SUMMARY:
FROM DECEMBER 01: REDUCE 50% OF REGISTRATION FEE RATES | ||
The Government promulgates the Decree No. 103/2021/ND-CP prescribing registration fee rates for automobiles, trailers or semi-trailers pulled by automobiles and other vehicles like domestically manufactured and assembled automobiles on November 26, 2021. Specifically, from December 01, 2021 through May 31, 2022, first-time registration fee rates for automobiles, trailers or semi-trailers pulled by automobiles and other vehicles like domestically manufactured and assembled automobiles are equal to 50% of those prescribed in the Government’s Decree No. 20/2019/ND-CP; current resolutions of People’s Councils or decisions of People’s Committees of provinces | and centrally run cities, on registration fee rates applied in localities; and amending, supplementing or replacing documents (if any). From June 01, 2022 onwards: The registration fee rates shall continue to comply with the Government’s Decree No. 20/2019/ND-CP; current resolutions of People’s Councils or decisions of People’s Committees of provinces and centrally run cities, on registration fee rates applied in localities; and amending, supplementing or replacing documents (if any). This Decree takes effect from December 01, 2021 through May 31, 2022. |
A WORKPLACE MUST HAVE AT LEAST 01 LACTATION ROOM | ||
The Ministry of Health issues the Decision No. 5175/QD-BYT on approving the material “Guidelines for the implementation of lactation rooms in workplaces” on November 09, 2021. To be specific, lactation rooms must be ensured not to take more than a 10-minute walk from the workplace of the majority of female employees. It is necessary to consult female employees who are breastfeeding and trade union officers to select a suitable position. Also, all female employees should be informed of the location of the lactation room. For establishments with under 100 female employees, 01 lactation room is required in | minimum. For establishments with 1,000 female employees or more, at least 04 lactation rooms must be ensured… It is possible to renovate one of the following areas to establish lactation rooms: a part of the health station; an unoccupied space of the office; or a part of a warehouse that has been renovated to be well-ventilated. Additionally, repair a space that is currently not being used effectively; or separate a corner of an existing room with a masonry wall or a movable partition to establish lactation rooms is permissible. This Decision takes effect from the date of signing. |
ADJUST PREFERENTIAL IMPORT DUTY RATES FOR SEVERAL COMMODITY GROUPS | ||
On November 15, 2021, the Government promulgates the Decree No. 101/2021/ND-CP amending and supplementing a number of articles of the Government’s Decree No. 122/2016/ND-CP dated September 01, 2016, and the Government's Decree No. 57/2020/ND-CP dated May 25, 2020, amending and supplementing a number of articles of the Government’s Decree No. 122/2016/ND-CP dated September 01, 2016, on the Export Tariff, the Preferential Import Tariff and the list of commodity items and their specific duty rates, compound duty rates and out-of-quota import duty rates, and the Decree No. 125/2017/ND-CP dated November 16, 2017, amending and supplementing a number of articles of the Decree No. 122/2016/ND-CP. Accordingly, to adjust the export duty rates and preferential import duty rates for several commodity groups specified in Appendix I - the Export Tariff according to the list of dutiable commodity items and Appendix II - the Preferential Import Tariff according to the list of dutiable commodity items to the | new export duty rates and preferential import duty rates as prescribed in this Decree. Besides, for exports not included in the Export Tariff, customs declarants shall declare their codes corresponding to 8-digit headings of such commodity items in the Preferential Import Tariff and are not required to declare duty rates on export declarations. Export items of the group with the original number of 211 in the Export Tariff are commodity items that satisfy both of the following conditions: Supplies, materials, and semi-finished products are not of groups with ordinal numbers from 1 thru 210 in the Export Tariff; They are processed directly from main materials being natural resources and minerals of a total value plus energy cost accounting for 51% or more of production costs. The Decree takes effect on December 30, 2021. |

