Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;
Pursuant to the Conclusion No. 69-KL/TW dated January 11, 2024 of the Political Bureau on continuing the implementation of the 11th Party Central Committee’s Resolution No. 20-NQ/TW of November 1, 2012, on science and technology development for the cause of industrialization and modernization in the context of socialist-oriented market economy and international integration;
At the request of the Minister of Science and Technology in the Report No. 2533/TTr-BKHCN dated July 12, 2024 and the Report No. 1782/TTr-BKHCN dated May 28, 2024.
DECIDES:
Article 1. To promulgate herewith the Plan to implement Conclusion No. 69-KL/TW dated January 11, 2024 of the Political Bureau on continuing the implementation of the 11th Party Central Committee’s Resolution No. 20-NQ/TW of November 1, 2012, on science and technology development for the cause of industrialization and modernization in the context of socialist-oriented market economy and international integration.
Article 2. This Decision takes effect from the date of its signing.
Article 3. Ministers, heads of the ministerial-level agencies, heads of government-attached agencies, chairpersons of the People's Committees of centrally affiliated cities and provinces are responsible for the implementation of this Decision.

PLAN
To implement the Conclusion No. 69-KL/TW dated January 11, 2024 of the Political Bureau on continuing the implementation of the 11th Party Central Committee’s Resolution No. 20-NQ/TW of November 1, 2012, on science and technology development for the cause of industrialization and modernization in the context of socialist-oriented market economy and international integration

On January 11, 2024, the 13th Political Bureau promulgated the Conclusion No. 69-KL/TW on continuing the implementation of the 11th Party Central Committee’s Resolution No. 20-NQ/TW of November 1, 2012, on science and technology development for the cause of industrialization and modernization in the context of socialist-oriented market economy and international integration (hereinafter referred to as the Conclusion No. 69-KL/TW).
To implement the Conclusion No. 69-KL/TW in a unified, synchronous and efficient manner, the Prime Minister promulgated the following Implementation Plan:
I. PURPOSES AND REQUIREMENTS
1. Purposes
To specify key tasks to successfully implement the Conclusion No. 69-KL/TW on continuing the implementation of the 11th Party Central Committee’s Resolution No. 20-NQ/TW of November 1, 2012.
2. Requirements
To identify key contents, tasks, solutions, time schedule and implementation measures so that central and local departments, ministries and sectors can proactively coordinate; to organize the implementation of the Conclusion No. 69-KL/TW in a unified, synchronous and efficient manner.
II. MAIN TASKS AND SOLUTIONS
1. To strengthen the Party's leadership in science, technology and innovation development
a) The ministries, sectors and localities shall strengthen the Party's leadership, create strong changes in thinking and action, raise awareness and responsibility of Party committees, Party organizations, cadres and Party members, especially heads, leaders and managers, identify science, technology and innovation development as a central task in socio-economic development, creating a foundation for realizing the goal of industrialization and modernization of the country; organize dissemination, propaganda, education and mastery of the contents of the Conclusion No. 69-KL/TW, the Prime Minister's Plan to create unity in awareness of science, technology and innovation development for cadres, civil servants, public employees, workers and people.
b) The Ministry of Information and Communications shall coordinate with relevant ministries, sectors and localities in directing press agencies and grassroots information systems to disseminate and popularize the contents of the Conclusion No. 69-KL/TW and the Prime Minister's Plan to implement the Conclusion No. 69-KL/TW.
2. To innovate thinking, to complete policies and laws, to enhance the role of state management in science, technology and innovation
a) The ministries, sectors and localities are responsible for:
- Well implementing tasks and solutions related to sectors and fields under the management scope in the Strategy for Development of Science, Technology and Innovation to 2030 in conjunction with the Resolution No. 29-NQ/TW dated November 17, 2022 on continuing to promote industrialization and modernization of the country through 2030, with a vision toward 2045 (the Resolution No. 29-NQ/TW), the Resolution No. 45-NQ/TW dated November 24, 2023 on continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period (the Resolution No. 45-NQ/TW) and resolutions and policies of the Party, the National Assembly, the Government, and the Prime Minister on science, technology and innovation development.
- Reviewing, proposing amendments, supplements or proactively amending and supplementing regulations within the scope of management to ensure consistency with regulations on science, technology and innovation, in accordance with market mechanisms and international practices and standards, creating consistency, unity and efficiency in implementation.
- Effectively using the state budget and adopting policies to attract resources from enterprises for science, technology and innovation activities; attach the task of science and technology development with socio-economic development, ensuring national defense, security, and international integration.
b) The Ministry of Science and Technology shall assume the prime responsibility for and coordinate with the relevant ministries, sectors and localities in:
- Well implementing the Strategy for Development of Science, Technology and Innovation to 2030 in conjunction with the Resolution No. 29-NQ/TW, the Resolution No. 45-NQ/TW and resolutions and policies of the Party, the National Assembly, the Government, and the Prime Minister on development of science, technology and innovation.
