MAXIMUM SUBSIDY FOR
INNOVATIVE STARTUP ENTERPRISE IS VND 80 MILLION
 

On July 19, 2019, the Ministry of Finance issues the Circular No. 45/2019/TT-BTC on financial management for implementing the Plan of “Support for national innovative startup ecosystem toward 2025”.

To be specific, the maximum amount of subsidy on use of innovative startup services (including startup training courses and drills; product and service marketing and promotion activities; exploitation of and communication about technologies and inventions; payment and finance; assessment and valuation of scientific research findings, technological developments and intellectual property…) shall be VND 80 million/enterprise.

contests held as part of national or international innovative startup events may be preferred in order of beneficiaries to such subsidies and financial support. The maximum duration of support is one year and the maximum number of enterprises receiving such subsidies and financial support shall be 10 enterprises/year.

Besides, the maximum rate of subsidy shall be 50% of total costs that innovative startup enterprises pay to participate in intensive training courses held by several accredited overseas business accelerators (the number of participants in these courses is restricted to 02 persons/enterprise).

UNDER-16 SEAT PASSENGER CARS
SHALL BE IMPORTED THROUGH SEAPORTS ONLY

The Ministry of Industry and Trade issues the Circular No. 06/2019/TT-BCT on prescribing border gates of import of under-16 seat passenger cars on March 25, 2019.

including Quang Ninh (Cai Lan), Hai Phong, Da Nang, Ho Chi Minh City, and Ba Ria-Vung Tau.

STANDARDS AND NORMS FOR SPECIALIZED
MACHINE AND EQUIPMENT USE IN THE FIELD OF EDUCATION AND TRAINING
 

On October 04, 2019, the Ministry of Education and Training issues the Circular No. 16/2019/TT-BGDDT on guiding standards and norms for specialized machine and equipment use in the field of education and training.

Accordingly, guidance of standards and norms for equipment shall use to create basis for educational institutions, training institutions to develop their standards and norms for equipment use and also to creating basis for educational institutions, training institutions to make plans, estimate costs; to assign, invest, procure, lease or provide fixed funding for using equipment; to manage, and use equipment.

Training and equipment not defined in the list of teaching equipment prescribed by Ministry of Education and Training (Equipment, kitchen and eating utensils, dormitories for the care and nurture of children and students; Equipment for examination and admission, assessment and quality control; Computers, computer network devices,  software that support teaching, learning and scientific research…)

Secondly, norms of equipment in educational institutions shall base on the size of students, number of classes and regulations in the list of teaching equipment issued by the Ministry of Education and Training to determine the quantity and ensure sufficient equipment for teaching and learning, education and childcare activities in educational institutions.

TO ESTABLISH VIETNAM
NATIONAL INNOVATION CENTER
 

On October 02, 2019, the Prime Minister issues the Decision No. 1269/QD-TTg on establishment of Vietnam National Innovation Center.

Accordingly, to establish Vietnam National Innovation Center as a public service provider in economic sector, guarantee their regular expenses and investment expenses by itself. This Center affiliates to the Ministry of Planning and Investment and aims to support and develop the

startup ecosystem, innovation, contribute in the renewal of growth model on the basis of science and technology.

The international name of this Center shall be Vietnam National Innovation Center (NIC), this Center have legal entity, have its own seal and operative facility in Hoa Lac Hi-Tech Park.

This Decision takes effect on the date of its signing.

TO APPROVE THE FORMULATION TASK
OF NATIONAL ELECTRICITY DEVELOPMENT PLAN
 

On October 01, 2019, the Prime Minister issues the Decision 1264/QD-TTg on approving the Formulation task of National Electricity Development Plan in the period of 2021 - 2030 with the vision toward 2045.

Accordingly, the Prime Minister approves the Formulation task of National Electricity Development Plan in the period of 2021 - 2030 with the vision toward 2045 with the following content: To predict electricity consume in the period of 2021 - 2030; To study options for power source and grid development, selecting projects with good economic-technical norms and high feasibility; Do the

environmental impact assessment and strategic environmental reports; To study and proposing major solutions on electricity industry development mechanisms and policies…

Content of Electricity Plan VIII: Including 3 episodes: Episode I: General notes, including 18 chapter; Episode II: The calculation Appendix; Episode III: Geographical drawings of the national electricity system in the planning period.

STATE COMPETENT AGENCY MUST NOT REQUEST ENTERPRISES
TO SUPPLEMENT DOSSIERS MORE THAN ONCE
 

The Directive No. 10/CT-TTg on further remedying and effectively preventing the situation of causing harassment and troublesomeness in settlement of affairs for citizens and enterprises is issued by the Prime Minister on April 22, 2019.

Accordingly, heads of a number of agencies, organizations and units fail to make a good example in discharging their responsibilities so that the management and education of cadres, civil servants and public employees are not carried out regularly and stringently. In order to redress the above situation, the Prime Minister requests to expeditiously take the following measures:

Foremost, increasing the responsibility of heads for leading and directing anti-corruption work. To strictly handle irresponsible heads of agencies and units who let cadres, public employees and civil servants under their

management commit harassment and cause troubles to citizens and enterprises.

Especially, the Prime Minister requires state competent agencies to streamline and remove unnecessary, cumbersome and difficult-to-perform administrative procedures while shortening the period and work out schedules for settlement of procedures. Upon receiving dossiers for performing administrative procedures under regulations, to refrain from requesting enterprises and citizens to supplement dossiers more than once. At places of receiving, or conducting transactions with, citizens and enterprises shall need to apply modern monitoring technologies such as sound recording, video recording, CCTV.
