TERM OF HOLDING POST OF
A STATE ENTERPRISE MANAGER OR SUPERVISOR IS 05 YEARS

The Government issues the Decree No. 159/2020/ND-CP on December 31, 2020 on management of persons holding posts or titles and representatives of State capital portions in enterprises.

Specifically, based on results of the planning source introduction, and standards, conditions, structure and quantity as prescribed, the advisory agency shall review, summarize and report to the enterprise leadership collective for discussion and ballot to decide personnel planned for each title and must ensure the following requirements: 01 title must be planned for 02 - 04 persons, avoiding planning 01 title for 01 person; Not planning 01 person for more than 03 titles; Appropriate structure and age.

Besides, persons to be appointed must meet the following conditions: Ensuring general criteria according to

 

regulations of the Party, the State; Being planned to the appointed titles for the on-spot human resources or planned to the equivalent title if the human resource is from elsewhere; Having verified personal records and profiles, asset and income declarations according to regulations, etc.

The term of holding post for each appointment term of a state enterprise manager or supervisor is 05 years, from the date on which the appointment decision takes effect (this term was 05 years for the enterprise manager and 03 years for supervisor as in previous regulations). In case where the term of holding post is less than 05 years, the competent authority's decisions shall be complied with.

This Decree takes effect on the signing date.

TO APPROVE THE PROGRAM ON
VIETNAM’S BORDER-TRADE INFRASTRUCTURE DEVELOPMENT TO 2025

On February 25, 2021, the Prime Minister issues the Decision No. 259/QD-TTg approving the program on Vietnam’s border-trade infrastructure development to 2025 with a vision towards 2030.

Accordingly, specific objectives to 2025 and a vision towards 2030 as follows: Completing the systems of mechanisms and policies on development and management of border-trade infrastructures; Newly building, improving or upgrading border-trade infrastructures; Prioritizing investment in the construction, improvement and upgrading of border markets; Developing the system of commodity storehouses; Developing systems of supermarkets and trade centers.

 

Contents of the Program include: Prioritizing the allocation of state budget fund for new construction, improvement and/or upgrading of a number of assorted border trade infrastructures with an important role in development of trade exchanges at border areas; Encouraging border localities to attract investment capital for the development of border-trade infrastructures from individuals and organizations; Connecting border-trade infrastructures with bordering countries and regional countries.

This Decision takes effect on the signing date.

TO RESEARCH PLANS TO REPLACE 02 TELECOMMUNICATIONS SATELLITES,
NAMELY VINASAT-1 AND VINASAT-2

The Decision No. 169/QD-TTg on the promulgation of the strategy for development and application of space science and technology through 2030 is issued by the Prime Minister on February 04, 2021.

The Government aims to widely apply achievements of space science and technology; selectively invest in some areas related to national defense, security, and management of natural resources and the environment, monitor and support the mitigation of damages caused by natural disasters, provide diverse services for citizens. To be specific: To master technologies for designing, producing, and integrating optical sensors and radars in Earth observation satellites; assemble, integrate, and examine small satellites with high and ultra-high resolution in the country, etc.

 

Remarkably, regarding the development of space scientific and technological potentials, to strive to train about 300 experts and 3,000 engineers in space science and technology; to upgrade about 10 specialized laboratories; and develop strong research groups on space science and technology and their application.

To obtain those objectives, the Government sets out the following tasks: to formulate and implement plans to promptly replace 02 telecommunications satellites, namely VINASAT-1 and VINASAT-2; to develop strong research groups, including about 05 groups on space science and 15 groups on space technology, etc.

This Decision takes effect from the signing date.

Ü POLICY

TO INCREASE THE RATE OF FEMALE EMPLOYEES ENGAGED IN
PAID WORK TO ABOUT 60% BY 2030

The Resolution No. 28/NQ-CP on promulgation of the National Strategy on Gender Equality in the period of 2021 – 2030 is issued on March 03, 2021 by the Government.

Specifically, the Strategy set outs the following objectives: By 2025, 60% and by 2030, over 75% of state management agencies and local administration at all levels shall have female leaders; Increasing the rate of female employees engaged in paid work to 50% by 2025 and to approximately 60% by 2030; Reducing women’s average hours of housework and domestic care without wage to 1.7 times in 2025 and 1.4 times in 2030 compared to men; etc.

 

The Strategy also provides the following solutions: Organizing the implementation of the Month of Action for gender equality and the prevention and response to gender-based violence from November 15 to December 15; Strengthening the state management apparatus capacity on gender equality at all levels; Building a national gender statistical database, etc.

This Resolution takes effect on the signing date.

BY 2025, AT LEAST 03 SMART CITIES ARE DEVELOPED

On December 31, 2020, the Prime Minister issues the Decision No. 2289/QD-TTg on the promulgation of the National Strategy on the Fourth Industrial Revolution through 2030.

Accordingly, strive to 2025, Vietnam shall develop at least 03 smart cities in 03 key economic regions (North, Central, and South) and deploy 5G networks in these cities. Concurrently, strive to be listed in the group of four leading ASEAN countries in the United Nations E-Government Index, increase the labor productivity over 7%/year on average, digital economy accounting for about 20% of GDP, etc.

 

In order to achieve the above-mentioned objectives, the Prime Minister sets out the following tasks: Improving the institutional quality and policy making capacity; Developing infrastructure, building, and exploiting database; Building an e-Government towards digital Government; Developing and enhancing the national innovation capacity; Investing, researching, and developing a number of prioritized technologies to actively participate in the Fourth Industrial Revolution, etc.

This Decision takes effect on the signing date.
