DECISION
Promulgating the List of strategic technologies and
strategic technology products

THE PRIME MINISTER
Pursuant to the Law on Organization of the Government dated February 18, 2025;
Pursuant to the Law on Organization of Local Administration dated February 19, 2025;
Implementing the Resolution No. 03/NQ-CP dated January 9, 2025 of the Government issuing the Government's Action program for the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthrough development of science, technology, innovation, and national digital transformation; and Resolution No. 71/NQ-CP dated April 1, 2025, of the Government on amending, supplementing, and updating the Government's Action program for the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthrough development of science, technology, innovation, and national digital transformation;
At the proposal of the Minister of Science and Technology in the Report No. 47/TTr-BKHCN dated June 5, 2025, and Report No. 55/TTr-BKHCN dated June 11, 2025.
DECIDES:
Article 1. Promulgating the List of strategic technologies and strategic technology products (in Appendix I issued together with this Decision) and the Groups of strategic technologies by sector (in Appendix II issued together with this Decision).
Article 2. Based on socio-economic development needs, the Ministry of Science and Technology shall assuming the prime responsibility for, and coordinate with relevant ministries and ministerial-level agencies in, submitting to the Prime Minister for consideration and decision on adjustment and supplementation of the List of strategic technologies and strategic technology products and the Groups of strategic technologies by sector.
Article 3. The Ministry of Science and Technology shall assuming the prime responsibility for, and coordinate with the Ministry of National Defence and the Ministry of Public Security in, submitting to the Prime Minister for approval the List of strategic technologies and strategic technology products serving the fields of national defense and security.
Article 4. This Decision takes effect on the date of its signing.
Article 5. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of People’s Committees of provinces and centrally-run cities shall implement this Decision.
