NATIONAL TECHNICAL REGULATION

QCVN 12:2011/BGTVT

ON PERMITTED TOLERANCE AND ROUNDING OF VEHICLE DIMENSION AND MASS

Preface

QCVN 12:2011/BGTVT is compiled by the Vietnam Register, submitted by the Department of Science and Technology for approval, and promulgated by the Ministry of Transport together with the Circular No. 56/2011/TT-BGTVT dated November 17, 2011.

This regulation is converted on the basis of industry standard No. 22 TCN 275-05 issued together with the Decision No. 61/2005/QD-BGTVT dated November 30, 2005 of the Minister of Transport.

NATIONAL TECHNICAL REGULATION

ON PERMITTED TOLERANCE AND ROUNDING OF VEHICLE DIMENSION AND MASS

1. GENERAL REGULATIONS

1.1. Scope of regulation

This regulation stipulates the permitted tolerance and rounding of dimension and mass of newly manufactured, assembled and imported motor vehicles as defined in TCVN 6211 “Road vehicles - Types - Terms and definitions”.

1.2. Subject of application

This regulation applies to motor vehicle manufacture, assembly and import establishments and agencies, organizations and individuals involved in the management, testing and inspection of technical safety quality of motor vehicles.

1.3. Interpretation of terms

1.3.1. The terms of dimension are defined in standards TCVN 6528 “Road vehicles - Dimensions of motor vehicles and towed vehicles - Terms and definitions”, TCVN 7338 “Road vehicles - Dimensions of two-wheeled mopeds and motorcycles - Terms and definitions”, TCVN 7339 “Road vehicles - Dimensions of three-wheeled mopeds and motorcycles - Terms and definitions”, TCVN 7340 “Road vehicles – Commercial vehicle dimensional codes” and TCVN 7359 “Road vehicles - Dimensional codes for passenger cars”.

1.3.2. The terms of mass are defined in TCVN 6529 “Road vehicles – Masses – Vocabulary and codes”, TCVN 7362 “Motorcycles and mopeds with two wheels - Masses - Vocabulary” and TCVN 7363 “Motorcycles and mopeds with three wheels - Masses - Vocabulary”.

2. TECHNICAL REGULATIONS

2.1. Regulations on dimensions and units of measurement

2.1.1. Dimension

a) Automobiles

+ Basic dimensions:

- Dimensions by length: overall length, wheelbase, front overhang, rear overhang;

- Dimensions by width: overall width, track front, track rear;

- Dimensions by height: overall height.

+ Other dimensions: Stated in Table 2.

b) Motorcycles, two-wheeled mopeds

+ Basic dimensions:

- Dimensions by length: overall length, wheel base, front length, rear length;

- Dimensions by width: overall width;

- Dimensions by height: overall height.

+ Other dimensions: Stated in Table 2.

c) Motorcycles, three-wheeled mopeds

+ Basic dimensions:

- Dimensions by length: overall length, wheelbase, front overhang, rear overhang;

- Dimensions by width: overall width, track;

- Dimensions by height: overall height.

+ Other dimensions: Stated in Table 2.

2.1.2. Measurement units: millimeters (mm)

2.2. Regulations on mass and units of measurement

2.2.1. Mass:

Vehicle kerb mass, total mass, mass distributed on axles.

2.2.2. Measurement units: kilograms (kg)

2.3. Regulations on tolerance and permitted tolerance on dimension and mass

2.3.1. Tolerance

The tolerance is the difference between the actual value measured on the vehicle and the corresponding value stated in the vehicle's technical documents.

2.3.2. Permitted tolerances of dimension and mass (1)

The permitted tolerances for basic dimensions shall comply with Table 1, the permitted tolerances for other dimensions shall comply with Table 2 and the permitted tolerances for mass shall comply with Table 3

Note:

(1)- The tolerances stated in this section apply to both the limited dimensions and the limited mass of vehicles specified in other standards or regulations (e.g. For automobiles, the specified width limit is 2500mm, its width is 2495mm in the technical profile, and 2520mm upon measurement, it still satisfies the regulations).

- The permitted tolerance values stated in this section are the largest permitted tolerance. If the technical profile of the car requires a higher accuracy, it must be taken according to such higher accuracy.

(2) It is not allowed to be smaller than the smallest emergency door dimension stated in the current standards or regulations.

(3) But it does not exceed the permitted tolerance level specified in Table 1 for each corresponding vehicle type.

2.4. Regulations on rounding

Comply the following regulations upon rounding:

2.4.1. Dimension

a) Dimensions by length:

+ Eliminate values less than 5 in the first digit after the decimal point.

+ Eliminate values of 5 or higher in the first digit after the decimal point and add 1 to the unit digit.

b) Engine capacity: unit: cm3

+ For vehicles with an engine capacity of less than 175 cm3:

- Eliminate values less than 5 in the second digit after the decimal point.

- Eliminate values of 5 or higher in the second digit after the decimal point and add 1 to the first digit after the decimal point.

+ For vehicles with an engine capacity not less than 175 cm3:

- Eliminate values less than 5 in the first digit after the decimal point.

- Eliminate values of 5 or higher in the first digit after the decimal point and add 1 to the unit digit.

2.4.2. Mass

a) Vehicle with a kerb mass not greater than 400 kg:

+ Eliminate values less than 5 in the first digit after the decimal point.

+ Eliminate values of 5 or higher in the first digit after the decimal point and add 1 to the unit digit.

a) Vehicle with a kerb mass greater than 400 kg:

+ Eliminate values less than 5 in the units digit.

+ Values of 5 or higher in the units digit are rounded to 0 and 1 is added to the tens digit.

3. IMPLEMENTATION ORGANIZATION

3.1. The Vietnam Register is responsible for implementing and guiding the implementation of this Regulation in quality and technical safety inspection of newly manufactured, assembled and imported motor vehicles.

3.2. In case the standards cited in this Regulation have any corresponding Regulation, the Regulation shall prevail.