- Continuing to complete policies and laws on science, technology and innovation in conformity with market mechanisms and international practices and standards, creating synchronization, unity and efficiency in implementation. Researching and developing specific mechanisms and policies, outstanding policies, mechanisms for testing new policies, accepting risks to promote the development, application and transfer of fundamental, priority, spearhead, high-tech, core, source, new and digital transformation science and technology fields. Ensuring full institutionalization of the Party's policies and guidelines on science, technology and innovation development, completing on schedule the amendment and supplement of specialized laws, especially the Law on Science and Technology.
- Developing regulations and guidelines on building science, technology and innovation plans to ensure effective use of the state budget combined with resources from enterprises for science, technology and innovation activities; prioritizing and focusing resources on building infrastructure, developing human resources and science and technology markets, and international cooperation.
- Coordinating with the Ministry of Finance in continuing to complete regulations on budget estimates, approval, management, use, and settlement of funds to promote the implementation of science and technology tasks according to the method of presumptive expenditures to fina Development Funds of enterprises.
- Coordinating with the Ministry of Planning and Investment in reviewing and proposing the competent authorities to direct the improvement of investment and bidding policies with the aim of encouraging technology transfer, accelerating the development and application of science and technology in production and business.
c) The Ministry of Finance shall:
- Assume the prime responsibility for and coordinate with the Ministry of Science and Technology and relevant ministries and sectors in reviewing and completing policies and regulations on the management and use of assets formed from scientific and technological tasks using the state budget to accelerate the application of scientific research and technological development results into production and business.
- Coordinate with the Ministry of Science and Technology and relevant ministries and sectors in continuing to complete, supplement and amend regulations and guidelines to promote the science and technology development funds of enterprises, encourage more enterprises to establish and increase the scale of science and technology development funds.
d) The Ministry of Home Affairs shall assume the prime responsibility for and coordinate with the Ministry of Science and Technology and relevant ministries and sectors in strengthening administrative reform, decentralization and delegation of powers to improve the effectiveness and efficiency of state management in the fields of science, technology and innovation.
3. To enhance the potential of science, technology and innovation
a) The ministries, sectors and localities shall increase investment to improve the quality of human resources in science and technology; create a favorable environment to attract a team of science and technology cadres, especially leading experts, good scientists and talents; build and develop infrastructure to serve scientific research and technology development; continue to arrange and promote the implementation of the autonomy mechanism for public science and technology organizations.
b) The Ministry of Science and Technology shall assume the prime responsibility for and coordinate with relevant ministries and sectors in:
- Developing mechanisms and policies on autonomy and self-responsibility for public science and technology organizations in accordance with the characteristics of science and technology activities.
- Developing and implementing mechanisms and policies, creating a favorable environment for the development of science and technology cadres; continuing to focus on proposing specific and outstanding policies for leading experts, good scientists, and talents; attracting and creating a source of science and technology cadres from excellent students and young scientists; supporting the development of young and potential researcher groups.
- Developing the scheme on development of a number of science and technology organizations to reach regional and international levels; building professional standards and promoting scientific integrity in scientific research in accordance with international practices.
- Continuing to perfect and implement mechanisms and policies to strongly develop and effectively exploit high-tech zones, high-tech agriculture, key laboratory systems, strong researcher groups, information infrastructure and statistics on science, technology and innovation towards modernity, approaching the level of advanced countries.
c) The Ministry of Education and Training shall assume the prime responsibility for and coordinate with the Ministry of Science and Technology and relevant ministries and sectors in adopting regulations for higher education institutions, especially key national universities, to enhance teaching activities associated with research, development of science, technology and innovation, and promoting fundamental and applied research in sectors where Vietnam has strengths.
d) The Ministry of Planning and Investment shall coordinate with relevant ministries and sectors in continuing to complete and implement policies to encourage investment in modernizing high-tech zones, high-tech agriculture, key laboratory systems, information infrastructure and statistics on science, technology and innovation.
4. To develop the national innovation system and innovative startup ecosystem
a) The ministries, sectors and localities, within their assigned management scope, are responsible for:
- Promoting the strong development of the innovation system and innovative startup ecosystem connected with the national innovation system and the national innovative startup ecosystem; supporting and encouraging organizations and individuals, especially enterprises, to invest in research, development, technology transfer, application of scientific and technological advances in production and business; developing innovative startups.
- Developing the digital economy on the basis of science, technology and the system of industry and regional innovation associated with value chains, industrial linkage clusters, and innovative startup ecosystems; focusing on key regions and promoting the advantages of each region.
b) The Ministry of Science and Technology shall assume the prime responsibility for and coordinate with the relevant ministries, sectors, and localities in:
- Developing mechanisms and policies on innovation and innovative startups to encourage the comprehensive development of the national innovation system and the national innovative startup ecosystem. Developing innovation centers and networks, innovative startup support centers, forming innovation clusters with high-tech zones, financial centers, risk investment funds, universities, and research institutes.
