08 CRITERIA FOR IDENTIFYING DEMANDS FOR HOUSES
TO FORMULATE HOUSING DEVELOPMENT PLANS

Such criteria are specified in the Circular No. 07/2021/TT-BXD on amending, supplementing and repealing a number of articles of the Minister of Construction’s Circular No. 19/2016/TT-BXD dated June 30, 2016 and Circular No. 02/2016/TT-BXD dated February 15, 2016 promulgated by the Construction on June 30, 2021.

To be specific, those criteria include: Housing development targets and requirements defined in the national housing development strategy approved by the Prime Minister; Land areas for housing development that are determined in the construction master plans, master plans, plans of land use of the localities as approved by the competent agencies, etc.

Besides, the funds for formulating and adjusting a local housing development plan are amended and supplemented as follows: The funds for formulating a five-year housing development plan and the plan for the first year of the period

 

must not exceed 50% of the total funds for formulating a housing development program determined at the time of cost estimation; the funds for researching to adjust a five-year housing development plan must not exceed 60% of the total funds for formulating a five-year housing development plan.

Additionally, the funds for formulating an annual housing development plan (except the plan for the first year of the period) must not exceed 20% of the total funds for formulating a housing development program determined at the time of cost estimation; the funds for an adjustment of an annual housing development plan must not exceed 60% of the total funds for formulating an annual housing development plan.

This Circular takes effect on August 15, 2021.

BY 2025, 100% OF ENVIRONMENTALLY FRIENDLY PLASTIC BAGS AND PACKAGING
WILL BE USED AT SUPERMARKETS

On July 22, 2021, the Prime Minister issues the Decision No. 1316/QD-TTg approving the scheme for strengthening management of plastic wastes in Vietnam.

According to this Decision, specific objectives of the scheme as below: 100% of environmentally friendly plastic bags and packaging will be used at shopping centers and supermarkets for domestic purposes as replacement for non-biodegradable plastic bags; 85% of generated plastic wastes will be collected, reused, recycled and disposed of; 50% of marine plastic wastes will be reduced; 100% of tourist attractions, tourist accommodation establishments and

 

hotels will not use non-biodegradable plastic bags and single-use plastic products; etc.

The Prime Minister specifies tasks and solutions to implement the scheme, including: Investigate, survey and assess the situation of generation, collection and treatment of plastic wastes; Implement training, communication and international cooperation on plastic waste management; Research on, apply technologies and deploy models and activities related to the management of plastic wastes and the production of environmentally friendly products.

This Decision takes effect on the signing date.

HCMC SUSPENDS NON-URGENT PRODUCTION AND BUSINESS ACTIVITIES

The Directive No. 12-CT/TU on strengthening a number of measures to implement the Prime Minister’s Directive No. 16/CT-TTg, on implementing urgent measures to prevent and control the COVID-19 pandemic, in the City is promulgated on July 22, 2021 by Ho Chi Minh City (HCMC) Party Committee.

Accordingly, HCMC Party Committee requests to suspend production and business activities and activities of construction sites, construction and traffic works that are not really urgent. Banks and securities companies must operate at the level of maintaining capacity in order to provide necessary services in a timely manner; branches or transaction offices may operate alternately, arrange personnel to work directly in shifts, but must strictly observe social distancing requirements.

Only essential service businesses in health care, pharmaceuticals, food and foodstuffs, providing meals for hospitals, quarantine areas, and treatment areas; providing electricity, water, gas, postal, telecommunications, public sanitation, transportation of essential goods;

 

State treasury, funeral services and a number of other essential services as regulated by competent authorities may operate according to service requirements but must ensure safety. Other production enterprises may operate only when satisfying conditions on ensuring safety, strictly complying with the “three on site” and “one road with two destinations” principles; any enterprises failing to ensure the pandemic prevention and control shall be suspended from operation and strictly handled.

Besides, traditional markets are only allowed to operate under a new model, with strict regulations and controls, ensuring an open, airy space. A barrier between buyers and sellers must be installed, prices must be listed, and pre-packed bags are encouraged. Social distancing requirements must be strictly complied with; only trading in food, foodstuffs and essential goods is allowed and their scale shall be reduced to about 30%; business households must operate alternately on even and odd days to minimize the number of people interacting.

PLAN FOR THE 5TH PHASE OF VACCINATION AGAINST COVID-19 IN HO CHI MINH CITY

The Plan No. 2427/KH-BCD for the 5th phase of vaccination against COVID-19 in Ho Chi Minh City is issued on July 21, 2021 by the Steering Committee for Covid-19 Prevention and Control of Ho Chi Minh City.

Accordingly, in order to apply vaccination to above 95% of people of priority group under the Plan for vaccination against COVID-19, the Steering Committee for Covid-19 Prevention and Control of Ho Chi Minh City decides to allocate vaccines (including Astra Zeneca vaccine; Modema vaccine and Pfizer vaccine) to people over 18 years of age of the following groups:

- Patients with underlying medical conditions who have been treated stably and have a permanent address in the City;

- People over 65 years of age;

 

- Persons who are granted policies, who have meritorious services and who are subject to social protection; people from poor and near-poor households; vulnerable people;

- People working in health facilities, the health sector (both public and private ones);

- People participating in pandemic prevention and control;

- Essential service providers: aviation; long-distance transportation, food transportation; electricity and water services;

- People who are employees working at enterprises; etc.

The vaccination campaign shall start from July 21, 2021, last for 2 - 3 weeks and can be extended depending on the actual situation to ensure the pandemic prevention measures and not affect the concentration of resources for the City's anti-pandemic work.

