shares/type of securities to 0.15% of the total value of shares and types of securities actually sold, but does not exceed VND 150 million/auction.

Besides, the price for the service of brokerage of stocks, fund certificates, covered warrants (for listed securities and securities registered for trading) is 0.45% of trading value in

AMEND REGULATIONS ON ROAD USE SERVICE TICKETS

On November 30, 2021, the Ministry of Transport promulgates the Circular No. 28/2021/TT-BGTVT amending and supplementing a number of articles of the Minister of Transport’s Circular No. 35/2016/TT-BGTVT dated November 15, 2016 prescribing the ceiling road use service price levels to be applied by investment projects on road construction for commercial operation under the management by the Ministry of Transport.

Specifically, road use service tickets used for road vehicles passing toll gates include one-pass tickets, monthly tickets and quarterly tickets. One-pass ticket is issued with a price to be collected for one time of road use by a passing vehicle. Monthly ticket is issued within 30 days from the date of such ticket becomes valid for use with the par value
