SUMMARY:
FEE RATE FOR GRANT OF ARCHITECTURE PRACTICE CERTIFICATES IS VND 300,000/CERTIFICATE | ||
On June 24, 2022, the Ministry of Finance promulgates the Circular No. 38/2022/TT-BTC prescribing the rates, collection and remittance of fee for grant of construction activity licenses and fee for grant of architecture practice certificates. Accordingly, the fee rates for grant, modification of levels or renewal of construction capacity certificates granted to organizations and construction practice certificates granted to individuals shall be VND 1,000,000 per certificate and VND 300,000 per certificate, respectively. Besides, the fee rate for grant or renewal of architecture practice certificates shall be VND 300,000 per certificate; the fee rate for re-grant, extension, recognition of such certificates shall be equal to 50% of the rates for re-grant or | renewal. The fee rate for grant of construction activity licenses to foreign contractors shall be VND 2,000,000 per license. In cases of re-grant of certificates or licenses due to errors made by the competent State agency in the previous certificates or licenses, the fees shall not be collected. Fees for grant of construction capacity certificates to organizations, construction practice certificates to individuals, architecture practice certificates, and construction activity licenses to foreign contractors shall be collected in Vietnam dong. This Circular takes effect on August 08, 2022. |
REDUCE FEE RATE FOR GRANTING DESIGN APPRAISAL CERTIFICATES FOR CARS WITH LESS THAN 10 SEATS | ||
This content is prescribed in the Ministry of Finance’s Circular No. 36/2022/TT-BTC dated June 16, 2022, amending and supplementing a number of articles of the Minister of Finance’s Circular No. 199/2016/TT-BTC dated November 08, 2016, prescribing the rates, collection, remittance, management of fee for grant of quality and technical safety assurance certificates for transport machinery, equipment, means with strict requirements on safety. Accordingly, the fee rate for granting certificates of design appraisal of motor vehicles (in production, assembly or renovation); certificates of quality, technical safety and environmental protection granted to motor vehicles; components, equipment, special-use motorcycles (including renovated vehicles); four-wheeled motor vehicles; electric bicycles; certificates of inspection of technical safety and environmental protection for motor vehicles and special-use motorcycles is reduced from VND 50,000/certificate to | VND 40,000/certificate. Particularly, for certificates granted for cars with less than 10 seats (excluding ambulances), the fee rate is reduced from VND 100,000/certificate to VND 90,000/certificate. Expenses for fee collection shall be as follows: Funding for fee collection shall be included in State budget estimates of collecting organizations based on State budget expenditure norms under regulations of law; Funding for fee collection activities specified at Point 4 of the Fee Tariff promulgated together with this Circular shall be allocated from the collected fees for technical safety and environmental protection inspection services applicable to motor vehicles, equipment and special-use motorcycles in circulation; assessment and calibration of motor vehicle testing equipment. This Circular takes effect from August 01, 2022. |

BY 2030, THE AVERAGE GROWTH RATE OF THE CHEMICAL INDUSTRY WILL REACH 10 - 11%/YEAR | ||
On June 16, 2022, the Prime Minister issues the Decision No. 726/QD-TTg approving the Strategy on Vietnam's chemical industry development through 2030, with a vision toward 2040. Specifically, to strive that the average growth rate of the chemical industry will reach 10 - 11 % per year and the proportion of the chemical industry will account for around 4 - 5% of the whole industry by 2030; the average growth rate of the chemical industry will reach 7 - 8% per year and the proportion of the chemical industry will maintain around 4 - 5% of the whole industry by 2040. By 2030, to maintain the level to meet domestic demand for fertilizers such as urea, phosphorus, NPK, crop protection products, tires, industrial gases, common paint - printing ink, detergents, common batteries, and develop the export markets. To strive that the average export growth rate will reach | 9 - 11% per year during 2021 - 2030, and the average growth will reach 7.5 - 9% per year during 2030 - 2040. For the achievement of the above objectives, the Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with ministries, branches, People’s Committees of provinces and centrally-run cities, and relevant agencies, in organizing the implementation of the Strategy; inspecting and evaluating the implementation of the Strategy and periodically reporting to the Prime Minister; formulating a scheme on investment promotion for constructing infrastructure of concentrated chemical industrial parks and investment projects in concentrated chemical industrial parks, and report it to the Prime Minister for approval; etc. This Decision takes effect from the signing date. |
