DECISION
Promulgating the List of strategic technologies and strategic technology products[1]
THE PRIME MINISTER
Pursuant to the February 18, 2025 Law on Organization of the Government;
Pursuant to the February 19, 2025 Law on Organization of Local Administration;
In furtherance of the Government’s Resolution No. 03/NQ-CP of January 9, 2025, promulgating the Government’s Program of Action to implement the Political Bureau’s Resolution No. 57-NQ/TW of December 22, 2024, on breakthroughs in science and technology development, innovation and digital transformation; and the Government’s Resolution No. 71/NQ-CP of April 1, 2025, on amendment, supplementation and updating of the Government’s Program of Action to implement the Political Bureau’s Resolution No. 57-NQ/TW of December 22, 2024, on breakthroughs in science and technology development, innovation and digital transformation;
At the proposal of the Minister of Science and Technology in Report No. 47/TTr-BKHCN of June 5, 2025, and Report No. 55/TTR-BKHCN of June 11, 2025.
DECIDES:
Article 1. To promulgate the List of strategic technologies and strategic technology products (provided in Appendix I to this Decision) and sector-based strategic technology groups (provided in Appendix II to this Decision).
Article 2. Based on socio-economic development needs, the Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with related ministries and ministerial-level agencies in, submitting to the Prime Minister for consideration and decision the modification and supplementation of the List of strategic technologies and strategic technology products and sector-based strategic technology groups.
Article 3. The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with the Ministry of National Defense and the Ministry of Public Security in, submitting to the Prime Minister for approval the List of strategic technologies and strategic technology products for national defense and security purposes.
Article 4. This Decision takes effect on the date of its signing.
Article 5. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and chairpersons of provincial-level People’s Committees shall implement this Decision.-
