TO REDUCE APPRAISAL CHARGE
FOR GRANT OF LICENSE FOR PROVISION OF KARAOKE SERVICE WITH 1-3 ROOMS

On January 07, 2021, the Ministry of Finance issues the Circular No. 01/2021/TT-BTC prescribing the rates, collection, remittance, management and use of the appraisal charges for grant of licenses for provision of karaoke or discotheque service.

Specifically, to reduce the appraisal charge for grant of license for provision of karaoke service (for an establishment with 1-3 rooms) as follows:

Firstly, in centrally run cities and provincial cities and towns, the appraisal charge rate is VND 4,000,000/license (the rate regulated in the previous regulations is VND 6,000,000/license).

Besides, the appraisal rate for modification of a license for provision of karaoke service is VND 2,000,000 per additional room in case of expansion, but the total charge rate for each appraisal must not exceed VND 12,000,000/license.

Next, in other areas, the appraisal rates for grant of licenses for provision of karaoke service (for an establishment with 1-3 rooms) is VND 2,000,000/license (the rate regulated in the previous regulations is VND 3,000,000/license). Concurrently, the appraisal rate for modification of a license for provision of karaoke or discotheque service is VND 500,000/license in case of changing the owner.

This Circular takes effect on February 25, 2021.

EXPORT PROCESSING ENTERPRISES BEING NON-TARIFF ZONES

The Decree No. 18/2021/ND-CP amending and supplementing a number of articles of the Government’s Decree No. 134/2016ND-CP dated September 01, 2016, detailing a number of articles of, and measures to implement, the Law on Import Duty and Export Duty is issued by the Government on March 15, 2021.

Specifically, conditions for customs inspection and supervision and application of duty policies to export processing enterprises being non-tariff zones, including: Being separated from the outside by solid fences; having entrances/gates to ensure that goods only are delivered in and out of the export processing enterprises through such entrances/gates; Being equipped with cameras that can observe all positions in the entrances/gates and positions where the goods are stored around the clock; Having a software to manage imported goods not liable to duty of the

SUSTAINABLE EXPLOITATION OF NATURAL MEDICINAL MATERIALS

The Decision No. 376/QD-TTg approving the Program on development the pharmaceutical industry and domestically produced medicinal materials to 2030, with a vision to 2045 is issued on March 17, 2021 by the Prime Minister.

Accordingly, by 2025, domestically produced drugs will account for 75% of the used quantity and 60% of the market value, the rate of using medicinal materials of domestic origin and drugs from domestic medicinal materials will increase at least 10% over 2020.

The Program also aims to build 08 regions for sustainable exploitation of natural medicinal materials by 2025. To build 02 - 05 large-scale medicinal plant growing areas, each exploiting area or growing area having 01 - 02 chains of research,

growing, processing and production of medicinal materials in compliance with the World Health Organization’s principles.

In order to achieve the above-mentioned targets, special incentives shall be applied to the research, transfer, and production of drug materials, especially drug materials of biological origin, and drug materials using domestic medicinal materials of high economic value.

Concurrently, investing in building and implementing the Center for Bioequivalence Testing and Clinical Testing, the Center for High-Tech Drugs, Drugs from Medicinal Materials and Traditional Drugs, and National Center for Research in Genetic Resources and Medicinal Material Seeds.

A PERSON INVESTIGATING AND VERIFYING THE COVID-19 PANDEMIC
SHALL BE ENTITLED TO AN ALLOWANCE OF VND 300,000/DAY

The Government issues the Resolution No. 16/NQ-CP prescribing the expenses for medical quarantine, medical examination and treatment and some specific regulations in COVID-19 pandemic prevention and control on February 08, 2021.

To be specific, foreigners and overseas Vietnamese who enter Vietnam and are subjected to concentrated quarantine according to the pandemic prevention and control requirements must bear the following expenses:

Transport from ports of entry (in Vietnam) to quarantine establishments; SARS-CoV-2 testing and diagnosis at the current rates for medical services; Expenses for meals, accommodations and daily needs (including expenses for disinfection and sterilization; expenses for security

assurance and other expenses) as announced by the hotels, resorts or owners of means of transport.

Besides, persons performing the monitoring, investigation and verification of the pandemic; persons directly examining, diagnosing and treating the infected cases and suspected cases in the quarantine areas of the medical examination and treatment establishments; persons collecting and pooling samples, separating samples and persons directly carrying out SARS-CoV-2 tests at the medical establishments and persons cleaning, disinfecting and killing pathogens in areas where the infected persons are treated shall be entitled to the pandemic prevention and control allowance of VND 300,000/person/day.

This Resolution takes effect on the signing date.

THE MINISTRY OF HEALTH IS REQUESTED TO EXPEDITIOUSLY DEPLOY VACCINATION

The Government issues the Resolution No. 30/NQ-CP dated March 10, 2021, on the Government’s regular meeting in February, 2021.

Accordingly, the Ministry of Health was requested to expeditiously deploy vaccination to the people in accordance with the direction of the Politburo and the Secretariat in the Notice No. 50-CV/TW dated February 19, 2021. At the same time, the Ministry of Health shall assume the prime responsibility for, and coordinate with other Ministries, branches, agencies and localities in continuing to drastically prevent and fight against Covid-19 by embracing the “5K + vaccines” motto; strictly implementing the update and
