On October 08, 2019, this Ministry of Finance issues the Circular No. 71/2019/TT-BTC on annulling the Circular No. 116/2012/TT-BTC dated July 18, 2012 guiding pilot application of corporate income tax policy for Tinh Thuong One-member Limited Liability Micro finance Institution, the Circular No. 135/2013/TT-BTC dated September 27, 2013 guiding pilot application of corporate income tax policy for micro finance institution. According to this Circular, the two following Circular shall be null and void: | - The Circular No. 116/2012/TT-BTC dated July 18, 2012 on guiding pilot application of corporate income tax policy for Tinh Thuong One-member Limited Liability Micro finance Institution. - The Circular No. 135/2013/TT-BTC dated September 27, 2013 guiding pilot application of corporate income tax policy for micro finance institution. This Circular takes effect on November 22, 2019. |

On September 23, 2019, the Ministry of Finance issues the Circular No. 67/2019/TT-BTC on regulating content and level of expenses for archaeologist exploration, excavation using State budget. To be specific, remuneration for scientific and technical officials (who are persons of agencies competent to carry out archaeological exploration and excavation projects or who are sent to regularly and directly participate in archaeological exploration and excavation projects): VND 300,000/person/day. Besides, scientific consultants participate in consulting archaeological exploration and excavation projects in the form of consultancy contract shall be VND 650,000/day/person; in addition to the above remuneration, | scientific consultants are entitled to payment of room rent at the place of business trip, train and vehicle expenses (if any) according to the prescribed level of working-trip allowance regime applicable such administrative agencies and public non-business units. Especially, the maximum expense for primarily report shall not excess VND 4,000,000 for each report; the maximum expense for scientific report shall not excess VND 12,000,000 for each report; the expenses for pattern and grave stamping shall not excess VND 100,000/copy (A4), maximum shall not excess VND 150,000/copy (A3), VND 250,000/copy (A2), VND 450,000/copy (A0). This Circular takes effect on November 08, 2019. |

On October 09, 2019, the Governor of the State Bank of Vietnam issues the Decision No. 2109/QĐ-NHNN on announcing the abrogated administrative procedures on payment activities at single window department under the management of the State Bank of Vietnam. Accordingly, the State Bank of Vietnam announces to abrogate 05 administrative procedures at single window department under the management of the State Bank of Vietnam as follow: Firstly is the procedure of “The Organization members participate in the Interbank Electronic Payment System”. | Secondly is the procedure of “Withdraw from the Interbank Electronic Payment System”. Thirdly is the procedure of “Participate in the Interbank Electronic Payment System”. Fourthly is the procedure of “Member of the Service of Debt payment of the Interbank Electronic Payment System”. Fifthly is the procedure of “Participate in the Low value payment service of the Interbank Electronic Payment System”. This Circular takes effect on November 01, 2019. |

On September 09, 2019, the Ministry of Finance issues the Circular No. 68/2019/TT-BTC on guiding the implementation of a number of articles of the Government's Decree No. 119/2018/ND-CP providing regulations on electronic invoices for selling goods and providing services dated September 12, 2018. Accordingly, the electronic invoice shall not necessarily display the electronic signature of the buyer (including the case of electronic invoicing for selling goods or providing services to customers in foreign countries). Besides, in case the buyer is a business establishment and the buyer and seller agree upon the buyer's satisfaction of the technical conditions for making digital and electronic signatures on an electronic invoice. Electronic sales | invoices at supermarkets or shopping malls whose buyers are non-business individuals shall not necessarily contain the names, addresses and tax identification numbers of the buyers. An electronic invoice must include the following contents: Name of invoice, identification code of invoice, serial number of invoice and number of invoice; Name, address and tax identification number of the seller; Name, address and tax identification number of the buyer (if the buyer has a tax identification number); Name, unit, quantity and unit price of goods and services; amount of money; Time of electronic invoicing… This Circular takes effect on November 14, 2019. |

This is one of the contents in the Directive No. 12/CT-BYT on intensifying the implementation of non-cash payment for health service dated October 02, 2019. Accordingly, non-cash payment services include payment service via - and non via - payment account. There are many benefits from non-cash payment, such as: Safety, fast, accurate, saving time and more public, transparent than payment by cash Head of health facilities shall: Actively cooperate with banks and organizations that legally provide intermediary payment service for non-cash payment for medical examination and | treatment; to implement multi-solutions for non-cash payment such as - Payment via bank transfer; to prioritize the payment method via mobile devices and card acceptance devices... Besides, Department of Information Technology shall instruct medical facilities in urban areas in applying information technology to conduct diversity electronic payment solutions; Department of Medical Examination and Treatment shall research and propose supplementing criteria for non-cash medical services payment into the set of criteria for assessing hospital quality... |

On October 11, 2019, the Prime Minister issues the Decision No. 1363/QD-TTg on approving adjustments and supplementations to the scheme on development of high-quality colleges through 2025. The orientations of the Scheme are to develop high-quality colleges to directly train human resources for production, business and service sectors with professional knowledge, skills and responsibility and ability to create and adapt to the working environment in the context of international integration. By 2020 and 2025, there will be 40 and 70 high-quality colleges which will be capable to train a number of sectors and professions recognized by the advanced countries in the ASEAN and the world. | By 2020, to pilot vocational training for 34 sectors and professions under training programs transferred from foreign countries under the master plan approved by the Prime Minister; there are around 40 schools evaluated and recognized as high-quality colleges. High-quality colleges shall be entitled to preferential loans for investment in physical facilities and equipment; support for training of managerial staffs and vocational education teachers; use of training programs and textbooks for key sectors and professions… This Decision takes effect on the signing date. |
