On May 15, 2018, the Government issues the Decree No. 72/2018/ND-CP prescribing the base salary for cadres, civil servants, public employees and armed forces. According to this Decree, from July 01, 2018, the new base salary is VND 1.39 million/month, instead of VND 1.3 million/month as before. This base salary will serve as a basis for calculating salary levels in salary tables and allowance levels; calculating levels of operation cost and cost-of-living allowance in accordance with law; calculating deductions and benefits that are based on the base salary. This base salary applied with: - Cadres and civil servants from the central to district level; | - Commune-level cadres and civil servants; - Public employees in public non-business units; - Persons working under labor contracts and salaried under the provisions on salary regime for cadres, civil servants, public employees and armed forces; - Officers, professional military personnel, soldiers in the Vietnam People’s Army force and the People’s Public Security force… At the Resolution No. 49/2017/QH14, the National Assembly agreed to increase the base salary to VND 1.39 million/month. This Decision takes effect on July 01, 2018. | |

On April 24, 2018, the Ministry of Construction issued the Circular No. 03/2018/TT-BXD on detailing a number of articles of Decree No. 139/2017/ND-CP dated November 27, 2017 on penalties for administrative violations against regulations on investment and construction…. In accordance with this Circular, organizations and individuals that build single-detached houses and commit the violation are not required to transfer illegal benefits to enforced demolition of the work for the building permit or the adjusted building permit instead of enforced demolition when satisfy the 06 conditions as follows: - The act of violation has been committed within the period from January 04, 2018 to January 15, 2018 but discovered by a competent officer after January 15, 2018 or before January 15, 2018 with the availability of the record of administrative violation | - There is not violation against regulations on construction elevations; - The existing construction work does not affect any adjoining buildings; - There is no dispute; - The construction work is located on the land area with legal use right; - The construction work is found to be conformable with the construction planning approved by a competent authority. As of January 15, 2018, organizations and individuals that build single-detached houses and commit the violation; the competent officer imposing such administrative penalties shall decide to demolish the construction work or work items built inconsistently with law regulations. This Circular takes effect on June 12, 2018. | |

On March 30, 2018 of the Ministry of Finance issue the Circular No. 32/2018/TT-BTC guiding the Decree No. 74/2017/ND-CP dated June 20, 2017 of the Government on specific policies for Hoa Lac Hi-Tech Park. Accordingly, the rent price of land shall be determined according to the lease purpose as specified in the Table of prices of land types in the Hi-Tech Park multiplied by the land price adjustment coefficient. Within that, the Table of prices of land types in the Hi-Tech Park is promulgated | annually by the People’s Committee of Hanoi; The land price adjustment coefficient shall be annually promulgated and publicly announced by the Hi-Tech Park Management Board for each land area, route but shall not be lower than 1.0, and applied from January 01 every year. Besides, the annual land rent fees shall be determined by multiplying the land rent by the land area subject to land rent. This Circular takes effect on May 15, 2018. | |

On April 26, 2018, the Ministry of Industry and Trade issued the Circular No. 07/2018/TT-BCT on amending No. 21/2018/TT-BCT on promulgating national technical regulations on content of formaldehyde and certain aromatic amines derived from Azo colorants in textile products. In according with this Circular, the above National Technical Regulations shall be applicable from January 01, 2019 instead of May 01, 2018 as prescribed at the Circular No. 21. | The Regulations points out clearly that the content of formaldehyde in the textile products for children under 3 years old must not over 30mg/kg; in textile products in direct contact with skin must not over 75mg/kg; in textile products not in direct contact with skin must not over 300mg/kg. Content of each aromatic amine shall not exceed 30mg/kg. The Circular No. 07/2018/TT-BCT takes effect on the signing date. | |

According to the National action plan on development of Vietnam’s shrimp industry by 2025 issued on January 18, 2018 by the Prime Minister at the Decision No. 79/QD-TTg: In the period of 2017 - 2020, shrimp export turnover is envisaged to reach USD 5.5 billion and USD 10 billion in the period of 2021 - 2025; Make the shrimp industry grow on a large scale, and apply high technologies, aim at putting an end to use of chemicals and antimicrobials in all culture methods and all stages of production and circulation of shrimp products. With regards to intensive and semi-intensive brackish-water shrimp culture, invest in developing three-phase power; develop and improve transportation, water resources facilities and infrastructure systems necessary for production activities, especially in the Mekong Delta and | Central Coast. Concurrently, develop Ca Mau province into an ecologically-raised shrimp center in the nation. The Prime Minister direct to focus on development of formal export of shrimp products to the Chinese market, especially export of lobsters and giant river prawns; concurrently bolster inspection, control and on-time handling of violations arising from traders’ local procurement of shrimps. Besides, develop the insurance mechanism available at all stages in the chain of shrimp production, especially at shrimp breeding and commercial shrimp culture stages; provide small-scale shrimp farming households and cooperatives with support policies for purchase of insurance. This Decision takes effect on the signing date. | |
