On identity card and identity certificate templates

Pursuant to the Law on Identity dated November 27, 2023;

Pursuant to the Government’s Decree No. 01/2018/ND-CP dated August 6, 2018, defining the functions, tasks, powers and organizational structure of the Ministry of Public Security;

At the proposal of the Director of the Police Department for Administrative Management of Social Order;

The Minister of Public Security hereby promulgates the Circular on identity card and identity certificate templates.

Chapter I

GENERAL PROVISIONS

Article 1. Scope of regulation

This Circular provides specifications, other languages, shape, size and material of identity cards; specifications, shape, size and material of identity certificates; encryption of information stored in the storage medium on identity cards; responsibilities of Public Security forces of units and localities in production, issuance and management of identity cards and identity certificates.

Article 2. Subjects of application

1. Vietnamese citizens, people of Vietnamese origin with unknown citizenship currently living in Vietnam.

2. Public Security forces of units and localities.

3. Agencies, organizations and individuals involved in the production, issuance and management of identity cards and identity certificates.

Chapter II

IDENTITY CARD TEMPLATES

Article 3. Specifications of identity cards

1. Both sides of the identity card are printed with a blue pattern that changes in the middle from yellow to blue. The front background includes an administrative map of Vietnam, bronze drum, traditional decorative patterns and motifs.  The back background includes patterns combined with lotus images and interwoven crisscrossing curves.

2. The image of the national emblem of the Socialist Republic of Vietnam and the face photo of the identity card holder (for identity cards issued to Vietnamese citizens aged 6 years or older) are printed in color directly on the identity card. The image of the national emblem of the Socialist Republic of Vietnam is 12mm in diameter; the face photo of the identity card holder is 20mm x 30mm in size; the QR code position is 18mm x 18mm in size.

3. Color of information on the identity card:

a) Violet blue for the following phrases: CỘNG HÒA XÃ HỘI CHỦ NGHĨA VIỆT NAM, Độc lập - Tự do - Hạnh phúc; SOCIALIST REPUBLIC OF VIET NAM, Independence - Freedom - Happiness; IDENTITY CARD; Số định danh cá nhân/Personal identification number; Họ, chữ đệm và tên khai sinh/Full name; Ngày, tháng, năm sinh/Date of birth; Giới tính/Sex; Quốc tịch/Nationality; Nơi cư trú/Place of residence; Nơi đăng ký khai sinh/Place of birth; Ngày, tháng, năm cấp/Date of issue; Ngày, tháng, năm hết hạn/Date of expiry; BỘ CÔNG AN/MINISTRY OF PUBLIC SECURITY and the electronic chip symbol;

b) Red for the phrases “IDENTITY CARD”;

c) Black for the phrases showing information about the personal identification number; identity card holder; date of issue; date of expiry; QR code, MRZ line.

4. The front of the identity card issued for a Vietnamese citizen aged under 6 years old includes the following information:

From left to right, from top to bottom: The image of the national emblem of the Socialist Republic of Vietnam; the phrases CỘNG HÒA XÃ HỘI CHỦ NGHĨA VIỆT NAM, Độc lập - Tự do - Hạnh phúc; SOCIALIST REPUBLIC OF VIET NAM, Independence - Freedom - Happiness; CĂN CƯỚC; IDENTITY CARD; electronic chip symbol; Số định danh cá nhân/Personal identification number; Họ, chữ đệm và tên khai sinh/Full name; Ngày, tháng, năm sinh/Date of birth; Giới tính/Sex; Quốc tịch/Nationality.

5. The front of the identity card issued for a Vietnamese citizen aged 6 years or older includes the following information:

From left to right, from top to bottom: The image of the national emblem of the Socialist Republic of Vietnam; the words CỘNG HÒA XÃ HỘI CHỦ NGHĨA VIỆT NAM, Độc lập - Tự do - Hạnh phúc; SOCIALIST REPUBLIC OF VIET NAM, Independence - Freedom - Happiness; CĂN CƯỚC; IDENTITY CARD; electronic chip symbol; face photo of the identity card holder; Số định danh cá nhân/Personal identification number; Họ, chữ đệm và tên khai sinh/Full name; Ngày, tháng, năm sinh/Date of birth; Giới tính/Sex; Quốc tịch/Nationality.

