Ü LABOR - SALARY

THE LABOR MARKET DEVELOPMENT SUPPORT PROGRAM THROUGH 2030

The Decision No. 176/QD-TTg on promulgating the labor market development support program through 2030 is issued by the Prime Minister on February 05, 2021.

To be specific, the Program defines objectives such as: the percentage of trained workers having degrees and certificates will be 30% by 2025 and 35 - 40% by 2030; the proportion of workers with information technology skills will be 80% by 2025 and 90% by 2030, etc.

To maintain the overall unemployment rate at less than 3% and the unemployment rate in urban areas below 4%; to

 

strive the proportion of workers in agricultural sector being below 30% and 20% by 2025 and 2030, respectively.

Remarkably, to strive to reduce the proportion of unemployment, uneducated or untrained youngsters to fewer than 8%; the proportion of workers in the age of participating in social insurance will reach 45% by 2025 and 60% by 2030, of which farmers and workers in the informal sector participating in voluntary social insurance will account for about 2.5% of the workforce by 2025 and about 5% of the workforce by 2030.

The Decision takes effect from the signing date.

PROMPTLY HANDLING SHORTCOMINGS
IN THE FIELD OF LAND AND CONSTRUCTION

This content is prescribed by the Government in the Resolution No. 02/NQ-CP dated January 01, 2021 on continuing the implementation of major tasks and solutions to improve the business environment and the national competitiveness in 2021.

In order to continue to create greater improvements in the business environment and national competitiveness, the Government requests ministries, branches and People's Committees of centrally-run cities and provinces to drastically, synchronously and effectively perform the following tasks and solutions:

Firstly, focusing on instantly addressing shortcomings in coordination among related agencies and units by clear and transparent division of rights and responsibilities between line agencies/units and coordinating agencies/units while at the same time handling shortcomings arisen due to the lack of unspecified, overlapping, conflicting and replicated regulations on state management in the fields of

 

investment, land, construction, and resources and environment, etc.

Concentrating on implementing tasks and solutions for digital transformation in accordance with the Decision No. 749/QD-TTg, with an emphasis on solutions to enhance readiness and adaptability to new production model in the Fourth Industrial Revolution. Focusing on provision of level-3 and level-4 online public services, strive to apply to 100% essential public services for the people.

On the other hand, focusing on acceleration of non-cash payment and e-commerce development, information technology application so as to strengthen transparency of procedures; mobilization of the participation and contribution of enterprises and the people in government construction; development and implementation of a support program for corporate digital transformation in the 2021-2025 period.

03 CASES OF EXEMPTION FROM CFS FOR COSMETIC PRODUCTS

On December 31, 2020, the Ministry of Health issues the Circular No. 29/2020/TT-BYT on amending, supplementing and repealing a number of legal documents promulgated and jointly promulgated by the Minister of Health.

Accordingly, the Ministry of Health supplements provisions on 03 cases of exemption from CFS. To be specific: Cosmetic products manufactured in a member state of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP); Cosmetic products circulated and exported from the CPTPP member states; Cosmetic products have been granted the cosmetic product notification receipt number in the countries of the Association of Southeast Asian Nations (ASEAN).

 

Besides, this Circular also clearly prescribes cases of exemption from consular legalization for cosmetic products, including: according to the treaties to which Vietnam is a contracting party or according to the principle of reciprocity between Vietnam and the issuing country; CFS’s information is confirmed by a written document or e-mail sent from the agency competent to grant CFSs or the foreign diplomatic missions to the Drug Administration of Vietnam.

This Circular takes effect on February 15, 2021.

Ü SCIENCE – TECHNOLOGY

BY 2030, 500 ENTERPRISES INVOLVING IN
PRODUCTION OF HIGH-TECH PRODUCTS SHALL BE ESTABLISHED

On January 27, 2021, the Prime Minister promulgates the Decision No. 130/QD-TTg on promulgation of the National High-Tech Development Program through 2030.

The National High-Tech Development Program aims to by 2030, Vietnam shall develop and master 20 high technologies on the List of high technologies prioritized for investment and development up to the regional advanced level and effectively apply such technologies into production.

The export value of high-tech products shall be increased at about 60% of the total export value in the manufacturing

 

and processing industry, rapidly increase the proportion of value of agricultural production with application of high technologies in the total value of agricultural production, and create new high value-added products and services.

Especially, around 500 enterprises involving in production of high-tech products and provision of high-tech services on the list of high-tech products encouraged for development shall be established and developed; around 200 high-tech agricultural enterprises with the cooperation and linkage of production chain shall be developed and built.

This Decision takes effect on the signing date.

THE NATIONAL TECHNOLOGY INNOVATION PROGRAM THROUGH 2030

The Prime Minister issues the Decision No. 118/QD-TTg on the promulgation of the National Technology Innovation Program through 2030 on January 25, 2021.

Specifically, the Program aims to by 2025, the number of enterprises implementing technology innovation will increase by an average of 15% per year; approximately 5,000 engineers, technicians and managers in enterprises will be trained in technology management, technology administration, and update of new technologies in 10 major and key fields through on-site and online forms.

By, 2030, 100% of enterprises that manufacture major products or key products will directly participate in the Program in order to form research and development organizations; there will be from 8 to 10 industries manufacturing major products or key products that own or

 

create advanced technologies in value chains in order to manufacture products with high added value and market competitiveness.

In order to achieve the above-mentioned objectives, the Prime Minister requests to support centers for application of scientific and technological advances, and technology supply and demand connection points in activities such as technology transfer, connection of services, technical assistance in technology application, market connection and promotion of products resulted from technology application as well as seeking and connecting with domestic and foreign partners, improving the capacity to popularize and replicate successful application models, etc.

This Decision takes effect on the signing date.

THE SOCIO-ECONOMIC DEVELOPMENT PLAN FOR 2021

The Resolution No. 124/2020/QH14 on the socio-economic development plan for 2021 is promulgated by the National Assembly on November 11, 2020.

Major targets in the plan include: Gross domestic product will increase about 6%; Social labor productivity growth will be about 4.8%; Rate of poverty reduction will be 1 - 1.5 percentage points; Percentage of industrial parks and export processing zones in operation with centralized wastewater treatment system meeting environmental standards will be about 91%; Forest coverage rate will be about 42%, etc.

 

Additionally, this Resolution also defines major tasks and solutions as follows: To continue taking effective measures to prevent, control and minimize damages from the COVID-19 pandemic and other diseases; To continue promoting the settlement of non-performing loans, restructuring of credit institutions, especially those that perform poorly, ensure the safety for the system; to assign to the Government to build the Project on water source security and safety for dams and reservoirs for the 2021 - 2030 period, with a vision to 2045 to submit it to the National Assembly for consideration at its session at the end of 2021, etc.

The Resolution takes effect from the signing date.
