From 2017, the collection, payment, management and use of entrance fees by Vietnam Fine Arts Museum shall be applied in accordance with the Circular No. 181/2016/TT-BTC issued by the Ministry of Finance on November 07, 2016; replaces the Circular No. 174/2013/TT-BTC dated November 27, 2013. Accordingly, the amount of entrance fees for adults is VND 40,000/person/ticket instead of VND 30,000/person/ticket in previous regulations; for students of universities, colleges and vocational schools is VND 20,000/ticket/person instead of VND 15,000/ticket/person in previous regulations. Students herein refer to those who have | student ID cards issued by universities, colleges and vocational schools of Vietnam’s national education system. And the entrance fees for children and students at general education stay the same with the fee of VND 10,000/ticket/person. This Circular also supplements the regulations on entities eligible for exemption from entrance fees, including children under the age of 06; persons suffering from serious disabilities. Besides, a discount of 50% will offer to beneficiaries of the policy on enjoyment of cultures; the elderly and persons suffering from serious disabilities. This Circular takes effect on January 01, 2017. |

On October 11, 2016, the Prime Minister issued the Decision No. Decision No. 1936/QD-TTg on approving the general construction plan for the southeast Quang Tri economic zone in Quang Tri province by 2035, with a vision towards 2050. The planned area of the Southeast Quang Tri Economic Zone is 23,792 hectares, covering all administrative divisions of 17 communes and towns in the districts of Hai Lang, Trieu Phong and Gio Linh in the southeast of Quang Tri province. The boundaries of the planned area include: to the east: South China sea; to the west: The communes of Trieu Do, Trieu Dai, Trieu Hoa, Trieu Tai, Trieu Trung (Trieu Phong district), Hai Xuan, Hai Thuong, Hai Thien, Hai Thanh, Hai Hoa (Hai Lang district); to the north: The communes of Trung Giang, Gio My, Gio Thanh, Gio Chau (Gio Linh district); and to the south: Phong Dien district in Thua Thien Hue province. - The breakthrough multi-sectoral maritime economic zone of the province of Quang Tri with a third class municipality; the pivot of development of the Central and the grand centrality of industrial processing of | agricultural - forest - aquatic products, production of building materials and electricity, tourism, trading, service and deepwater seaport of the Central. One of the merchant centers of ASEAN and Asia-Pacific region. In accordance with the plan, build the vocational school in Nam Cua Viet borough, which approximates 92 ha for 5,000 to 7,000 learners per year; eradicate all transient and derelict classrooms, build 12 new kindergartens in communes and urban residential areas; build 01 first-class shopping center in the public downtown (in Trieu Lang commune) and 01 supermarket in Nam Cua Viet borough, build new commercial streets; renovate and upgrade the existing traditional markets in communes, focus on expanding trading areas for farm produce; set up the network of shopping centers, general service providers, trading cooperatives, retail marks, convenience stores, general stores, etc.; and build 03 main access roads to Southeast Quang Tri Economic Zone.. This Decision takes effect on the signing date. |

This is the target set up at the plan for renovation of public passenger transport bus services by 2020, issued by the Ministry of Transport on November 04, 2016 at the Decision No. 3446/QD-BGTVT. In particular, to 2020, operate and plan to operate bus routes in all provinces and direct-controlled municipalities for transport of passengers. Increase the transport capacity of buses to meet the needs of passengers. To be specific: Hanoi and Ho Chi Minh: 10% ÷ 15%; Hai Phong, Da Nang and Can Tho: 5% ÷ 10%; and other provinces: 1% ÷ 5%. Adjust and expand bus networks in provinces. Give priority to invest in specialized bus routes serving particular purposes. Ensure that bus networks are accessible to at least 70% of number of residents in Hanoi and Ho Chi Minh and 40% of the number of residents in Hai Phong, Da Nang and Can Tho, and not located farther 500 m away from residential areas. Complete bus networks in provinces; synchronize various bus routes such as minibus routes, bus | routes along radial roads and ring roads for transport of students. Operate several pilot bus routes crossing urban complexes of provinces neighboring on Hanoi and Ho Chi Minh for the purpose of replacement of fixed transport routes… At the same time, gradually replace old means of transport towards lowering the average age of buses, prioritize those running on green fuel and provide sufficient aids for the disabled; prioritize bus service and BRT and reduce repeated bus routes; arrange bus schedules according to bus routes and passengers’ demand in specific areas and ensure that the bus schedule is strictly applied; apply smart ticketing systems; diversify ticketing methods (direct, electric and mobile ticketing, etc.) and types of tickets according passengers’ demand; increase the number of buses having wireless systems and sound notification systems; increase the number of lounges at bus stops. This Decision takes effect on the signing date. |

On October 19, 2016, the Ministry of Information and Communications issued the Circular No. 22/2016/TT-BTTTT providing for the management of external communication activities of central-affiliated cities and provinces, including providing information for promotion of the province/city’s image and provision of explanatory or clarifying information. The information concerning the promotion of the image of a province/city shall be provided in the forms such as activities related to external affairs of the Provincial-level People’s Committee; portal/website of the Provincial-level People’s Committee, portals/websites of specialized agencies affiliated to the Provincial-level People’s Committee and those of District-level People's Committees in Vietnamese and foreign language versions; province/city’s database on the promotion of its image; publications in Vietnamese and foreign languages; external information systems at international border gates by land, sea, airway and railway; press products of domestic means of mass media; products of foreign news, press and media agencies; communications products communicated on the | internet network; cooperation activities with foreign press agencies…. Explanatory and clarifying information refers to documents, materials, dossiers and arguments used for explaining and clarifying misstated information which causes adverse influence on the province/city’s prestige or image. Each Provincial-level People’s Committee shall update and analyze domestic and overseas public opinions to find out misstated information about that province/city. Each Provincial-level People’s Committee must, upon its discovery or receipt of any misstated information, documents or materials containing misstated information which causes harm to the prestige or image of that province/city, notify Ministry of Information and Communications and relevant authorities of such misstated information for management. Each Provincial-level People’s Committee shall proactively develop communication and propagation approaches to protection and promotion of the prestige and image of that province/city. This Circular takes effect on December 02, 2016. |

On October 12, 2016, the Ministry of Industry and Trade issued the Circular No. 23/2016/TT-BCT to annul the Circular No. 37/2015/TT-BCT dated October 30, 2015 of the Ministry of Trade and Industry regulations on limits and inspection of content of formaldehyde and aromatic amines derived from azo colorants in textile products. Accordingly, from November 26, 2016, Circular No. 37/2015/TT-BCT providing regulations on limits and inspection of content of formaldehyde and aromatic amines derived from azo colorants in textile products formally expired. Therefore, regulations on Requirements for appointed inspecting bodies; Procedures for appointment of appointed inspecting bodies; Any organization that wishes to participate in the State inspection of content o | formaldehyde and aromatic amines derived from azo colorants in textile products shall be expired from the effective date of this Circular. Within that, the important contents are the content limits and inspection of formaldehyde and aromatic amines derived from azo colorants in textile products, the limits of content of formaldehyde in textile products for children under 36 months of age is maximum at 30 mg/kg; the limits of content of formaldehyde in textile products in direct contact with human’s skin is maximum at 75 mg/kg the limits of content of formaldehyde in textile products not in direct contact with human's skin is maximum at 300 mg/kg. This Circular takes effect on November 26, 2016. |
