FROM JULY 01, CHARGE FOR THE USE OF
TERRESTRIAL MOBILE NETWORK SUBSCRIPTION (M2M) IS VND 800/NUMBER
 

On May 04, 2020, the Ministry of Finance issues the Circular No. 32/2020/TT-BTC on amending and supplementing a number of Articles of the Circular No. 268/2016/TT-BTC dated November 14, 2016 on providing the rates, collection, remittance, management and use of allocation fees and charges for the code and telecommunications digital usage.

To be specific: Charge and fee collector may retain 35% (as in the previous provision, it was 45%) of the collected charges for the code and telecommunications digital usage to pay the costs serving the organization and collection according to the Government’s Decree No. 120/2016ND-CP dated August 23, 2016 on detailing and guiding the

 

implementation of a number of Articles of the Law on Charges and Fees. The remaining amount (65%) shall be transferred to the state budget according to chapters, sections and subsections of the applicable State Budget Index.

In addition, the Ministry of Finance also adds regulations on the charge for the use of terrestrial mobile network subscription (M2M) of VND 800/number. Other charge such as fixed terrestrial telephone network subscription, terrestrial mobile network subscription, fixed satellite network subscription and IP Phone subscription retain the same rates as in previous provisions.

This Circular takes effect on July 01, 2020.

TO REFINANCE VND 16 TRILLION WITH INTEREST RATE
OF 0% TO SUPPORT PEOPLE AFFECTED BY THE COVID-19
 

On May 07, 2020, the State Bank of Vietnam issues the Circular No. 05/2020/TT-NHNN on loan refinancing for Vietnam Bank for Social Policies according to the Prime Minister’s Decision No. 15/2020/QD-TTg on providing regulations on the implementation of policies to support people facing difficulties due to the COVID-19 pandemic.

Specifically, the maximum amount of refinancing is VND 16,000 billion and the refinancing interest rate is 0% per year. After the refinancing expiration date, the interest rate shall be 0% per year.

 

Noticeably, the duration of refinancing is 364 days, from the next day of the date on which the State Bank disburses the loan refinancing for the Vietnam Bank for Social Policies. The duration of refinancing starts from the date of signing in the first debt agreement until the end of July 31, 2020.

In addition, the State Bank shall refinance for the Vietnam Bank for Social Policies without requiring for collaterals.

This Circular takes effect on May 07, 2020.

FROM 2020-3025, TO CUT AND SIMPLIFY
AT LEAST 20% OF REGULATIONS ON BUSINESS ACTIVITIES
 

On May 12, 2020, the Government issues the Resolution No. 68/NQ-CP on promulgating a Program to cut and simplify regulations related to business activities in the period of 2020 - 2025.

Accordingly, the Government targets to cut and simplify at least 20% of existing regulations as well as 20% of the cost of compliance with regulations relating to business activities in currently effective documents until the end of May 31, 2020, which are listed and calculated (calculate the cost of compliance and first publish) by the ministries and agencies (before October 31, 2020) in the 2020 - 2025 period. At the same time, to minimize the number of current documents

 

with regulations related to business activities and strictly control the promulgation of documents with regulations related to business activities.

To achieve the above-mentioned targets, the Government sets some key solutions as follows: To annually implement the Plan on cutting and simplifying regulations related to the business activities; to regularly update regulations related to business activities that are amended, supplemented, replaced, and abolished; to receive, collect and summarize all enterprises and people’s feedbacks, recommendations and opinions on unreasonable regulations…

This Resolution takes effect on the signing date.

EXPLOSIVES, GAS AND PETROL ARE NOT ALLOWED
 TO TRANSPORT THROUGH A 100 METER LONG TUNNEL
 

On April 08, 2020, the Government issues the Decree No. 42/2020/ND-CP on providing the List of dangerous goods and the transport of dangerous goods by road motor vehicles and the transport of dangerous goods on inland waterways.

Accordingly, explosives, gas, petrol, oil and other inflammable and explosive substances are not allowed to transport through tunnel with a length of 100m or more. Besides, people who participates in traffic or passengers shall not be transported on the same ferry with vehicles (which are permitted to transport dangerous goods) carrying explosives, gas, petrol, oil and other inflammable and explosive substances.

 

A dangerous goods transport permit shall be granted by the competent agency as prescribed and contains the following principal details: Name, address, contact number of unit which is granted permit; full name and title of its legal representative; Type and group of dangerous goods; The transport route and time schedule; Information about the vehicle or vessel and the driver. The time limit of a dangerous goods transport permit shall be granted for each shipment or each period at the request of the transporting unit but not exceeding 24 months and not exceeding the service life of the vehicle or vessel.

