SUMMARY

Add the form of written request for participating in the professional training

Circular No. 27/2023/TT-BGTVT amending and supplementing a number of articles of the Circulars relating to inspection of inland waterway vehicles and seagoing ships is issued on September 29, 2023 by the Ministry of Transport with the following provisions:

1. Change components of the dossier for carrying out procedures for granting Certificate of professional training for ship security officers and company security officers: An application made according to Form No. 1 or Form No. 2 provided in Appendix XVII to Circular No. 27/2023/TT-BGTVT; the applicant’s one 4cm x 6cm color photo taken within 6 months prior to the date of dossier submission (with his/her full name and date of birth written on the back of the photo).

2. Add the form of written request for participating in the professional training, which is promulgated together with Circular No. 27/2023/TT-BGTVT.

3. Add section “citizen identity card number/people’s identity card number” in the request for recognition/re-recognition/recognition for raising rank of inland waterway vehicle registrar and the Professional Resume form issued with Circular No. 49/2015/TT -BGTVT.

This Circular takes effect on September 29, 2023.

CIRCULAR

Amending and supplementing a number of articles of the Circulars relating to inspection of inland waterway vehicles and seagoing ships[1]

 

Pursuant to the November 25, 2015 Vietnam Maritime Code;

Pursuant to the June 15, 2004 Law on Inland Waterway Navigation;

Pursuant to the June 17, 2014 Law Amending and Supplementing a Number of Articles of the Law on Inland Waterway Navigation;

Pursuant to the Government’s Decree No. 56/2022/ND-CP of August 24, 2022, defining the functions, tasks, powers and organizational structure of the Ministry of Transport;

At the proposal of the Director of the Information Technology Center and the General Director of the Vietnam Register;

The Minister of Transport promulgates the Circular amending and supplementing a number of articles of the Circulars relating to inspection of inland waterway vehicles and seagoing ships.

 

Article 1. To amend and supplement a number of articles of the Minister of Transport’s Circular No. 27/2011/TT-BGTVT of April 14, 2011, on the application of the 2002 Amendments to the 1974 International Convention for the Safety of Life at Sea, attached to the International Code for the Security of Ship and Port Facilities (below referred to as Circular No. 27/2011/TT-BGTVT)

1. To amend and supplement Point a, Clause 3, Article 6 as follows:

“a/ A dossier must comprise:

An application made according to Form No. 1 or Form No. 2 provided in Appendix XVII to this Circular; the applicant’s one 4cm x 6cm color photo taken within 6 months prior to the date of dossier submission (with his/her full name and date of birth written on the back of the photo).”

2. To replace Appendix XVII to Circular No. 27/2011/TT-BGTVT with Appendix I to this Circular.

Article 2. To replace Appendices III and IV to the Minister of Transport’s Circular No. 49/2015/TT-BGTVT of September 22, 2015, on the criteria for and tasks and powers of leaders, inspection staffs and professional staffs of inland waterway vehicle inspection units (below referred to as Circular No. 49/2015/TT-BGTVT)

To replace Appendices III and IV to Circular No. 49/2015/TT-BGTVT with Appendices II and III to this this Circular.

Article 3. Effect

This Circular takes effect on September 29, 2023.

Article 4. Implementation responsibility

The Chief of the Office, the Chief of the Inspectorate, directors of departments, the General Director of the Vietnam Register, the Director of the Information Technology Center, and heads of agencies and units of the Ministry of Transport, and related organizations and individuals shall implement this Circular.-
