SUMMARY:

 

Ü  LAND – HOUSING

SECTORAL LAND-USING MASTER PLANS SHALL BE COMPLETED BEFORE AUGUST 15

This direction is provided by the Prime Minister in the Directive No. 22/CT-TTg dated August 11, 2021, on intensification of formulation of land use master plans and plans at all levels.

Accordingly, the Prime Minister requests ministries and sectors to expeditiously complete the formulation of sectoral land-using master plans; review, determine and propose land use demands, and propose their land-using construction works and projects of their sectors and fields in provincial-level administrative units for reporting to the Ministry of Natural Resources and Environment in the course of formulation of the national land use master plan for the 2021-2030 period, with a vision toward 2050 and the five-year (2021-2025) national land use plan, which must be completed before August 15, 2021.

 

For provincial-level People’s Committees, it is necessary to focus on directing the formulation of five-year (2021-2025) provincial-level land use plans under regulations for sending to the Ministry of Natural Resources and Environment for appraisal and submission to the Prime Minister before December 01, 2021. Concurrently, speed up the formulation, appraisal and approval of district-level land use master plans for the 2021-2030 period.

In addition, the Ministry of Natural Resources and Environment shall proactively coordinate with the National Assembly’s Committee for Economic Affairs in promptly submitting to the National Assembly the national land use master plan for the 2021-2030 period, with a vision toward 2050, and the five-year (2021-2025) national land use plan, etc.

REVISION OF ORDINAL NUMBERS OF LAND PARCELS AND CADASTRAL MAP PIECES

The Ministry of Natural Resources and Environment promulgates the Circular No. 09/2021/TT-BTNMT amending and supplementing a number of articles of circulars detailing and guiding the implementation of the Land Law on June 30, 2021.

Accordingly, for land parcels formed after land lot division or consolidation, the ordinal numbers previously assigned to them shall be removed and the new ordinal numbers shall be assigned to them following the last land lot ordinal number in the map piece. In cases where the State revokes land use rights over a part of a land lot but the revoked land part is not qualified to be a new land lot and the remaining area is not divided into multiple lots, the remaining area shall retain its current land lot ordinal number.

The edition of ordinal numbers of cadastral map pieces after organizing commune-level administrative units shall be conducted as follows: In cases where communes are

 

consolidated, the ordinal numbers of cadastral map pieces of the commune where the People's Committee of the new commune is located shall be retained, and the ordinal numbers of map pieces put together to the abovementioned map pieces shall be reassigned following the last land lot ordinal number; in cases where a commune is divided into different communes, the ordinal numbers of cadastral map pieces of each new commune shall be reassigned or retained.

In addition, to add cases of changing land use purpose without permission from competent State agencies but requiring change registration as follows: Change of land used for economic/service activities into non-agricultural business land besides land for non-agricultural production facilities.

This Circular takes effect on September 01, 2021.

Ü  INVESTMENT

THE AVERAGE TOTAL INVESTMENT FUND IN THE 2021-2025 PERIOD
WILL BE ABOUT 32-34% OF GDP

On July 28, 2021, the National Assembly issues the Resolution No. 29/2021/QH15 on the medium-term public investment plan in the 2021-2025 period.

According to this Resolution, the average total investment fund of the whole society in five years for the 2021-2025 period will be about 32-34% of GDP, the average proportion of public investment fund in five years will be about 16-17% of the total investment fund of the whole society; strive for the average disbursement rate of public investment fund in the 2021-2025 period reaching over 90% of the plan assigned by the National Assembly;

 

the number of projects completed in this period will reach over 80% of the total fund allocated projects, etc.

Besides, the total state budget fund for medium-term investment plans in the 2021-2025 period is VND 2,870,000 billion, including: VND 1,500,000 billion from the central budget; 1,370,000 billion balanced from the local budget. The amount of fund allocated to ministries, central agencies and localities shall be as follows: VND 1,090,014,445 billion from the central budget fund; VND 1,233,000 billion from the local budget fund.

