ENTERPRISES ISSUING BONDS TO THE PUBLIC MUST UNDERGO CREDIT RATING

On August 14, 2017, the Prime Minister approved the bond market development roadmap during 2017-2020, with a vision toward 2030 at the Decision No. 1191/QD-TTg; within that the most important content is the regulations on enterprise bond’s development.

On the plan of creating favorable conditions for enterprises to raise funds through bond issuance and increase openness and transparency in the process of raising funds through bond issuance, this roadmap has plan to devise a mechanism to permit bond-issuing enterprises to issue bonds in different drives to raise funds according to project implementation schedule.

At the same time, to review the conditions on private placement of corporate bonds toward requiring information disclosure, permitting only professional investors to invest in privately issued corporate bonds and requiring these bonds to be registered and deposited in a centralized

 

manner; To consider requiring enterprises issuing bonds to the public to undergo credit rating when there are at least two qualified rating enterprises operating in the domestic market.

The objectives prescribed in this roadmap includes the outstanding balance of the bond market will reach around 45% of GDP by 2020 and some 65% of GDP by 2030, with the outstanding balance of the market of government bonds, government-guaranteed bonds and municipal bonds to reach about 38% by 2020 and approximately 45% of GDP by 2030, and that of the market of corporate bonds to reach about 7% of GDP by 2020 and around 20% of GDP by 2030. The average maturity term of domestically issued government bonds will be 6-7 years during 2017-2020 and 7-8 years during 2021-2030.

This Decision takes effect on the signing date

TO SET UP STATIONS ON RECALL AND TREATMENT OF DISCARDED PRODUCTS

The Circular No. 34/2017/TT-BTNMT on recall and treatment of discarded products is issued by the Ministry of Natural Resources and Environment on October 04, 2017.

This Circular prescribes that producers must establish stationary recall station for gathering and storing discarded products from other recall stations and consumers; The Vietnam Environment Administration shall publish the list of recall stations satisfying environmental requirements on its website (www.vea.gov.vn)..

Discarded products shall be stored for a maximum of 06 months from the date of receipt at a stationary recall station. In case such discarded products must be stored for more than 06 months because a suitable waste treatment and recycling establishment is yet to be selected, types and quantity of the stored discarded products must be reported to the Department of Natural Resources and Environment of the province where a stationary recall station is located;

 

Also in accordance with this Circular, The transport of discarded products that are hazardous wastes to a recall station shall not require the hazardous waste management license or hazardous waste treatment license but the maximum quantity per shipment must not be exceeded (applicable to means of transport). To be specific, 100 kg or 50 discarded products, whichever comes first, applicable to the discarded product that is small electronic equipment (computer, monitor, CPU, printer, fax machine, scanner, photo camera, movie camera, cell phone, tablet, disc player, reader) and discarded battery and accumulator, discarded compact light; discarded fluorescent light; 01 discarded product, applicable to the discarded product that is large electric and electronic equipment (photocopier, television, refrigerator, washing machine, air conditioner), cars and motorbikes and 20 liters, applicable to waste oil…

This Circular takes effect on November 20, 2017

PROVISIONS OF PRACTICAL TRAINING IN THE FIELD OF HEALTHCARE SERVICE

The Decree No. 111/2017/ND-CP on the provisions of practical training in the field of healthcare service issued by the Government on October 05, 2017, takes effect on November 20, 2017.

Within that requirements of organization of practical training are one of the contents prescribed at this Decree. In particular, A practical training instructor specialized in healthcare services shall  have worked in medical examination or treatment for at least 36 months for postgraduate-level training, 24 months for university-level training and 12 months for college and intermediate-level training; Instruct no more than 05 learners at postgraduate-level, no more than 10 learners at university-level, no more than 15 learners at college and intermediate-level; and be trained the clinical teaching-learning method according to the regulations of the Minister of Health, unless the practical

 

training instructor has obtain the certificate of completion of teaching-learning method training program which includes clinical teaching-learning method.

Practical training instructors who have not taken refresher courses on clinical teaching-learning method shall take one before January 01, 2020.

Also in accordance with this Decree, Health facilities shall declare and take responsibilities for the declaration on satisfying the requirements applied to practical training institutions in the field of healthcare service. The practical training institution may only sign the contract for practical training after 15 working days from the day on which the competent regulatory agency receive the written notice on satisfying the requirements applied to practical training institutions of the health facility

REGULATIONS ON BASIC PACKAGE OF HEALTH SERVICES APPLIED
TO GRASSROOTS HEALTH FACILITIES

On October 18, 2017, the Ministry of Health issued the Circular No. 39/2017/TT-BYT on basic package of health services applied to grassroots health facilities, including “Basic package of health services covered by health insurance fund” comprises medical procedures; “Basic package of health services for initial health care, preventive and health improvement purposes” .

In particular, “Basic package of health services covered by health insurance fund” comprises medical procedures  including 76 medical procedures  such as Medical examination; Intradermal injection; Oxygen breathing technique.. and the list of drugs used by commune-level health facilities mentioned and is applied to medical stations of communes, wards, towns and equivalents, private GP or family clinics, military-civilian

 

medical stations and military – civilian clinics such as Atropin sulfate; Diazepam; Lidocaine (hydride); Lidocaine + epinephrine (adrenaline) ; Medical oxygen..

List of essential health services in the basic package of health services for initial health care, preventive and health improvement purposes includes Services of health improvement, education, communication and consultancy, including foods and drinks, physical training, healthy living, stress control and prevention..; Vaccination services; Personal healthcare services; Infectious disease prevention and control services; mother and child care, and family planning services; and nutrition and foods safety consulting and communication services…

This Circular takes effect on December 01, 2017.

TO ADJUST THE ADJUSTED MASTER PLAN ON DEVELOPMENT
OF VIETNAM’S COAL INDUSTRY

On August 24, 2017, the Prime Minister issued the Decision No. 1265/QD-TTg Approving the adjustments and supplements to the adjusted master plan on development of Vietnam’s coal industry through 2020, with prospects toward 2030 taken into consideration.

In accordance with the adjustment, to 2020, to build new coal screening and sorting plants: Vang Danh 2 with a capacity of around  2 million tons/year; Khe Than with a capacity of around 2.5 million tons/year; a centralized coal processing and warehouse center in Hon Gai region with a capacity of around 5 million tons/year (to build module 1 with a capacity of 2.5 million tons/year in Ha Khanh ward and maintain the South Cau Trang sorting plant until the end of 2018; after 2018 to relocate South Cau Trang plant

 

to the site of the then built-up centralized coal processing and warehouse center for assembly into the center’s module 2 with a capacity of 2.5 million tons/year); Khe Cham with a capacity of around 7 million tons/year; and Lep My with a capacity of around 4 million tons/year.

Besides, in accordance with this Decision, the Prime Minister adjusts the coordinates of boundaries of closed angles in a number of coal exploration plans; modify the list of coal mine investment projects and adjust the coordinates of boundaries of closed angles in a number of coal mine investment projects.

This Decision takes effect on the signing date.