BY 2030: STRIVE THAT 100% OF SCHOOLS, HEALTH STATIONS HAVE HYGIENIC LATRINES | ||
The Decision No. 1978/QD-TTg approving the National Strategy for rural water supply and sanitation by 2030, with a vision towards 2045 is promulgated by the Prime Minister on November 24, 2021. By 2030, to strive that 100% of rural households, schools, health stations have hygienic latrines that meet standards and regulations; 65% of the rural population has access to clean water of standard quality with at least 60 liters/person/day; 25% of concentrated rural residential areas have domestic wastewater collection systems; 75% of livestock households and farms have livestock waste treated. By 2045, specific objectives shall be as follows: 100% of rural people use safe and sustainable clean water and sanitation; 50% of concentrated rural residential areas have domestic | wastewater collection systems, 30% of domestic wastewater is treated; 100% of livestock households and farms have livestock waste treated. Besides, to achieve the above objectives, a number of solutions are provided such as: Review and perfect the system of legal documents, regulations, standards, economic and technical norms on rural clean water and sanitation; carry out education and communication activities to alter the behaviors and customs, use water economically and efficiently; invest in the construction of concentrated clean water supply works in line with the exploitation, management, and operation under the approved master plans; etc. This Decision takes effect on the signing date. |

HCMC: PILOT 2-WEEK ORGANIZATION OF ON-SITE TEACHING | ||
This content is defined in the Plan No. 3997/KH-UBND dated November 30, 2021 of the People's Committee of Ho Chi Minh City on organizing on-site learning at education institutions in Ho Chi Minh City. Specifically, education institutions with high school level shall operate according to the pandemic risk level of Ho Chi Minh City, the remaining education institutions shall operate according to the pandemic risk level of Thu Duc City or districts where the education institutions are located. Education institutions shall change the teaching organization status in accordance with the pandemic risk level announced every Monday morning by the People's Committee of Ho Chi Minh City according to regulations. For the period from December 13 to December 25, 2021 (2 weeks), to pilot the on-site teaching for all students in first grade, ninth grade, and twelfth grade; for 5-year-old children, from the second week. For Can Gio district, Thanh An Kindergarten, Thanh An Primary School, Thanh An | Lower-Upper Secondary School shall organize on-site learning in all grades from December 13, 2021. For the period from December 27, 2021, based on on-site teaching and learning results after 2 weeks and COVID-19 pandemic situation, the Department of Education and Training shall coordinate with the Department of Health in advising the City People's Committee to consider and decide whether to continue, gradually expand the objects or organize on-site teaching throughout the City from January 03, 2022. Additionally, education institutions shall develop and complete plans for pandemic prevention and control at education institutions when resuming on-site teaching before December 03, 2021. Also, on the first day students go back to school, not organize learning activities; only organize health checks, health declarations, training and guidance for students on self-prevention measures and deployment of school hours, study plans, and pandemic prevention and control plans. |

STRIVE TO DISTRIBUTE FREE OF CHARGE | ||
This is an objective stated in the Decision No. 1976/QD-TTg approving objectives and tasks of, and measures to develop, a number of printed and electronic newspapers serving the nation’s external relations for the 2022-2030 period of the Prime Minister on November 24, 2021. According to this Decision, to strive to distribute free of charge the Vietnam Pictorial magazine (the printed version) to 160 countries from the current 140, prioritizing readers residing along the borders between Vietnam and Laos and China, and in Latin American countries to promote its appearance and broaden Vietnam’s images to international | readers. To be specific, the number of publication of its foreign-language versions shall be as follows: the English version: 8,000 issues/month; the Chinese version: 5,000 issues/month; the Spanish version: 5,000 issues/month; etc. In addition, from 2025, the Vietnam Pictorial magazine shall reduce the number of its printed and distributed publications (by around 10 percent year after year), and develop its electronic version to 10 languages with modern layout up to regional and global standards, thus meeting requirements of external activities. The Decision takes effect on the date of its signing. |
