Organizations and individuals might request changing names of registrants of Vietnam’s national domain names “.vn” if finding that it is necessary to complete the process of donation or capital contribution for inheritance of the right to use the domain names.
Organizations and individuals might request changing names of registrants of Vietnam’s national domain names “.vn” if finding that it is necessary to complete the process of donation or capital contribution for inheritance of the right to use the domain names.
This new provision is provided in a draft decree designed by the Ministry of Information and Communications (MOIC) to guide the Law on Telecommunications.
As per the draft, the name of a domain name registrant would also be changed in case the registrant changes its/his/her name, undergoes division, splitting, merge, or consolidation, or has functions and duties changed. Change of names of domain name registrants would also be allowed in cases of reorganization, merger and acquisition, capital or share contribution, or conversion of functions and tasks between parent and subsidiary companies that result in a change in the right to use domain names.
The “.vn” domain names would be revoked if they are used to oppose the State, infringe upon national security and violate law or in case the domain name registrants fail to pay the maintenance charge.
Before revoking Vietnam’s Internet resources, the MOIC would notify revocation decisions to concerned organizations and individuals directly or via mass media, text messages and websites at least three months before the time of revocation.
Organizations and individuals subject to revocation of Vietnam’s Internet resources would be eligible for compensation which would be paid by the state budget.
For directly allocated or granted Vietnam’s Internet resources, the compensation level would be determined based on the remaining maintenance charge amount, calculated from the time of revocation. For “.vn” domain names which are granted through auction of the use right, the compensation level would equal the winning bid.
