On August 05, 2019, the Ministry of Finance issues the Circular No. 47/2019/TT-BTC on prescribing the rates of charges for provision of enterprise information and fees for enterprise registration and charge and fee collection, remittance, management and use. Accordingly, Fees for enterprise registration (includes: registration of enterprise establishment, Grant of certificate of registration of operation of branch, representative office or business location) shall be 50,000 VND/time. Charges for provision of enterprise information shall be calculated as follow: Provision of information on | enterprise registration certificate or certificate of registration of operation of branch, representative office or business location: VND 20,000/sheet; Provision of information in the enterprise registration dossier; provision of financial statements of enterprises of all types: VND 40,000/sheet; Provision of summary reports on enterprise registration: VND 150,000/report; Announcement of enterprise registration contents: VND 100,000/time… This Circular takes effect on September 20, 2019. | |

On July 30, 2019, the Ministry of Construction issues the Circular No. 03/2019/TT-BXD on amending, supplementing a number of Articles of Circular No. 04/2017/TT-BXD dated March 30, 2017 of the Ministry of Construction on occupational safety management in the execution of construction works. Accordingly, it is compulsory to upload information of organizations and individuals issued Inspection certificate on online software of occupational safety technique inspection management. The published information about the organization issued the Certificate of eligibility contains on the online software (here after called software) contains: The name, address and | identification number of the inspecting organization; the list of machines, equipment and materials that are granted the Certificate of eligibility; the issuance date and the expiration date of the Certificate of eligibility; the violations committed by the inspecting organization (if any). The published information of individual issued inspector certificate on the software shall contains: full name; the inspector number; ID card number/citizen identity card number; the list of machines, equipment and materials that are granted the Certificate of eligibility; the issuance date and the expiration date of the inspector certificate; the violations committed by the inspector (if any). This Circular takes effect on September 15, 2019.

On August 13, 2019, the Prime Minister issues the Decision No. 25/2019/QD-TTg on amending the Decision No. 35/2015/QD-TTg dated August 20, 2015 of the Prime Minister on amending a number of articles of the Decision No. 02/2012/QD-TTg on promulgation of essential goods and services for which contract forms and general transaction conditions must be registered. | Accordingly, to eliminate the service of “Life Insurance” out of the List of essential goods and services for which contract forms and general transaction conditions must be registered. This Decision takes effect on October 01, 2019. | |

On July 30, 2019, the Ministry of Industry and Trade issues the Circular No. 11/2019/TT-BCT guiding the implementation of trade promotion activities to develop foreign trade under the National Program on Trade Promotion. Accordingly, in the scope of international fairs and exhibitions in foreign countries, the state shall support up to 100% of the funding for international fairs and exhibitions in Vietnam for export products in the form content of implementation; organizing and staging of the national exhibition area (if any); multidisciplinary fairs and exhibitions with a minimum of 12 booths and a minimum of
| 12 participating enterprises. Specialized fairs and exhibitions have the scale of at least 06 booths and at least 06 participating enterprises. Besides, the state shall support up to 100% of the funding for international fairs and exhibitions in Vietnam for export products, Multidisciplinary fairs and exhibitions with a minimum scale of 300 booths according to standard booths (3m x 3m) and 150 participating units of Vietnam when organized in centrally-run cities, or with a minimum scale of 200 standard booths and 100 participating units of Vietnam when organized in other localities… This Circular takes effect on September 16, 2019. | |

On July 19, 2019, the Ministry of Information and Communications issues the Circular No. 06/2019/TT-BTTTT on amending and supplementing a number of articles of the Minister of Information and Communications’ Circular No. 24/2015/TT-BTTTT of August 18, 2015, on management and use of Internet resources. Accordingly, submitting dossiers via registrars’ online applications for registration and management of domain name dossiers shall not applicable to dossiers for change of registered information on, or return of, domain names. Change of registered information on, or return of, domain names shall be implemented by submitting dossiers at establishments of domain name “.vn” registrars. | For domain name-registering person, a dossier for registration of, change of registered information on, or return of, a domain name shall be enclosed with a certified copy of the people’s identity card or citizen identity card or passport of the domain name-registering person. The name of a domain name-registering entity shall be changed in the following cases: The entity being an agency or organization is merged or consolidated or has its functions and tasks changed; the entity being an individual changes his/her first name or last name… This Circular takes effect on September 15, 2019. | |