This Decree takes effect on June 01, 2020.

THE OFFICIAL REGULATION
 ON ENROLLMENT OF HIGHER EDUCATION IN 2020
 

On May 07, 2020, the Ministry of Education and Training issue the Circulation No. 09/2020/TT-BGDDT on providing the Regulation on university enrollment; college enrollment in early childhood education.

In accordance with new provisions in this Regulation, education facilities can use the result of upper secondary school graduation exam for pre-qualification or use other methods such as entrance examination, admission or a combination of examination and admission. For schools using the upper secondary school graduation result for admission, the exam combination must contain either the exam of Math or Literature and the maximum combination of exam subject allowed to use for admission of a major is 04.

Schools that organize their own entrance exams shall have to formulate a Scheme for implementation of such exam
 

and announce that at least 15 days before candidates’ registration on the school’s website. In addition, these schools also need to have an independent unit in charge of organizing the entrance examination, Regulation on entry exam including the implementation procedures, necessary facilities and related contents...

Besides, this Regulation also supplements the group of candidate allowed to participate in admission or entrance exam for entry higher education, including: Students study in foreign program in Vietnam upper secondary school (that program has been recognized by such foreign country and reached the corresponding level with that of upper secondary school of Vietnam); foreigner students wish to attend in college and university in Vietnam.

This Circular takes effect on June 22, 2020.

03 CASES REQUIRED
FOR RE-ANNOUNCEMENT OF REGULATION CONFORMITY
 

On May 07, 2020, the Minister of Information and Communications promulgates the Circular No. 10/2020/TT-BTTTT on amending and supplementing a number of content of the Circular No. 30/2011/TT-BTTTT dated October 31, 2011 of the Minister of Information and Communications on certification and declaration of conformity of information technology and communications commodities.

Accordingly, organization and individual shall have to implement the re-announcement of regulation conformity if: Changes to technical design of the products and goods granted the certificate results in changes to its technical specifications; Content of the dossier for registration of

 

regulation conformity announcement changed; The regulation conformity certificates expired. 

In addition, this Circular also regulates that the dossier for registration of declaration of conformity that fail to be completed within 15 days from the require date of Vietnam Telecommunication Authority shall be rejected. In case the dossier satisfied, Vietnam Telecommunication Authority shall verify the validity off such dossier within 05 working days, from the receipt of the adequate dossier.  The Notification of receipt of the declaration of conformity shall have the term of 03 years, from the signing date or the term of the Regulation conformity certificate.

This Circular takes effect on July 01, 2020.

PERSONS COMPLETED PRISON SENTENCES
MAY BE EXEMPTED FOR TUITION FEE FOR UNDER 03 MONTHS
 

On April 17, 2020, the Government promulgates the Decree No. 49/2020/ND-CP on detailing the Law on Execution of Criminal Judgments regarding community reintegration.

Accordingly, during two months before the prisoners completely serve their imprisonment sentence or after appraisal result on agreement of amnesty, conditional early release of competent authority, incarceration facilities shall carry out psychological counseling, legal procedures supporting for prisoners.

At the same time, prisoners completely serve the prison sentence, enjoying amnesty, conditional early release

 

before going back to their home shall be granted an allowance from the Community re-integration funds of the prison.

Noticeably, persons having completely served their prison sentences who take part in vocational training in college, intermediate, elementary level in under 03 months shall be exempt for or reduce the tuition fee, allow to enjoy stay - in policy, support for training fee, meal fee and travel fee if be the beneficiary of enjoying vocational training assistance policy in accordance with law provisions.

This Circular takes effect on June 15, 2020.

RESTAURANTS, HOTELS MUST
REDUCE 50% OF ADVERTISEMENT LIGHTINGS
 

This is the content mentioned in the Directive No. 20/CT-TTg dated May 07, 2020 of the Prime Minister on intensify of electricity savings in the period of 2020-2025.

Up on request of the Prime Minister, Restaurants, hotels, commercial service facilities, office complexes and apartment buildings shall reduce 50% of outdoor decorative advertising lighting capacity at the evening peak of the electricity system at the request of local electricity agency.

For state offices and agencies, to coordinate with local energy to establish and organize the implementation of

 

electricity savings plans for such agencies, ensure to save at least 5% of the total electricity consumption in the year.

For households, to frequently practice of economical and efficient use of electricity at home, such as: turning off electrical appliances when leaving the room, cutting off the power source if not using electrical equipment; only use air conditioning when absolutely necessary; giving priority to procurement of high performance electric devices and equipment or electrical equipment with energy saving labels; minimize the use of incandescent light bulbs; installing and using rooftop solar power system, solar water heating system.
