ENTERPRISES MAY BORROW FROM | ||
The Government issues the Decree No. 39/2019/ND-CP on organization and operation of small and medium enterprise development fund on May 10, 2019. Accordingly, to receive the support loan from the support fund, the enterprise shall have to prepare an application documentation which includes: Request form for borrowing of fund submitted by small and medium enterprises; Documentation on production and business plan or project, other documents evidencing enterprises eligible for borrowing; the enterprises shall have to submit application documentation for borrowing of funds at the Fund’s headquarter or by post. | Direct lending interest rate shall be 80% as much as the lowest interest rate on commercial lending. Lending rate applied to each production and business plan or project shall not be 80% greater than total investment outlay of that plan or project. Total rate of lending of the Fund to small and medium enterprises shall not be 15% greater than the actual chartered capital of the Fund (the chartered capital of the Fund is 2,000 billion dong derived from the state budget). The duration of the loan shall not exceed 07 years. This Decree takes effect on July 01, 2019. |

On June 26, 2019, the Prime Minister issues the Decision No. 22/2019/QD-TTg on implementation of agricultural insurance assistance policies. Accordingly, insured subject eligible for premium subsidies includes: rice plant, cattle, buffalo, giant tiger prawn and white legs shrimp. For rice farming, agricultural insurance assistance policies shall be applied in the following provinces: Thai Binh, Nam Dinh, Nghe An, Ha Tinh, Binh Thuan, An Giang, Dong Thap. For cattle and buffalo, such policies shall apply in Ha Giang, Vinh Phuc, Hanoi, Thanh Hoa, Nghe An, Binh Dinh, Dong Nai and Binh Duong. For giant tiger prawns and whiteleg shrimps, subsidies will be granted in the following provinces: Ben Tre, Tra Vinh, Soc Trang, Bac Lieu and Ca Mau. | Agricultural producers that are poor households shall be granted a subsidy equals to 90% agricultural insurance premiums; Agricultural producers other than poor households and near-poor households shall be granted a subsidy equals to 20% agricultural insurance premiums; Agricultural producers who are organization shall be granted a subsidy equals to 20% agricultural insurance premium on the basis of their satisfaction on some requirements. Agricultural insurance premium subsidies shall be granted from June 26, 2019 to December 31, 2020, inclusively. This Decision takes effect on June 26, 2019. |

On June 17, 2019, the Prime Minister issues the Directive No. 15/CT-TTg on investigation of land and mapping land’s current situation in 2019. Accordingly, deadlines for completion and reporting of results of land resource inventory and land use mapping in 2019 shall be regulated as Investigation and mapping will be completed and results thereof will be reported by January 16, 2020 for communal level; by March 1, 2020 for district level; April 16, 2020 for Provincial level and June 16, 2020 for Nationwide and socio-economic regions. Contents of the investigation of land and mapping land’s current situation in 2019 of each administrative subdivision | at all levels such as dimensions of land classified into types; dimensions of flooded land, land intended for natural conservation zones and biodiversity conservation zones; the land use under the management of state enterprises and privatized enterprises; land used by forest management units and agro-forestry production enterprises. Besides, the investigation of land 2019 must give an assessment of management and land use; the variation in land at specific localities and nationwide over the past 5 years. |

On June 14, 2019, the National Assembly promulgates the Resolution No. 82/2019/QH14 on continuing to improve effectiveness of the implementation of policies and law provisions on planning, management and use of land in urban areas. Accordingly, the main tasks and solutions in the next time are to review and evaluate the implementation and submit to the National Assembly for amendments and supplements to the 2013 Law on Land and law provisions related to planning, management and use of land in urban areas. | Besides, the Government shall have to review and evaluate the implementation and submit to the National Assembly for amendments and supplements to the 2013 Law on Land; research to clarify and issue specific provisions on land use for multi-purpose constructions. Strive to complete databases of land in urban areas under the national database system and brought into use before 2030 in general and before 2025 for major cities and urban centers. In addition, this Resolution also regulates a number of tasks and solutions for the State Audit, the People’s Supreme Court and the People’s Supreme Procuracy. |

The Ministry of Industry and Trade issues the Circular No. 04/2019/TT-BCT prescribing principles of regulation of import tariff quotas for salt and poultry eggs in 2019 on March 04, 2019. Accordingly, the allocation of import tariff quotas for salt and poultry eggs must comply with the Minister of Industry and Trade’s Circular No. 12/2018/TT-BCT of June 15, 2018, detailing a number of articles of the Law on Foreign Trade Management, and the Government’s Decree No. 69/2018/ND-CP of May 15, 2018, detailing a number of | articles of the Law on Foreign Trade Management. Subjects eligible for import tariff quota allocation Salt: Import tariff quotas for salt shall be allocated to traders that directly use salt as a material for manufacturing chemicals, medicines and medical products. Poultry eggs: Import tariff quotas for poultry eggs shall be allocated to traders that possess business registration certificates/enterprise registration certificates and wish to import poultry eggs. This Circular takes effect from April 17, 2019, through December 31, 2019. |

On March 01, 2019, the Prime Minister issues the Directive No. 05/CT-TTg on stepping up the reorganization of construction planning and urban development management under approved master plans. Accordingly, the provincial-level People’s Committees shall perform the following tasks: - To review and remove administrative procedures in construction investment and urban development activities in order to eliminate the ask-and-give mechanism. - To increase the quality of bidding work to select qualified planning consultancy units. | - To strictly implement the bidding of projects and auction of land use rights to implement construction investment projects in accordance with law. On March 28, 2019, the Ministry of Education and Training issues the Circular No. 04/2019/TT-BGDDT on promulgating the Regulation on organization and operation of The State Council for Professor Title, Councils for Professor Title in Specialty and Interdisciplinary, and Grassroots-level Councils of Professor Title. Accordingly, order of membership appointment of the State Council for Professor Title is: - Councils for Professor Title in Specialty in the previous term shall introduce member candidates for the State Council for Professor Title. The maximum number of candidates is equal to the number of members of Councils for Professor Title in Specialty of the previous term; | | - Tertiary education institutions shall introduce member candidates for the State Council for Professor Title and summarize their scientific backgrounds. Each specialty shall introduce up to 03 (three) candidates; Teachers, scientists who are teaching and researching at tertiary education institutions shall introduce member candidates via the website of the State Council for Professor Title; - The Office of the State Council for Professor Title shall make a list of candidates introduced by organizations and individuals and submit it to the Standing Committee of the State Council for approval of the list of members of the State Council for Professor Title. This Circular takes effect on May 13, 2019. |
