CIRCULAR
Promulgating the List of key digital technology products and services[1]
Pursuant to June 14, 2025 Law No. 71/2025/QH15 on the Digital Technology Industry;
Pursuant to November 23, 2009 Law No. 42/2009/QH12 on Radio Frequencies; and November 9, 2022 Law No. 09/2022/QH15 Amending and Supplementing a Number of Articles of the Law on Radio Frequencies;
Pursuant to November 24, 2023 Law No. 24/2023/QH15 on Telecommunications;
Pursuant to the Government’s Decree No. 55/2025/ND-CP of March 2, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Science and Technology;
At the proposal of the General Director of the Authority of Information and Communications Technology Industry;
The Minister of Science and Technology promulgates the Circular promulgating the List of key digital technology products and services.
Article 1. To promulgate together with this Circular the List of key digital technology products and services provided in the attached Appendix.
The List of key digital technology products and services shall be periodically reviewed, updated and supplemented to meet the management requirements of sectors and fields.
Article 2. Subjects of application
This Circular applies to agencies, organizations, enterprises and individuals engaged in or related to the manufacturing of key digital technology products and provision of key digital technology services.
Article 3. Transitional provisions
Projects on investment, research-development and manufacturing of key information technology products specified in Circular No. 19/2021/TT-BTTTT of December 3, 2021, of the Minister of Information and Communications (now the Minister of Science and Technology), promulgating the List of key information technology products, shall continue to enjoy incentive and priority policies for investment in research-development and manufacturing until investment projects expire.
Article 4. Implementation provisions
1. This Circular takes effect on January 1, 2026.
2. Circular No. 19/2021/TT-BTTTT of December 3, 2021, of the Minister of Information and Communications (now the Minister of Science and Technology), promulgating the List of key information technology products, ceases to be effective on the effective date of this Circular, except the case specified in Article 3 of this Circular.
3. Agencies, organizations, enterprises and individuals specified in this Circular shall take responsibility for the accuracy and truthfulness of information on digital technology products and services so as to determine them as key digital technology products and services under this Circular.
4. The Chief of the Office, the General Director of the Authority of Information and Communications Technology Industry, and heads of agencies and units under the Ministry of Science and Technology, and relevant agencies, organizations, enterprises and individuals shall implement this Circular.
5. Any problems arising in the course of implementation of this Circular shall be promptly reported to the Ministry of Science and Technology (the Authority of Information and Communications Technology Industry) for guidance or consideration and settlement.-