BY 2030, 100% OF ORGANIC WASTE IN URBAN AREAS WILL BE RECYCLED | ||
On June 07, 2022, the Prime Minister promulgates the Decision No. 687/QD-TTg approving the Scheme on development of circular economy in Vietnam. According to this Decision, by 2025, to strive that 85% of generated plastic wastes will be reused, recycled and disposed of; 50% of marine plastic wastes will be reduced in comparison with the amount in the previous period; the production and use of non-biodegradable plastic bags and single-use plastic products will be gradually reduced in daily life; the recycling capacity of organic waste in urban and rural areas will be significantly increased. By 2030, the rate of urban domestic solid waste collected and treated according to standards or technical regulations via the circular economy models will reach 50%; 100% of organic waste in urban areas and 70% of organic waste in rural areas will be recycled; the rate of urban wastewater | collected and treated according to standards or technical regulations as prescribed in urban areas will be maximized; etc. Besides, specific tasks and solutions for the implementation of the Scheme include propagating and raising the awareness about circular economy, requirements, policies and orientations to development of the circular economy for cadres, civil servants and public employees at all levels, enterprises and citizens; developing a separate plan for development of circular economy or integrating the development of circular economy into strategies, master plans and plans for development of sectors, fields or socio-economic development of localities; etc. This Decision takes effect on the signing date. |
STATE AGENCIES’ INFORMATION CHANNELS IN CYBER ENVIRONMENT | ||
The Decree No. 42/2022/ND-CP on the provision of online information and public services by the State agencies in the cyber environment is issued on June 24, 2022 by the Government. In accordance with this Decree, State agencies that publicize information in the cyber environment to organizations and individuals shall provide the following information: Legal normative documents and administrative documents falling under the promulgation competence or assigned to preside over drafting; Treaties to which the Socialist Republic of Vietnam is a contracting party, and international agreements to which Vietnam is a party; Administrative procedures, online public services, work processes of State agencies as prescribed by law, etc. Besides, information provided by the State agencies in the cyber environment must be promptly updated after changes are made. State agencies shall provide online public services | at two levels, including wholly online public services and partially online public services. Based on specific conditions, State agencies shall deploy different information channels for organizations and individuals in the cyber environment as follows: Ministerial- and provincial-level data portals; Social networks permitted by the State agencies to provide information in the cyber environment as prescribed by law; Email; Applications on mobile devices permitted by State agencies to provide information in the cyber environment that are deployed centrally, uniformly; Telephone switchboards. In addition, State agencies’ web portals also provide the following basic supportive functions: Information search, link and storage; Providing information in a foreign language. State agencies are encouraged to publish other information sections in English and other languages. This Decree takes effect on August 15, 2022. |
APPROVE THE INDICATORS FOR ASSESSMENT OF ONLINE ADMINISTRATIVE PROCEDURE QUALITY | ||
On June 23, 2022, the Prime Minister issues the Decision No. 766/QD-TTg approving the set of indicators in reference to the direction, administration and assessment of the quality of services provided to citizens and enterprises in the performance of administrative procedures and public services in real time in the electronic environment. Accordingly, this set of indicators applies to ministries, ministerial-level agencies, Vietnam Social Security, People’s Committees at all levels and units affiliated to the aforementioned agencies; other agencies and units providing public services on the National Public Service Portal and the information systems for handling of administrative procedures at ministerial and provincial levels. | This set of indicators includes the following component indicators: Publicity and transparency; Progress and results; Dossier digitalization; Online service provision; Level of satisfaction. The Government Office shall review and adjust assessment indicators of each component indicator group according to actual conditions and the data management, operation and exploitation in real time; report to the Prime Minister to amend and supplement such component indicator group according to the management, direction and administration requirements and the needs for monitoring, supervising and assessing of individuals and organizations. This Decision takes effect from the signing date. |
