TO AMEND AND SUPPLEMENT THE TABLE OF
REGISTRATION FEE CALCULATION PRICES FOR AUTOMOBILES AND MOTORCYCLES
 

On June 28, 2019, the Ministry of Finance issues the Decision No. 1112/QD-BTC on the adjustment and supplementation of the Table of registration fee calculation prices for automobiles and motorcycles.

Accordingly, promulgate together with this Decision the Table adjusting and supplementing the Table of registration fee calculation prices for automobiles and motorcycles. The highest fee of imported automobiles under 09 seats is VND 41.906 billion for Roll-Royce Corniche, and the lowest

registration fee for this type of automobiles if VND 418 million for Honda Brio V (DD186KL).

In addition, this Decision also promulgates registration fee for motorcycles such as: VDN 276.409 million for Honda SH300AK ED; VND 87.5 million for Piaggio Liberty 125 3V IE-110; VND 45 million for Yamaha Exciter-2NDC; VND 60 million for Honda JF516 SH mode; VND 43.3 million for Honda JF632 Air Blade…

LABORS IN POOR DISTRICT ALLOWED
TO BORROW 100% EXPENSES TO WORK OVERSEA
 

On September 09, 2019 the Prime Minister issues the Decision No. 27/2019/QD-TTg on credit for labors at the poor districts to work oversea under the labor contract toward 2020.

Accordingly, labors at the poor districts shall be allowed to borrow the maximum loan amount equal to 100% of the expenses paid by laborers under contracts for bringing laborers to work oversea and shall not have to provide loan insurance. The loans interest rates is equal to 50% the interest rate for poor households if borrower is labor of poor

household or ethnic minorities. Other laborers in the poor districts are entitled to borrow with interest rates of the poor households.

The Bank of Social Policy shall have agreement with the labors on paying the principal, but not exceed 12 months/time. Loan’s dossier shall include: 01 original of Application for credit loan to work oversea under labor contract; 01 notarized copy of the contract bringing labors to work overs; 01 valid notarized copy of labor’s passports.

TIME LIMIT FOR APPRAISAL OF DISTRICT
CONSTRUCTION PLANNING SHALL NOT EXCESSES 20 DAYS
 

On August 30, 2019, the Government issues the Decree No. 72/2019/ND-CP on amending and supplementing a number of Articles of the Decree No. 37/2010/ND-CP dated April 07, 2010 on formulation, evaluation, approval and management of urban planning and the Decree No. 44/2015/ND-CP dated May 06, 2015 on detailing a number of contents on construction planning.

According to the general planning shall be formulated for centrally run cities, provincial cities, towns, townships and new urban centers in line with orientations of the master plan on the national, regional and provincial systems.

Time for task of inter-district and district construction planning shall not be exceeded 02 months, the time limit for the formulation of plans for inter-district and district areas

shall not excesses 12 months For inter-district and district construction planning, the time limit for appraisal of the tasks shall not excesses 20 days, and for approval shall not excesses 15 days; the time limit for appraisal of the plans shall not excesses 25 days…

For particular-function zones of over 500 ha each, general construction planning shall be formulated in conformity with provincial, inter-district, district construction planning, and urban planning. Zoning construction planning used as the basis to formulate detailed construction planning of particular-function zones of over 500 ha shall be formulated if such zones be determined in approved general urban planning.

This Decree takes effect on August 30, 2019.

A FINE OF VND 300 MILLION FOR DIRECTLY PROVIDING
UNTRUTHFUL INFORMATION ABOUT OTHER ENTERPRISES
 

This is the content in the Decree No.75/2019/ND-CP on sanctioning of administrative violations in competition issued by the Government on September 26, 2019.

Accordingly, the maximum fine for violating regulations on unfair competition is VND 2,000,000,000. The maximum fine shall be applied to acts of violation of organizations; for individuals with the same acts of administrative violation in competition, the maximum fine shall be half of the maximum fine for organizations.

To be specific, this Decree has a section with 06 Article regulates on fine of acts of violating regulations on unfair competition. Remarkably, a fine of between VND 200,000,000 and VND 300,000,000 shall be imposed on

disclosing and using confidential business information without permission of the owners.

A fine of between VND 100,000,000 and VND 200,000,000 shall be imposed on the act of providing untruthful information about other enterprises by indirectly and a fine of between VND 200,000,000 and VND 300,000,000 shall be imposed on the act of providing untruthful information about other enterprises by directly giving untruthful information about enterprises, which negatively affects their reputation, financial status or business performance.

A fine of twice the fines specified above shall be imposed on acts of violation in case such acts of violation are committed in at least two provinces or municipalities.

RELIABLE ORIGINAL DIGITAL CERTIFICATES IN PEM FORM
 

The Ministry of Information and Communications issues the Circular No. 04/2019/TT-BTTTT on prescribing the connection between the National Digital Signature Certification Authority and the Government’s specialized digital signature certification authority on July 05, 2019.

Accordingly, the list of reliable original digital certificates includes: Original digital certificates of the National Digital Signature Certification Authority and Original digital certificates of the Government’s specialized digital signature certification authority.

To be specific, 04 reliable original digital certificates are:

- Original digital certificate of the National Digital Signature Certification Authority (SHA-1 digital certificate).

- Original digital certificate of the National Digital Signature Certification Authority (SHA-356 digital certificate).

- Original digital certificate of the Government’s specialized digital signature certification authority (SHA-1 digital certificate).

- Original digital certificate of the Government’s specialized digital signature certification authority (SHA-356 digital certificate).

In which, “SHA-1 digital certificate” means a digital certificate using Secure Hash Algorithm 1 in its digital certificate signing algorithm; “SHA-356 digital certificate” means a digital certificate using Secure Hash Algorithm 256 in its digital certificate signing algorithm.