6. The back of the identity card issued to a Vietnamese citizen under 6 years old and the ID card issued to a Vietnamese citizen aged 6 years or older include the following information (from top to bottom, from left to right):

a) Nơi cư trú/Place of residence;

b) Nơi đăng ký khai sinh/Place of birth;

c) Electronic chip;

d) QR code;

dd) Ngày, tháng, năm cấp/Date of issue;

e) Ngày, tháng, năm hết hạn/Date of expiry;

g) BỘ CÔNG AN/MINISTRY OF PUBLIC SECURITY;

h) MRZ line.

Article 4. Other language

Other language displayed on the identity card is English.

Article 5. Shape, size and material of an identity card

1. The identity card is rectangular, 53.98mm wide, 85.6mm long, 0.76mm thick, with four rounded corners with a radius of 3.18mm.

2. The identity card is made of plastic.

Article 6. Encryption of information stored in the storage medium on an identity card

1. The storage medium on an identity card includes QR and electronic chip, which are affixed on the back of that identity card.

2. Information stored in the electronic chip on the identity card is displayed in character format or image format. 

3. The encryption of information stored in the storage medium on an identity card shall be as follows:

a) Information stored in the electronic chip is encoded according to ICAO standards, including surname, middle name and birth name; personal identification number; nationality; date of birth; sex; date of expiry; native place; biometric information on the face photo;

b) Information stored in the electronic chip is encrypted using an algorithm created by the identity management agency, including Pseudonym; place of birth; place of birth registration; ethnicity; religion; blood type; nine-digit people’s identity card number; date of issue, issuer, and expiry date of the identity card, citizen’s identity card or 12-digit people’s identity card; place of permanent residence; place of temporary residence; place of domicile; biometric information on fingerprint and iris; information on identification traits; surname, middle name and given name, personal identification number, nine-digit people’s identity card number and citizenship of the father, mother, wife, husband, child(ren), legal representative, and represented person(s); information integrated into the identity card;

c) QR encoded information includes personal identification number; surname, middle name and birth name; date of birth; sex; place of domicile; date of issue of the identity card; nine-digit people’s identity card number (if any); canceled personal identification number (if any); surname, middle name and given name of the father, mother (for identity cards issued to Vietnamese citizens aged under 14 years old).

Chapter III

 IDENTITY CERTIFICATE TEMPLATES

Article 7. Specifications of an identity certificate

1. The two sides of the identity certificate are printed on a background pattern designed with traditional national images and motifs. The front background includes an image of the administrative map of Vietnam, a bronze drum, and ethnic decorative motifs and patterns. The back background includes a bronze drum, ethnic decorative motifs and patterns.

2. The image of the national emblem of the Socialist Republic of Vietnam and face photo of the identity certificate holder are printed in color directly on the identity certificate. The image of the national emblem of the Socialist Republic of Vietnam is 13mm in diameter; the face photo of the identity certificate holder is 20mm x 30mm in size; the QR code position is 18mm x 18mm; the fingerprint position of the left forefinger is 22mm x 25mm; the fingerprint position of the right forefinger is 22mm x 25mm.

3. Color of information on the identity certificate:

a) Violet blue for the following phrases: SOCIALIST REPUBLIC OF VIETNAM, Independence - Freedom - Happiness; Personal identification number; Surname, middle name and given name; Date of birth; Native place; Ethnicity; Religion; Marital status; Place of domicile; Expiry date; Left forefinger; Right forefinger; Surname, middle name and given name of the father; Surname, middle name and given name of the mother; Surname, middle name and given name of the wife or husband; Surname, middle name and given name of the legal representative, guardian or ward; date, month, year and the words “Nationality”;

b) Red for the followings: The phrases “IDENTITY CERTIFICATE”; stamp with the image of the national emblem of the identity certificate-issuing agency;

c) Black for the phrases showing Information on the personal identification number; identity certificate holder; expiry date; the father, mother, wife, husband, legal representative, guardian or ward; date, month, year and information on the identity certificate-issuing agency.

