DEVELOPING TOURISM INTO A SPEARHEAD INDUSTRY | ||
On October 06, 2017, the Government issued Resolution No. 103/NQ-CP on promulgating the Government’s Program of Action to implement the XIIth Political Bureau’s Resolution No. 08-NQ/TW of January 16, 2017, on development of tourism into a spearhead industry. According to this Resolution, there are 8 main mission in order to make tourism into a spearhead industry, includes: Raising awareness about tourism development; Restructuring tourism; Improving institutions and policies; Investment in development of tourism infrastructure and physical and technical facilities; Tourism promotion and advertising; Creating a favorable environment for enterprises and the community to develop tourism; | Developing tourism human resources; Enhancing the state management of tourism. Within that, the Government stressed some tasks such as: To promulgate appropriate policies on land use levies and land rentals for tourism projects with a low rate of land use for construction and limited construction work height; Implement the policy on “opening the sky” to facilitate domestic and foreign airlines in launching new flights connecting Vietnam and tourism source markets, increasing the number of flights in the existing routes; To create favorable conditions for people to directly participate in and benefit from tourism… This Resolution takes effect on the signing date. |

The Government issued Resolution No. 99/NQ-CP on October 03, 2017, promulgating the Government’s Program of Action to implement Resolution No. 11-NQ/TW of June 03, 2017, of the 5th plenum of the XIIth Central Committee of the Communist Party of Vietnam, on completing the institution of the socialist-oriented market economy. In which, the Government asked the Ministry of Education and Training to promulgate or submit to the Government for promulgation in 2019 mechanisms and policies to encourage and eventually compel training institutions to have their educational quality inspected by independent and prestigious educational quality inspection organizations in the country and the world. Also in 2019, the Ministry of Education and Training has to promulgate policies to step up the mobilization of all social resources for development of education… | The Ministry of Industry and Trade complete the institution of protection of consumer interests, properly and fully promoting the role of consumers and consumer interest protection associations; increasingly establishing and applying technical barriers to trade so as to rationally protect the domestic market against foreign acquisition and manipulation. The Ministry of Finance shall complete the legal system on price; ensuring the correct, full, public and transparent calculation of constituents of prices of essential commodities and public services. Not incorporating social policies in commodity and service prices; focusing on completing the management mechanism and prices of services which are shifted from being charged to being managed under the pricing mechanism. This Resolution takes effect on the signing date. |

At Resolution No. 98/NQ-CP dated October 03, 2017, the Government promulgated the Government’s action program on implementation of Resolution No. 10-NQ/TW of June 03, 2017, of the 5th plenum of the XIIth Central Committee of the Communist Party of Vietnam, on development of the private economic sector into an important driving force of the socialist-oriented market economy. In order to achieve the target by 2020, there are at least 1 million operating-enterprises in all country; the private economic sector to make up about 50% of GDP, the Program has set some tasks to improve synchronously and consistently mechanisms and policies and create a safe investment and business environment with few risks to attract private investment and ensure healthy and fair competition for operations of the private economic sector under the market mechanism. Such as: Shall continue reviewing, assessing and proposing the annulment of between at least one-third and half of existing business conditions in the fields under their management as well as administrative | procedures; Ministries and provincial-level People’s Committees shall periodically organize public dialogues with the business community and the press at least twice a year to timely solve enterprises’ difficulties and problems. Concurrently, shall promptly drafting a decree on control and improvement of the quality of business conditions; decrees guiding the Law on Support for Small- and Medium-sized Enterprises, the Law on Planning; drafting the amended Law on Securities… By the end of 2018’s fourth quarter, formulating a plan on development of a competitive transportation, plan on credit and credit guarantee mechanisms; regulation on inter-coordination for land use rights, contracts on purchase and sale or lease of houses or factories, temporary residence certificates and contracts on electricity, water and telecommunication service supply… This Resolution takes effect on the signing date. |

This content is specified in the Government’s Program of Action to implement Resolution No. 12-NQ/TW of June 03, 2017, of the 5th plenum of the XIIth Central Committee of the Communist Party of Vietnam, on continued restructuring, renewal and raising of the efficiency of State-owned enterprises issued with Resolution No. 97/NQ-CP dated October 02, 2017 by the Government. Specifically, the Government set target by the 2020, focusing on completely dealing with chronically inefficient and loss-making State economic groups and corporations as well investment projects and works of State-owned enterprises; by 2018, establishing a specialized body representing the owner of State-owned enterprises and the State’s shares and capital contributions at enterprises; by 2030, almost all State-owned enterprises will have a mixed ownership structure and mainly operate as joint-stock companies… | With regard to these targets, shall continue reducing the state ownership rate in equitized State-owned enterprises and step up the association between equitization and listing and registration for trading on the securities market. Equitized enterprises must be listed within one year after their initial public offering of stocks. Enterprises that intentionally fail to list or register their securities trading on the securities market shall be strictly handled. Besides, proceeds from the equitization and state capital divestment shall be used only for the purpose of development investment, not for current expenditures; ensure a total amount of VND 250,000 billion be used for allocation of medium-term investment capital from the State budget during 2016 - 2020, including VND 60,000 billion for 2017. This Resolution takes effect on the signing date. |

The Government promulgated the Decree No. 118/2017/ND-CP on October 26, 2017 defining the function, tasks, powers and organizational structure of the Vietnam News Agency, replaced the Decree No. 88/2013/ND-CP dated August 01, 2013. According to this Decree, the Vietnam News Agency is a government-attached agency which submits to the State management by the Ministry of Information and Communications; performs the function of a state news agency in publishing and broadcasting news and official documents of the Party and the State; provides information to meet the requirements of the Party leadership and state management; collects and provides information through various types of press and multimedia communications from/to the mass media, the public and other entities at home and abroad. With these function, the Vietnam News Agency has some tasks such as: To publicize the State’s official viewpoints on | current affairs; to rectify information unbeneficial to national interests; to correct untruthful information; and when necessary, to reject intentionally distorted information; To perform the tasks of the national foreign-service press agency; To perform the tasks of provision of information and communication to ethnic minority and mountainous people in their spoken and written languages… There are 30 units in the Vietnam News Agency, within that, 5 units assist the General Director of the Vietnam News Agency; 20 information units and 05 information service units. The Vietnam News Agency is headed by the General Director and no more than 4 Deputy General Directors; the General Director and Deputy General Directors of the Vietnam News Agency are appointed and relieved from office by the Prime Minister. This Decree takes effect on the signing date. |
