SUMMARY:

 

Ü  LABOR - SALARY

PENSION, SOCIAL INSURANCE ALLOWANCE
SHALL BE RAISED 7.19% FROM JULY 01, 2019

The Government issues the Decree No. 44/2019/ND-CP prescribing the pension, social insurance allowance and monthly allowance on May 20, 2019.

To be specific, from July 01, 2019, the pension, social insurance allowance and monthly allowance paid in June 2019 shall be raised 7.19% for the following subjects:

- Cadres, civil servants, workers, public employees and labors (includes social insurance volunteer, retired workers transfer from Nghe An Farmers’ Social Insurance Fund under the Prime Minister’s Decision No. 41/2009/QD-TTg dated March 16, 2009); army men, employees in the people’s public security force and persons engaged in cipher work enjoying monthly pension.

 

- Commune, ward or township cadres enjoying pension and monthly allowance prescribed in the Decree No. 92/2009/ND-CP dated October 22, 2009, the Decree No. 121/2003/ND-CP dated October 10, 2003 and the Decree No. 09/1998/ND-CP dated January 23, 1998.

- Army men, and employees in the people’s public security force, persons engaged in cipher work having enjoying salaries like army men and employees in the people’s public security force as regulated in the Decision No. 62/2011/QD-TTg dated November 09, 2011…

This Decree takes effect on July 01, 2019.

NOT TO CONVERTING DEBTS ON-LENT FROM ODA
AND FOREIGN CONCESSIONAL LOANS INTO STATE BUDGET ALLOCATIONS

This is the demand of the Prime Minister promulgate in the Directive No. 03/CT-TTg on implementation of Resolution No. 582/NQ-UBTVQH14 of October 5, 2018, on a number of tasks and solutions to continue stepping up the implementation of policies and laws on management and use of foreign loans.

Accordingly, the Prime Minister directs the Ministry of Finance:

- To organize the dissemination of, and direct, and promulgate the plan for, implementation of the Law on Management of Public Debts and guiding decrees; to closely control public debt safety indicators so as to ensure
 


safety and sustainability of the national financial system and macro-economic stability; refrain from converting debts on-lent from ODA and foreign concessional loans into state budget allocations;

- To fully and timely provide information on framework conditions for borrowing ODA and concessional loans of donors, capacity and conditions for on-lending ODA and concessional loans, and borrowing capacity of local administrations, etc., for use as a basis for ministries, sectors, localities, project owners and enterprises to propose projects…

 

SPENDING BUDGET TO HIRE FOREIGN EXPERTS
TO CONSULT ADMINISTRATIVE REFORMS

On 10 May, 2019, the Ministry of Finance issues the Circular No. 26/2019/TT-BTC on guiding the planning, management, usage and finalization of budget for state administrative reform.

Accordingly, funding sources to ensure the administrative reform of the ministries and localities are arranged in the annual budget according to the current budget decentralization and other lawful funding sources as prescribed.

The expenditures use the above source include:

- Expense for the delegation to survey and learn about administrative reform experiences in the country and

 

 

abroad; Expenses for hiring domestic and foreign consultants;

- Expenses for rewards for collectives and individuals that have made achievements in administrative reform activities;

- Building and maintaining the National Public Service Portal, the Public Service Portal, Electronic single-window information system at the ministerial and provincial levels…

In addition, this Circular also guides a number of relevant issues such as expenditure levels, estimation and finalization of budget.

This Circular takes effect from July 01, 2019.
 

Ü  TRANSPORT

PASSENGER ALLOWED TO CARRY
UP TO 01 LITTER OF LIQUIDS ON BOARD 

The Ministry of Transport issues the Circular No. 13/2019/TT-BGTVT on detailing the Vietnam’s aviation security program and aviation security quality control on March 29, 2019.

Accordingly, when passing through the aviation security checkpoint to the international sterile area, each passenger and crewmember is only allowed to carry on no more than 01 liter of liquids. All lags must be carried in 100 ml or smaller containers each and completely closed.

The above regulation shall not apply to liquids that are medications and baby milk/baby food in case:

- Regarding medication, it is required to present a copy of the prescription, which specifies full name and address of the
 

prescribed and full name of the medication user appropriate to the full name on the boarding pass;

- Baby milk and baby food along to passengers traveling with an infant.

Liquids purchased at duty-free shops within an international sterile area or on an international flight are allowed to be carried on without any restriction on capacity provided that they are kept in a sealed tamper-evident transparent plastic bag.

This Circular takes effect on June 01, 2019.
