Ü  LABOR - SALARY

TO STRIVE THAT 100% OF PEOPLE SUFFERING FROM LABOR ACCIDENT
SHALL BE GIVEN FIRST AID AT THE WORKPLACE

The Prime Minister promulgates the Decision No. 659/QD-TTg on approving the Program on care and improvement of employees’ health and occupational disease prevention in the 2020 - 2030 period on May 20, 2020.

Accordingly, the Prime Minister approves the Program on care and improvement of employees’ health with the targets that 100% of people suffering from labor accidents and occupational diseases shall be given first aid at the workplace, examined, treated and rehabilitated. By 2025, 100% of employees exposing to asbestos shall be managed health, the examination of occupational diseases; 100% of the labor facilities shall be consulted about noninfectious diseases, take measures to improve health, etc.

 

The Program shall be carried out nationwide from 2020 to 2030; priority should be given to small and medium-sized labor facilities, agricultural areas, trade villages, female employees, elderly employees and employees without labor contracts, etc. In addition, the Prime Minister also provides a number of solutions to effectively implement the Program such as: To invest and upgrade equipment, facilities and human resources for the health monitoring, treatment, assessment and; to expand the effective models of prevention and control of infectious diseases, etc.

This Decision takes effect on the signing date.

THE GOVERNMENT APPROVES THE TASK OF FORMULATING
THE NATIONAL MASTER PLAN

On May 12, 2020, the Government issues the Resolution No. 67/NQ-CP on approving the task of formulating the national master plan on land use for the 2021-2030 period, with a vision toward 2050.

In accordance with this Resolution, national master plan on land use for the 2021-2030 period, with a vision toward 2050 and the national land use plan for 05 years (from 2021 - 2025) shall be implemented on the whole natural land area of the country.

With the viewpoint that land is a special natural resource of the country, the master plan aims to concretize the national overall master plan on distribution and zoning of land areas for sectors and localities; use land properly, economically

 

and effectively; protect the eco-environment, prevent and combat natural disasters, adapt to climate change, and ensure sustainable development with a view to tapping to the utmost land potential and resources, meeting industrialization and modernization requirements, restructuring the economy, ensuring national food security and achievement of socio-economic development, national defense and security objectives of the country.

The Government requests that the time limit for formulating the Master Plan is 30 months from the date of approval of the task of formulating the master plan.

Ü  EXPORT – IMPORT

GOODS MUST BE IMPORTED ACROSS THE LAND BORDER
AT INTERNATIONAL/MAIN BORDER GATES

On May 14/2020, the Ministry of Industry and Trade promulgates the Circular No. 09/2020/TT-BCT on providing the roadmap for the application of import and export border gates to goods temporarily imported for re-export, border-gate transfer business and goods deposited in bonded warehouse.

Accordingly, if temporary import for re-export and border-gate transfer goods are imported into or re-exported from Vietnam across the land border, then, such import or

 

re-export shall only be carried out through international border gates and main border gates (bilateral border gates) opened in accordance with the Decree No. 112/2014/ND-CP. This provision shall be applied to foreign goods temporarily imported for re-export to be sent to bonded warehouses if such goods are imported into or re-exported from Vietnam across the land border.

This Circular takes effect on June 30, 2020. The above provision shall be applied from 00:00 on January 01, 2021.

Ü  COMMERCE

STRIVE TO 2025, E-COMMERCE SALES REACH USD 35 BILLION

The Prime Minister issues the Decision No. 645/QD-TTg on approving the national master plan for e-commerce development in the period of 2021 - 2025 on May 15, 2020.

In accordance with this Decision, the Prime Minister approves the national master plan for e-commerce development with the targets that by 2025, B2C e-commerce sales increase by 25% per year, equivalent to USD 35 billion; 70% of purchase transaction on e-commerce websites/applications have electronic invoices; 80% of the e-commerce websites have integrated online ordering functions; 70% of electricity, water, telecommunications and

 

communication service providers deploy electronic contracts with consumers, etc.

To achieve the above-mentioned targets, the Prime Minister provides solutions as follows: To complete mechanism and policies to satisfy the requirements of e-commerce development in the Fourth Industrial Revolution context; To increase capability of managing and conducting e-commerce activities and prevent and combat commercial frauds; Capacity building of infrastructure systems and support services for e-commerce, etc.

This Decision takes effect on the signing date.

THE LIST OF PRODUCTS, GOODS SUBJECT TO
REGULATION CONFORMITY CERTIFICATION AND REGULATION CONFORMITY DECLARATION

The Ministry of Information and Communications issues the Circular No. 11/2020/TT-BTTTT, prescribing the lists of potentially unsafe products and goods under the management of the Ministry of Information and Communications on May 15, 2020.

