SUMMARY:
BASIC COST-OF-LIVING ALLOWANCE | ||
Decree No. 08/2019/ND-CP on providing a number of regimes for members of overseas Vietnamese missions is issued by the Government on January 23, 2019. Accordingly, regimes for members of overseas Vietnamese missions include: - Cost-of-living allowance: the basic cost-of-living allowance level applicable to overseas Vietnamese missions is USD 650/person/month and may be adjusted when the consumer price index in the area where an overseas Vietnamese mission is based increases by 10% or more or depending on Vietnam’s socio-economic development conditions; | - Allowances: Ambassadors and heads of overseas Vietnamese missions who are assigned by competent authorities to perform part-time tasks in other countries or at international organizations in other countries are entitled to workplace-based part-time allowances. An allowance equal to 15% or 20% of the basic cost-of-living allowance level multiplied by the workplace coefficient shall apply to those performing part-time tasks in one or two countries or at one or two international organizations in other countries… This Decree takes effect on March 11, 2019. |
CONDITIONS FOR CAPITAL CONTRIBUTION | ||
On December 31, 2018, the State Bank of Vietnam issues the Circular No. 51/2018/TT-NHNN on prescribing the conditions, dossiers, order and procedures for approving capital contribution and share purchase by credit institutions. Accordingly, Conditions for capital contribution or share purchase aimed to establish or acquire subsidiaries specified at Points a and c, Clause 1, Article 1 of this Circular (except subsidiaries operating in the field of debt management and asset exploitation) are: - Capital contribution or share purchase is specified in the establishment and operation license of the credit institution; | - The capital adequacy ratio specified at Point b, Clause 1, Article 130 of the Law on Credit Institutions is ensured during the period of 24 months prior to the month of requesting capital contribution or share purchase, and at the time of completing capital contribution or share purchase under the State Bank’s approval; - The real value of the charter capital at the time of completing capital contribution or share purchase is not lower than the legal capital; This Circular takes effect on March 1, 2019. |
BY 2025, 100% STAFFS OF TRANSPORT TRAVEL INDUSTRY | ||
On January 11, 2019, the Prime Minister issues the Decision No. 62/QD-TTg on approving the Scheme on control of transport service quality and assurance of traffic safety for tourists. Accordingly, Specific objectives toward 2025 is: - 100% operators, crew members and attendants on board road, waterways and seaway tourist vehicles will have sufficient licenses and professional qualification certificates and foreign-language skills required by the international integration development trend of the tourism industry; | - 100% road and inland waterways tourist vehicles will have sufficient equipment to ensure service quality and technical safety under regulations; - 100% expressways will be managed and operated with smart transport technology… In addition, this Decision also regulate on specific tasks and solution to achieve these above objectives and assign them for relevant agencies and organizations. This Decision takes effect on January 11, 2019. |
CONTENTS OF A REPORT | ||
This is the content approved by the Government in the Decree No. 09/2019/ND-CP prescribing reporting regimes applicable to state administrative agencies on January 24, 2019. According to this Decree, the Government requires that: - The title of a report must be clear and concise and reflect the required contents and scope of the report; - Required contents of a report must provide necessary information to meet management, direction and administration requirements of state administrative | agencies and competent persons. On a case-by-case basis, required contents of a report may consist of texts or data only or may consist of both texts and data; - A reporting regime must clearly define the report maker (state administrative agency, organization or individual), and name of the report recipient; - A report shall be sent to its recipient(s) directly, by post, by fax or via email… This Decree takes effect on March 12, 2019. |
SIMULTANEOUS IMPLEMENTATION OF | ||
On November 16, 2018, the Ministry of Agriculture and Rural Development promulgates Circular No. 34/2018/TT-BNNPTNT on amending and supplementing a number of articles of the Minister of Agriculture and Rural Development’s Circular No. 33/2014/TT-BNNPTNT of October 30, 2014, and Circular No. 20/2017/TT-BNNPTNT of November 10, 2017. Accordingly, for imported animal feeds subject to administrative procedures for both plant quarantine and state inspection of their quality. If the results of quality inspection are unsatisfactory, the designated inspection organization shall report on such results to the Plant Protection Department and concurrently send by post, fax | or email a written notice of such results to the establishment having its animal feeds inspected. Within 7 working days after receiving the notice, if the establishment has no complaint about the inspection results, the Plant Protection Department shall handle violations in accordance with law. In addition, this Circular also amends and supplements a number of Articles on competence and responsibilities to conduct state inspection of the quality of imported animal and aquatic feeds of plant origin… This Circular takes effect on January 1, 2019. |
TO INTEGRATE OF THE CPTPP’S CONTENTS | ||
Decision No. 121/QD-TTg on approving the Plan on implementation of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) is issues by the Prime Minister on January 24, 2019. The Prime Minister requires Ministries hold the responsibility in implementing the CPTPP Agreement such as: - The Ministry of Industry and Trade shall increase the provision of information to enterprises via the trade affair system, information centers, and trade promotion centers, on technical requirements, regulations, and the practical situation of import and export management and trade defense of the CPTPP partners in particular and other partners in general; | - The Ministry of Education and Training shall study the integration of the CPTPP’s contents in particular, and FTAs’ contents in general, in training programs of all levels, for submission to competent authorities for decision; - The Ministry of Information and Communications shall disseminate and publish publications and documents introducing and providing studies on the CPTPP, and Vietnam’s accession to this Agreement in order to build positive approaches to changes upon participation in the Agreement for the social community… This Decision takes effect on the date of its signing. |