4. Information printed on the front of the identity certificate:

From left to right, from top to bottom: The national emblem of the Socialist Republic of Vietnam; The phrases “CỘNG HÒA XÃ HỘI CHỦ NGHĨA VIỆT NAM, Độc lập - Tự do - Hạnh phúc” (THE SOCIALIST REPUBLIC OF VIETNAM, Independence - Freedom - Happiness); The phrase “CHỨNG NHẬN CĂN CƯỚC” (IDENTITY CERTIFICATE); Face photo of the identify certificate holder; QR code; Personal identification number; Surname, middle name and given name; Date of birth; Sex; Date of birth; Native place; Ethnicity; Religion; Marital status; Place of domicile; Expiry date.

5. Information printed on the back of the identity certificate:

From top to bottom, from left to right: Fingerprint of the left forefinger; fingerprint of the right forefinger; Surname, middle name and given name and nationality of the father; Surname, middle name and given name and nationality of the mother; Surname, middle name and given name and nationality of the wife (or husband); Surname, middle name and given name and nationality of the legal representative, guardian or ward; Date, month and year.

Article 8. Shape, size and material of an identity certificate

1. The identity certificate is rectangular, 74mm wide and 105mm long.

2. The identity certificate is made of paper.

Chapter IV

IMPLEMENTATION ORGANIZATION

Article 9. Effect

1. This Circular takes effect from July 1, 2024.

2. The Minister of Public Security's Circular No. 06/2021/TT-BCA dated January 23, 2021, on templates of citizen's identity cards, shall cease to have effect from the effective date of this Circular.

Article 10. Implementation responsibility

1. Responsibility of the Director of the Police Department for Administrative Management of Social Order:

a) To inspect and urge the implementation of this Circular;

b) To make estimates, plans and organize the selection of organizations manufacturing identity cards and identity certificates in accordance with law;

c) To assume the prime responsibility for, and coordinate with relevant agencies and units in, inspecting and supervising the process of production and issuance of identity cards and identity certificates; ensure technique, quality, specifications, other languages, shape and size, material, encryption of information of identity cards and identity certificates as prescribed in this Circular and ensure the requirements of security, safety, and confidentiality of information on identity cards and identity certificates in accordance with law;

d) To unify the management of the use of identity cards and identity certificates nationwide;

dd) To receive and make statistics the number of blank identity cards and identity certificates that are damaged during the production; on an annual basis, to destroy damaged blank identity cards and identity certificates in accordance with law.

2. Responsibility of the Department of Planning and Finance:

a) To assume the prime responsibility for organizing the appraisal of estimates and plans for selecting units and providing instructions on procedures for organizing the selection of units, signing of contracts for production and issuance of identity cards and identity certificates according to regulations;

b) To coordinate with the Police Department for Administrative Management of Social Order and relevant agencies and units in, ensuring funds for production, issuance and management of identity cards and identity certificates in accordance with law.

3. Responsibility of the Institute of Science and Technology:

a) To assume the prime responsibility for, and coordinate with relevant units in, organizing the assurance of security and analysis, assessment and proposal of handling identity cards and identity certificates with signs of forgery; to manage identity card and identity certificate security technical dossiers according to regulations;

b) To coordinate with the Police Department for Administrative Management of Social Order in, assessing and inspecting the technical standards and quality of raw materials used for manufacturing and producing identity cards and identity certificates according to technical standards as prescribed.

4. Responsible of Public Security Departments of provinces and centrally-run cities:

In September every year, to prepare a budget for the need to use identity cards and identity certificates in their respective locality for the following year and send it to the Police Department for Administrative Management of Social Order.

5. Heads of units affiliated to the Ministry of Public Security, Directors of Public Security Departments of provinces and centrally run cities and relevant agencies, organizations and individuals shall implement this Circular.

Any difficulties arising in the course of implementation of this Circular should be reported to the Ministry of Public Security (via the Police Department for Administrative Management of Social Order) for timely instruction./.