To be specific: The list of specialized information technology and communications products and goods subject to regulation conformity certification and regulation conformity declaration comprises: Radio telecommunication equipment; Radio transmitters, receivers - transmitters with a frequency band of between 9 kHz and 400 GHz and with an output capacity of 60 mW or more; Radio transmitters, transceivers, short-range; etc.

 

In addition, the Ministry also promulgates the list of specialized information technology and communications products and goods subject to regulation conformity declaration, including Desktop computer; Laptop and portable computer; Tablet; Set Top Box; etc.

Noticeably, products and goods on the lists of group-2 products and goods which are governed by 2 or more national technical regulations are subject to regulation conformity certification and regulation conformity declaration according to such technical regulations.

This Circular takes effect on July 01, 2020.

Ü  POLICY

16 PROJECTS ON SUSTAINABLE DEVELOPMENT OF VIETNAM'S MARINE ECONOMY TOWARD 2030

On May 2020, the Prime Minister issues the Decision No. 647/QD-TTg on approving Scheme of international cooperation on sustainable development of Vietnam's marine economy toward 2030.

To promote synchronization and focus of international cooperation activities on sustainable marine economic development in order to effectively mobilize and use the force sources, knowledge, experience and make the most of the support of other countries, international organizations and partners, the Prime Minister approves a List of 16 projects and tasks as follows:

Firstly, from 2021-2025, the Ministry of Planning and Investment shall assume the prime responsibility in the project to supplement mechanisms, policies and laws to mobilize foreign resources to invest in the sustainable development of the marine economy; the Ministry of Transport shall assume the prime responsibility for the project on investment cooperation in construction of marine and coastal

 

infrastructures, seaport systems, airports and coastal roads; the Ministry of Education and Training shall assume the prime responsibility in the project on cooperation in training and fostering high-quality marine human resources; etc.

Secondly, from 2021-2030, the Ministry of Natural Resources and Environment shall assume the prime responsibility in the project of international cooperation on marine governance, integrated management of marine resources and environment; basic investigation of marine resources and environment; marine scientific research; the Ministry of Health shall preside over an international cooperation project on training of marine medicine for health officials, aiming to build and develop national and international maritime and island health networks, contributing to health care and protection for laborers and people in sea and island areas, etc.

This Decision takes effect on the signing date.

FROM JULY 07, THE ENERGY DEPARTMENT
SHALL NO LONGER IMPLEMENT THE SPECIALIZED INSPECTION

On May 18, 2020, the Government promulgates the Decree No. 54/2020/ND-CP on amending and supplementing a number of articles of the Decree No. 127/2015/ND-CP dated December 14, 2015 of the Government on organization and operation of specialized inspection in Industry and Trade sector.

To be specific, from the effective date of this Decree, the Energy Department, the sub-department of Market Management under the Department of Industry and Trade shall no longer be assigned to implement the specialized inspection in the Industry and Trade sector.

As prescribed in this Decree, agencies assigned to carry out the specialized inspection in Industry and Trade sector including: Vietnam Directorate of Market Surveillance, Department of Market Surveillance at provincial level; Vietnam Competition Agency. Vietnam Chemicals Agency;

 

Industrial Safety Techniques and Environment Agency; Electricity Regulatory Authority of Vietnam; Industry Agency; Vietnam Trade Promotion Agency; Vietnam E-commerce and Information Technology Agency; Trade Remedies Authority of Vietnam.

Besides, the advisory section on specialized inspection at the General Department shall be organized according to the model of Department; at the Department under the Ministry of Industry and Trade, the Department under the General Department shall be organized according to the model of Division (at the former regulation, the advisory work in specialized inspection may be assigned for other divisions of the General Department, Department or sub-Department).

This Decree takes effect on July 07, 2020.

Ü  INDUSTRY

NOT TO USE NATIONAL RESERVE PETROL AND OIL IN BUSINESS

On May 15, 2020, the Prime Minister promulgates the Decision No. 16/2020/QD-TTg on providing the Regulation on management of national reserve petrol and oil.

Accordingly, the national reserve petrol and oil must be strictly controlled in terms of quantity and quality, ensuring confidentiality and safety; proactively responding to national reserve requirements and objectives. The use of national reserve petrol and oil must be in according to purpose and provisions of the law and not to use in business activities. National reserve petrol and oil after provided must be fully and promptly offset. In addition, expenses for preservation of

 

national reserve petrol and oil also must be estimate in adequate as prescribed by law.

Detailed list of national reserve petrol and oil including: Automobile petrol, Diesel, Mazut oil, military fuel, fuel for civil aircraft, crude oil and other types of petrol and oil according to the Government's regulations. National reserve petrol and oil plan shall be formulated by the ministries and agencies in 5-years and annually plan and be synthesized in to national reserve plans.

This Decree takes effect on July 01, 2020.