COVID-19-INFECTED PREGNANT WOMEN WHETHER CURED OR NOT,
SHALL BE MANAGED EVERY 2 - 4 WEEKS

On August 18, 2021, the Ministry of Health issues the Decision No. 3982/QD-BYT promulgating the Interim Guidance for the prevention and treatment of COVID-19 caused by the SARS-CoV-2 virus in pregnant women and newborns.

Accordingly, a pregnant woman infected with COVID-19 shall receive treatment for COVID-19 first, obstetric intervention shall be carried out only when there is an emergency obstetric symptom or when her condition is severe and requires consultation with relevant specialists. A COVID-19-infected pregnant woman whether cured or not, shall be managed every 2 to 4 weeks for early detection of preeclampsia, intrauterine growth retardation, and threatened preterm/preterm birth.

Besides, a newborn from a mother infected or suspected of being infected with COVID-19 shall be tested for COVID-19

 

infection. To be specific: A newborn from an infected mother shall be tested for the first time when he/she is 2 to 24 hours old, his/her face should be washed or wiped before sampling, sampling site: throat or nose; then he/she shall be tested for the second time when he/she is 48 hours old, the third and fourth tests shall be carried out when he/she is 7 and 14 days old, respectively. For a newborn in close contact with an infected person or his/her mother who is infected after birth: procedures for diagnosis and monitoring are the same as those applicable to adults.

In addition, where conditions are limited, priority should be given to test newborns with symptoms of COVID-19 as well as newborns exposed to SARS-CoV-2 requiring care at intensive care unit or expected for prolonged hospitalization.

This Decision takes effect on the signing date.

INSTRUCTIONS FOR RECEIPT, TRANSPORTATION, STORAGE AND USE OF COVID-19 VACCINES

The Drug Administration of Vietnam issues the Decision No. 478/QD-QLD on promulgation of instructions for receipt, transportation, storage and use of COVID-19 vaccines on August 10, 2021.

Specifically, upon receipt of vaccines and solvents, staff must prepare refrigeration equipment, ensuring sufficient capacity to store vaccines before the receipt; check and prepare enough temperature monitoring devices for vaccine storage, which are suitable for each refrigeration equipment; prepare a vaccine management book to record information upon receipt; wash hands.

 

Besides, in case of storage of vaccines at ultra-cold temperatures in Pfizer’s insulated containers, it is necessary to store the insulated container in a room with temperatures between 15°C and 25°C to maintain the best capability of keeping ultra-cold temperatures. It is recommended to replenish dry ice in the thermal shipping container every 5 days; neither open the thermal shipping container more than two times per day, nor open the thermal shipping container for more than 3 minutes at a time. If the lid of the insulated container is opened multiple times a day, dry ice needs to be added more often, etc.

This Decision takes effect on the signing date.

THE PRIME MINISTER PERFECTS THE INDUSTRIAL RELATIONS COMMITTEE

The Decision No. 1413/QD-TTg on perfecting the functions, tasks, organizational structure and operations of the Industrial Relations Committee is promulgated by the Prime Minister on August 18, 2021.

According to the Decision, the Industrial Relations Committee (the Committee) consists of 09 members, in which: the Chairperson of the Committee is the Minister of Labor, Invalids and Social Affairs; 03 Deputy Chairpersons of the Committee are the Deputy Minister of Labor, Invalids and Social Affairs; Deputy Chairperson of the Vietnam General Confederation of Labor; and Deputy Chairperson of the Vietnam Chamber of Commerce and Industry.

Besides, tasks of the Committee shall be as follows: To advise the Prime Minister and relevant agencies and

 

organizations on directions, mechanisms, policies and measures to direct and administer the implementation of guidelines, mechanisms and policies on industrial relations; solutions to build and develop harmonious, stable and progressive industrial relations; To make and publish periodical and irregular reports on industrial relations; etc.

The Committee shall work on a collegial basis, vote by the majority rule in accordance with the Committee's Working Regulations. Additionally, it has the own seal managed at the Ministry of Labor, Invalids and Social Affairs in accordance with law regulations.

The Decision takes effect on the signing date.
