ENTERPRISES CONVERTED FROM BUSINESS HOUSEHOLDS SHALL BE EXEMPTED
FOR BUSINESS LICENSE FEE IN 3 YEARS

On February 24, 2020, the Government promulgates the Decree No. 22/2020/ND-CP on amending and supplementing a number of Articles of the Decree No. 139/2016/ND-CP dated October 04, 2016 of the Government on business license fee.

Accordingly, from the effective date of this Decree, the group of exemption from the business license fee shall has 03 subjects, to be specific:

To exempt the business license fee for the first year after establishment or start to operate in production and trade (from January 01 to December 31), for: Newly established organizations (be granted a new tax number, new business identification number); Household, individuals, groups of individuals engaged in production and business activities for the first time.

During the period of business license fee exemption, organizations, household, individuals, groups of individuals

established branches, representative offices and business locations, such branches, representative offices and business locations shall be entitled to business license fee exemption in the period of exemption from the business license fee of the organizations, household, individuals, groups of individuals.

And in addition, small- and medium-sized enterprises converted from business households (in accordance with provision in Article 16 of the Law on Support for Small- and Medium-sized Enterprises) shall be exempted from the business license fee within 03 years from the dated be granted the Business Registration Certificate for the first time.

And at last, public general education establishments and public preschool education institutions also be added in the group of subjects exempted from the business license fee.

MEDICAL MASKS ARE ONLY EXPORTED FOR THE PURPOSE OF AID

The Government issues the Resolution No. 20/NQ-CP on February 28, 2020 on applying the regime of grant of export license for medical masks in the period of prevention and control of COV-19 epidemic.

Accordingly, the Government requests the Ministry of Health to apply the regime of grant of export license for medical masks in the period of prevention and control of COV-19 epidemic. Medical masks are only exported for the purposes of international support and aid which are performed by the

THE COVID-19 EPIDEMIC TERMINATION WILL BE ANNOUNCED
IF THERE IS NO NEW INFECTED CASE WITHIN 28 DAYS

The Prime Minister promulgates the Decision No. 07/2020/QD-TTg on amending and supplementing a number of Articles of the Decision No. 02/2016/QD-TTg dated January 28, 2016 of the Prime Minister on conditions for announcement of epidemics and their termination on February 26, 2020.

In accordance with this Decision, to announce the COVID-19 epidemic termination, it must be based on the period of

TO SUSPEND ENTRY OF TRAVELERS FROM KOREA AND EPIDEMIC-AFFECTED AREAS

On February 25, 2020, the Prime Minister issues the Directive No. 10/CT-TTg on promoting the prevention and control of Covid-19 epidemic.

To continue efficiently performing measures to prevent and control the COVID-19 epidemic, the Prime Minister directs ministries, branches and People’s Committees of provinces and centrally run cities to continue to implement the following tasks:

Firstly, to immediately report to Korea and countries, territories where having Covid-19 epidemic about the temporary suspension of entry into Viet Nam of people coming from or traveling to the epidemic-affected areas. For those who entry into Viet Nam for special official duties shall have to carry out health declaration and be centralized isolated for 14 days in accordance with the current regulations.

LIQUOR AND BEER ADVERTISEMENT MUST CONTAIN THE CONTENT
OF “DRINKING MAY CAUSE TRAFFIC ACCIDENTS”

On February 24, 2020, the Government issues the Decree No. 24/2020/ND-CP on detailing a number of Articles of the Law on Prevention and Control of Harms of Liquor and Beer Abuse.

Advertisements for liquor with alcohol strength under 15 degree and beer must have warnings to prevent and combat the harmful effects of alcohol and beer which must satisfy the following regulations:

Foremost, it must contain one of the warning contents as follow: “Drinking may cause traffic accidents”, “Drinking may cause negative effect to fetal health”, “People under 18 years old are prohibited from drinking”;

In addition, liquor and beer advertisement on visual newspaper, electronic newspaper, digital information web page, social network must clearly express the warning

THE GOVERNMENT: CONSIDER THE COMBAT AGAINST COVID-19 EPIDEMIC
AS "FIGHTING AGAINST THE ENEMY"

The Resolution No. 11/NQ-CP on the Government’s regular meeting in January, 2020 is issued by the Government on February 14, 2020.

Accordingly, the Government requests that ministries, agencies and localities to consider the prevention and control of the COVID-19 epidemic as a particularly important task, avoid being neither subjective nor confused and wavering. They were requested to stay proactive and practical in all respects in responding to the epidemic, willing to endure partial economic losses to protect the health and lives of the people; mobilize the entire political system to join hand; consider the epidemic combat as "fighting against the enemy".

In additional, the Government assigns to the Ministry of Finance to assume the prime responsibility for and agrees with the Ministry of Health, the Ministry of Industry and

Trade on import tax exemption for materials for the production of masks, antiseptic sanitizer, other necessary materials and equipment in service of the COVID-19 epidemic prevention and control, strictly manage the importation to prevent behaviors taking advantage of policies to seek personal profits.

Especially, The State Bank of Viet Nam shall direct credit institutions to restructure loan repayment term, exempt or reduce interest rates, maintain debt groups and make new loans to stabilize production and business, support and solve difficulties for enterprises and individual borrowers who were damaged due to the COVID-19 outbreak. The Ministry of Finance was requested not to raise electricity prices and public services until the requirements of price stability and control had not met the targets set by the National Assembly.

TO ORGANIZE AN INTERNATIONAL CONFERENCE, SEMINAR
HOSTING ORGANIZATION MUST APPLY FOR PERMISSION AT LEAST 30 DAYS IN ADVANCE

On February 21, 2020, the Prime Minister promulgates the Decision No. 06/2020/QD-TTg on organization and management of international conferences and seminars in Vietnam.

Accordingly, international conferences and seminars are foreign-involved conferences and seminars held directly in the territory of Vietnam or held online with at least one end being in the territory of Vietnam, including: Conferences and seminars organized by Vietnamese agencies or organizations and attended or sponsored by foreign parties; Conferences and seminars organized by foreign organizations.
