04 CRITERIA FOR DETERMINING NATIONAL IMPORTANT WETLANDS
 

The Government issues the Decree No. 66/2019/ND-CP on conservation and sustainable use of wetlands on July 29, 2019, which takes effect on September 15, 2019.

Accordingly, an important wetland area is a wetland with an area of from 50 ha or more for coastal and island wetlands or 5 ha or more for inland wetlands, containing important natural ecosystems that meet at least one of the following criteria:

Firstly, it containing at least one type of natural wetland that has specificity or represents an ecological area;

Secondly, it being a permanent or seasonal natural habitat of at least one endemic, endangered, precious and rare species or of 1,000 individual water birds, migratory birds or more;

 TO BE INVESTED OUTSOURCE
 

On July 29, 2019, the Prime Minister issues the Directive No. 20/CT-TTg on planning medium-term public investment for the period of 2021 – 2025.

Accordingly, Investment capital from the state budget shall not be invested the fields and projects in which other economic sectors can invest. Investment capital from the state budget shall be preferentially invested in mountainous areas, ethnic minority areas, areas frequently hit by natural disasters and floods, as well as other difficult areas.

VIETNAMESE INVESTORS MAY CONTRIBUTE INVESTMENT CAPITAL
WITH THEIR OWN FOREIGN CURRENCY SOURCES
 

On June 26, 2019, the State Bank of Vietnam issues the Circular No. 06/2019/TT-NHNN on providing guidelines on foreign exchange management for foreign direct investment activities in Vietnam.

Accordingly, residents who are Vietnamese investors shall contribute investment capital with their own foreign currency sources. Besides, foreign or Vietnamese investors contributing capital in foreign currencies or VND according to the capital contribution norm of investors prescribed in investment registration certificates; establishment and operation licenses according to specialized law provisions;

official notices of satisfaction of conditions for foreign investors to contribute capital or buy paid-in capital and shares…

Investment capital contribution of foreign and Vietnamese investors shall be conducted by transferring capital into direct investment capital accounts. Use of divided profits of foreign investors in the Vietnamese territory shall comply with regulations on foreign exchange management and relevant law provisions.

ROADMAP FOR APPLICATION OF EXHAUST EMISSION STANDARDS
FOR IN-USE AUTOMOBILES
 

The Prime Minister issues the Decision No. 16/2019/QD-TTg prescribing the roadmap for application of exhaust emission standards for in-use automobiles and imported used automobiles on March 28, 2019, and takes effect on May 15, 2019.

Accordingly, roadmap for application of exhaust emission standards for in-use automobiles: Tier 1 shall be applied to in-use automobiles fitted with spark ignition engines and those fitted with compression ignition engines manufactured before 1999; Tier 2 shall be applied from January 1, 2021, to in-use automobiles fitted with spark ignition engines and

On March 28, 2019, the Prime Minister issues the Directive No. 08/CT-TTg on a number of tasks and solutions for fast and sustainable development of timber and non-timber forest product processing industry for export.

Accordingly, the development objectives of the timber and non-timber forest product processing industry are as follow:

On April 12, 2019, the Prime Minister issues the Decision No. 415/QD-TTg on promulgating the Plan on organization of the implementation of the Law on Survey and Mapping.

Accordingly, the Ministry of Natural Resources and Environment shall assume the prime responsibility for organizing the materialization of development strategies and implementation plans for the national geospatial data infrastructure; integrating the national geospatial data; and building and operating the Vietnam Geospatial Portal in two phases as follow:
