AMENDING AND SUPPLEMENTING A NUMBER OF ARTICLES OF THE LAW ON PRICE
Pursuant to the Constitution of the Socialist Republic of Vietnam, which had a number of articles amended and supplemented under Resolution No. 203/2025/QH15;
The National Assembly promulgates the Law Amending and Supplementing a Number of the Law on Price No. 16/2023/QH15, which had a number of articles amended and supplemented under Law No. 44/2024/QH15, Law No. 61/2024/QH14 and Law No. 95/2024/QH14.
Article 1. Amending and supplementing a number of articles of the Law on Price
1. To replace a number of phrases as follows:
a) To replace the phrase “specialized inspection of prices” in Article 1 and the title of Chapter VII with the phrase “price-related inspection”;
b) To replace the phrase “district-level People’s Committees” at Point b, Clause 2, Article 20 with the phrase “commune-level People’s Committees”;
c) To replace the phrase “the Ministry of Transport” in Sections 4, 5, 6 and 7 of Appendix No. 02 - List of goods and services to be priced by the State, with the phrase “the Ministry of Construction”;
d) To replace the phrase “the Ministry of Agriculture and Rural Development” in Sections 12, 13 and 22 of Appendix No. 02 - List of goods and services to be priced by the State, with the phrase “the Ministry of Agriculture and Environment”;
dd) To replace the phrase “the Ministry of Labor, Invalids and Social Affairs” in Clause 12, Article 73 and Section 25 of Appendix No. 02 - List of goods and services to be priced by the State, with the phrase “the Ministry of Home Affairs”;
e) To replace the phrase “the Ministry of Information and Communications” in Sections 9, and 10 of Appendix No. 02 - List of goods and services to be priced by the State, with the phrase “the Ministry of Science and Technology”.
2. To amend Clause 1, Article 70 as follows:
“1. Price-related inspections shall comply with the law on inspection.”.
3. To amend and supplement a number of sections in Appendix No. 02 - List of goods and services to be priced by the State, as follows:
a) To amend and supplement Sections 7, 8, 14, 16, 17, 19, 20, 21, 26, 27, 37 and 42 as follows:
7. | Regular domestic air passenger transportation service - basic economy class | The Ministry of Construction sets the maximum price |
Official VIP flight and VIP cabin service (with the cost for reserve aircraft taken into account) invested with state budget funds | - The Ministry of Finance sets the maximum price - The Ministry of Construction sets specific prices |

14. | Services in the field of securities of the Vietnam Exchange and its subsidiaries and the Vietnam Securities Depository and Clearing Corporation and subsidiaries | The Ministry of Finance sets the price bracket, maximum price, or specific prices (depending on each service) |
16. | National reserve goods (except for national reserve goods in the field of national defense and security) in case of procurement by designated contractor appointment, direct procurement broadly from all entities, direct sale broadly to all entities, or designated sale | - The Ministry of Finance sets the maximum buying price and minimum selling price for the purchase and sale of national reserve goods by ministries and sectors - Ministries and sectors managing national reserve goods set specific prices based on the maximum buying price and minimum selling price set by the Ministry of Finance |

37. | Services of household solid waste collection, transportation and treatment and public sanitation services | - Provincial-level People’s Committees set the maximum price applicable to project owners, facilities providing household solid waste collection, transportation, and treatment services and public sanitation services (except for cases implemented in accordance with the bidding law); - Provincial-level People’s Committees set specific prices or decentralize to the commune-level People’s Committees the prescription of specific prices based on actual local conditions applicable to agencies, organizations, production, business and service establishments, concentrated production, business and service zones, industrial clusters, households, and individuals using household solid waste collection, transportation, and treatment services |
42. | Service of using goods-selling spaces at markets invested with state funds | Provincial-level People’s Committees set specific prices or decentralize to commune-level People’s Committees the prescription of specific prices based on actual local conditions (except for cases implemented in accordance with the law on auction). |
b) To add Sections 43 and 44 after Section 42 as follows:
43. | Services for the use of infrastructure in industrial parks, economic zones, concentrated digital technology zones, high-tech parks, and industrial clusters invested with state budget capital | Provincial-level People’s Committees set specific prices |
44. | Non-judicial assessment services in the fields of forensic medicine, forensic psychiatry, and criminalistics performed by public judicial assessment institutions that are public non-business units, and judicial assessment offices in accordance with the Law on Judicial Expertise | Ministries and sectors exercising specialized management in the field of judicial assessment set maximum prices |
4. To annul:
a) To annul Clause 13, Article 14;
b) To remove the phrase “the proxy representatives of these institutions must be valuer card holders registering for valuation practice at the enterprise;” at Point b, Clause 1, Article 49.
Article 2. Effect
1. This Law takes effect on January 01, 2026, except as provided in Clauses 2 and 3 of this Article.
2. Provisions provided in Section 7, Point a, Clause 3, Article 1 of this Law take effect from July 01, 2026.
3. Provisions provided in Section 44, Point b, Clause 3, Article 1 of this Law take effect from May 01, 2026.
This Law was passed on December 10, 2025, by the XVth National Assembly of the Socialist Republic of Vietnam at its 10th session.