PLAN TEMPLATE FOR COVID-19 PANDEMIC PREVENTION AND CONTROL
FOR PRODUCTION ESTABLISHMENTS

The Official Dispatch No. 5522/BYT-MT regarding the COVID-19 prevention and control plan template for production and business establishments and the form of commitment to prevent pandemic at boarding houses for workers is promulgated by the Ministry of Health on July 12, 2021.

In order to unify and create favorable conditions for production and business establishments and localities in actively developing plans for COVID-19 prevention and control and plans for handling when there is a suspected/confirmed case of COVID-19, the Ministry of Health has developed a plan template for production and business establishments and a commitment form for pandemic prevention and control at boarding houses for workers.

 

According to the plan template for COVID-19 pandemic prevention and control, the production and business establishment must prepare sufficient material facilities and equipment for pandemic prevention and control according to its size and characteristics, and the number of workers, such as: Temporary isolation room; Checkpoints to measure body temperature at entrance gates, QR code scanning point; Surveillance cameras to perform and support tracing at working locations, canteens and public areas; Masks, anti-drop glasses, gloves, anti-pandemic clothing; Non-contact thermometer; Automatic body temperature meter with the number of 200 workers or more/work shift; Hand sanitizer, disinfectant chemicals, cleaning tools, waste containers with lids; etc.

TO EXTEND SOCIAL DISTANCING
FOR ANOTHER 14 DAYS IN SOUTHERN LOCALITIES

On July 31, 2021, the Prime Minister issues the Official Telegram No. 1063/CD-TTg on COVID-19 prevention and control.

Accordingly, the social distancing measure in line with the Directive No. 16 shall continue to be extended for another 14 days (from the date of ending the social distancing measure under the Official Dispatch No. 969/TTg-KGVX) in provinces and centrally-run cities currently placed under social distancing according to the Prime Minister's Official Dispatch No. 969/TTg-KGVX (including Can Tho City and the following provinces: Binh Phuoc, Tay Ninh, Ba Ria - Vung Tau, Tien Giang, Long An, Vinh Long, Dong Thap, Ben Tre, Hau Giang, An Giang, Bac Lieu, Soc Trang, Tra Vinh, Ca Mau and Kien Giang).

Other provinces, where the pandemic is put under control after a period of implementing social distancing,

 

shall be allowed to relax the rules of social distancing according to each region within the province. For the inter-provincial area, there must be an agreement with the relevant provinces and must report to the Government's Special Working Group and the Head of the National Steering Committee for COVID-19 Prevention and Control before making a decision.

Also in accordance with this Official Telegram, localities are requested to widely propagate, strictly control and immediately implement necessary measures to support the people's life and health so that they can feel secure to “stay where they are”. No one is allowed to leave the place of residence after July 31, 2021 until the social distancing period is over (except for those authorized by the government).

TO PROMOTE DOMESTIC COVID-19 VACCINE PRODUCTION

The Government promulgates the Resolution No. 75/NQ-CP on the Government’s regular meeting in June 2021 and the Government’s virtual conference with provinces on July 14, 2021.

Accordingly, the Government directs the Ministry of Health and ministries, sectors and localities to continue to strictly implement the motto "5K + vaccine" and strengthen the application of technology in disease control in the approach of "active prevention, early detection, quick isolation, effective treatment, decisive and quick control of the situation”. Concurrently, promote technology transfer and domestic vaccine production as soon as possible.

Besides, the Government requests the Ministry of Information and Communications to assume the prime responsibility for, and coordinate with concerned agencies and localities in, organizing the effective implementation of

 

the E-Government Development Strategy towards Digital Government in the 2021-2025 period, with a vision to 2030; and proposing solutions to complete the goal of providing 100% level-4 online public services.

In addition, Chairpersons of the People's Committees of the provinces and centrally-run cities are requested to focus on thoroughly grasping the situation, urgently and drastically directing and organizing the effective implementation of the Resolution of the 13th Party Congress; pay the utmost attention to COVID-19 prevention and control. In affected localities, strengthen investigation, tracing, rapid testing, timely zoning, strictly implement isolation, medical monitoring, and effective treatment to stamp out the disease outbreak as soon as possible.

Ü JUSTICE

PERSON IN CHARGE OF EXECUTING COERCION DECISIONS SHALL BE ENTITLED
TO A SUPPORT OF VND 150,000/DAY

On July 08, 2021, the Ministry of Finance issues the Circular No. 55/2021/TT-BTC providing guidance on the management, allocation, advance payment of expenses for coercion of judgment execution against commercial legal persons.

Specifically, expenses for coercion of judgment execution shall be carried out based on the contracts, contract liquidation, records of handover of distrained assets (for expense for hiring safekeeping or preservation of distrained assets), actual, lawful, and valid invoices, and documents according to current regulations as approved by the coercion decision issuers.

Besides, support provided for those who are directly mobilized to participate in coercion and coercion protection

 

are prescribed as follows: A person in charge of executing coercion decisions who works for a coercion decision execution agency shall be entitled to a support of VND 150,000/day of participating in the coercion; a person who is mobilized to execute coercion decisions shall be entitled to a support of VND 100,000/day of participating in the coercion.

Before organizing the coercion, the agency issuing coercion decisions shall approve cost estimates for coercion. Cost estimates for coercion shall be made on the basis of the coercive measure to be taken, time and location of coercion, plans to conduct the coercion, and the participating forces (number and participants) serving the coercion.

This Circular takes effect on August 25, 2021.