- Effectively implementing the system of national science and technology programs and schemes.
c) The Ministry of Education and Training shall coordinate with relevant ministries and sectors in developing and implementing training in knowledge, skills, and culture on science, technology and innovation in educational institutions; forming innovation networks and innovative startup support centers in universities.
d) The Ministry of Planning and Investment shall assume the prime responsibility for and coordinate with the ministries, sectors and localities in effectively exploiting Vietnam National Innovation Center.
5. To promote the development of the science and technology market
a) The ministries, sectors and localities within their assigned management scope are responsible for promoting the strong development of the science and technology market; coordinating with the Ministry of Science and Technology in implementing the Directive No. 25/CT-TTg dated October 5, 2023 of the Prime Minister on the development the science and technology market in a synchronous, efficient, modern and integrated manner (the Directive 25/CT-TTg). Adopting incentive policies toward products in the testing period, using new technology and consulting, import and export of technology.
b) The Ministry of Science and Technology shall assume the prime responsibility for and coordinate with the relevant ministries, sectors, and localities in:
- Effectively implementing the National Science and Technology Market Development Program to 2030 and the Directive No. 25/CT-TTg of the Prime Minister.
- Building the national information portal and database on the science and technology market. Promoting the development of (direct and online) information, technology and equipment transactions; organizing annual activities to connect Vietnamese technology and innovation; organizing a number of activities to connect supply and demand of technology and equipment by sector and a number of export-oriented sectors.
- Connecting key technology exchanges in Hanoi City, Ho Chi Minh City and Da Nang City with technology exchanges and technology supply and demand connection points in localities to form a unified and comprehensive network to provide the best support to technology innovation activities of enterprises.
- Researching and proposing pilot policies to create incentives for commercialization, quickly bringing research results and intellectual property created from the state budget into production and business.
- Effectively implementing the Intellectual Property Development Program to 2030 and the Intellectual Property Strategy to 2030. Completing infrastructure, speeding up the processing of industrial property applications, especially patent applications.
- Completing the submission to competent authorities for approval and implementation of the Scheme on "development of national quality infrastructure in a centralized, unified, synchronous and internationally integrated direction"; continuing to develop national standards in harmony with international standards for technologies, new products, export products, and key products under the market requirements.
6. To promote international integration and cooperation in science, technology and innovation
a) The ministries and sectors within their assigned management scope are responsible for diversifying partners and promoting international cooperation in science, technology and innovation with a focus, key points, according to priority areas; focusing on exploiting and transferring technology with strategic partners, from localities with source technology; linking international cooperation in science, technology and innovation with international economic cooperation.
b) The Ministry of Science and Technology shall assume the prime responsibility for and coordinate with the Ministry of Foreign Affairs and relevant ministries and sectors in:
- Organizing the effective implementation of signed agreements on science, technology and innovation, and sign and implement new cooperation agreements and arrangements in the direction of expanding and deepening cooperation in science, technology and innovation with partners, especially strategic partner countries, important partners with advanced science and technology, possessing source technology; supporting exhibitions, forums, trading floors, technology markets, academic exchanges on science, technology and innovation at regional and international levels.
- Continuing to improve mechanisms and policies to attract and effectively promote talented overseas Vietnamese scientists, technologists and experts, foreign experts to participate in science, technology and innovation activities in Vietnam.
- Effectively implementing the Scheme on promotion of the transfer, mastery and development of technology from abroad to Vietnam in priority sectors and fields through 2025, with orientations toward 2030. Developing a network of overseas Vietnamese science and technology representatives.
c) The ministries, sectors and localities shall promote the implementation of policies to encourage the establishment of foreign-invested science and technology organizations in Vietnam, foreign direct investment projects on transferring technology to Vietnamese enterprises or conducting research and development activities in Vietnam, in line with the general policies on attracting foreign direct investment.
d) The Ministry of Finance shall assume the prime responsibility for and coordinate with the relevant ministries and sectors in organizing research and proposing incentive policies on personal income tax to attract foreign experts and scientists to participate in scientific research, technology development, and human resource training when formulating a scheme on reviewing, amending, and supplementing the Law on Personal Income Tax.
dd) The Ministry of Foreign Affairs shall assume the prime responsibility for and coordinate with the Ministry of Science and Technology and relevant ministries and sectors in proactively connecting and attracting intellectuals, resources on science, technology and innovation of the overseas Vietnamese community to participate in national development.
III. IMPLEMENTATION ORGANIZATION
1. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and Chairpersons of provincial-level People's Committees shall implement this Plan. Annually report on implementation results to the Ministry of Science and Technology for synthesis and report to the Prime Minister.
2. The Ministry of Science and Technology shall monitor, urge, inspect, and supervise the implementation of this Plan. Periodically report to the Prime Minister on the implementation of the Plan and recommend and propose necessary measures to ensure the synchronous and effective implementation of the Plan.
