CIRCULAR
Prescribing the grant and revocation of registration certificates and number plates of motor vehicles

Pursuant to the Civil Code dated November 24, 2015;
Pursuant to the Law on Road Traffic dated November 13, 2008;
Pursuant to the Law Amending and Supplementing a Number of Articles of Thirty Seven Laws Related to the Planning Law dated November 20, 2018;
Pursuant to Resolution No. 73/2022/QH15 dated November 15, 2022, of the National Assembly, on the pilot auction of automobiles’ number plates;
Pursuant to Decree No. 39/2023/ND-CP dated June 26, 2023, of the Government, detailing a number of articles of Resolution No. 73/2022/QH15 dated November 15, 2022, of the National Assembly, on the pilot auction of automobiles’ number plates;
Pursuant to Decree No. 01/2018/ND-CP dated August 6, 2018, of the Government, defining functions, tasks, powers and organizational structure of the Ministry of Public Security;
At the proposal of the Director of the Traffic Police Department;
The Minister of Public Security promulgates the Circular prescribing the grant and revocation of registration certificates and number plates of motor vehicles.
Chapter I
GENERAL PROVISIONS
Article 1. Scope of regulation
This Circular prescribes the dossiers and procedures for grant and revocation of registration certificates and number plates of motor vehicles as prescribed in the Law on Road Traffic, including: Registration of vehicles for the first time; registration of title transfer and movement for vehicles; renewal of vehicle registration certificates and number plates; re-grant of vehicle registration certificates and number plates; temporary vehicle registration; revocation of vehicle registration certificates and number plates; registration and grant of number plates bought at auction (hereinafter collectively referred to as vehicle registration); guidance on settlement of specific cases; forms, validity period of vehicle registration certificates, determination of years of manufacture of vehicles, and number plates of vehicles.
Article 2. Subjects of application
1. This Circular applies to:
a) Officers and non-commissioned officers of the People's Public Security Forces who perform the duty of vehicle registration (hereinafter collectively referred to as vehicle registration officers);
b) Vehicle registration agencies
c) Public security agencies and local police offices;
d) Organizations and individuals involved in vehicle registration.
2. This Circular does not apply to registration of motor vehicles of the Army for use for national defense purposes.
Article 3. Principles of vehicle registration
1. Motor vehicles of lawful origin conforming to technical safety and environmental protection quality standards may be registered and granted with a set of number plates in accordance with this Circular.
2. Vehicle owners who are organizations or individuals that are located or (permanently or temporarily) residing in localities shall register their vehicles at the vehicle registration agencies of the respective localities; unless otherwise specified in Clause 14, Article 3 of this Circular.
3. Number plates shall be granted and managed using ID numbers of the respective vehicle owners (hereinafter referred to as identification number plates). Identification number plates are those containing symbols, serial numbers, size of characters and numbers, and color as prescribed in this Circular.
4. For Vietnamese individual vehicle owners, the number plates shall be managed using their personal identification numbers.
5. For foreign individual vehicle owners, the number plates shall be managed using their foreigner identification numbers generated by the electronic identification and authentication system, or the numbers of their permanent/temporary residence cards, or other identification numbers granted by competent authorities.
6. For organizational vehicle owners, the number plates shall be managed using electronic identification numbers of the respective organizations generated by the electronic identification and authentication system. In the case where the organizations do not have electronic identification numbers, the plates shall be managed according to the respective tax ID numbers or establishment decisions.
7. In the case where the vehicles have expired durations, are damaged or have the titles transferred, the identification number plates of their owners shall be revoked and re-granted by the vehicle registration agencies when such owners register for other vehicles under their vehicle titles. The identification number plates shall be reserved for the respective vehicle owners within a period of 5 years from the date of revocation. Past the above-mentioned period, if the vehicle owners have not yet registered, such identification number plates will be stored in the number plate pool and can be registered by and granted to other organizations and individuals in accordance with the law.
8. In the case where a vehicle owner relocates from a province/centrally-run city to another province/centrally-run city, he/she/it may keep that identification number plate (the number plate remains unchanged).
9. Individuals aged full 15 years or older may register their vehicles. In the case where an individual aged full 15 years to under 18 years registers a vehicle, his/her parent or guardian shall give consent as well as write “agree” and enter the signature, full name, relationship with the ward in the declaration of vehicle registration.
10. The declaration of vehicle registration shall be filled on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security (hereinafter collectively referred to as the public service portal). The vehicle owners use the reference numbers of the declarations they have filled on the public service portal to carry out vehicle registration procedures. In the case where the declarations cannot be made on the public service portal because there is no electronic data or due to technical errors, the vehicle owners shall make declarations and carry out the procedures in person at the vehicle registration agencies.
11. Vehicle registration fees shall be paid via banks or payment intermediaries connected or integrated to the public service portal to provide online payment services. In the case where the payment cannot be made on the public service portal, the fees should be paid at the vehicle registration agencies.
12. Vehicle registration results shall be received online on the public service portal or via public postal services (in case of wholly online public services) or received in person at the vehicle registration agencies, at the discretion of the vehicle owners.
13. Electronic data of documents contained in the vehicle dossiers shall be received by the vehicle registration and management system from the public service portal or the databases of ministries and sectors, or scanned from hard copies of dossier documents or engine and chassis number stencil imprints, or written results of administrative procedures with digital signatures of vehicle registration officers and vehicle registration agencies (hereinafter referred to as digitizing dossiers), which have the same legality as the respective hard copies.
14. Organizational and individual winners of automobile number plate auctions may choose to register and be granted the number plates bought at auction at the traffic police divisions, road and railway traffic police divisions or road traffic police divisions under the police departments of provinces and centrally-run cities (hereinafter referred to as traffic police divisions) where the vehicle owners are headquartered or residing or at the traffic police divisions managing number plates sold at auction.
15. Organizations and individuals that violate traffic order and safety regulations but fail to comply with the decisions on imposing penalties for traffic administrative violations shall be refrained from vehicle registration in accordance with this Circular until they finish the penalties under such decisions.
Article 4. Vehicle registration agencies
1. The Traffic Police Department shall carry out registration for vehicles of the Ministry of Public Security; cars of the agencies and organizations prescribed in Appendix 01 to this Circular; cars of diplomatic missions and offices and representative offices of international organizations in Vietnam; and cars of foreigners working in such missions or offices.
2. Traffic police divisions shall carry out registration for the following vehicles (except for those prescribed in Clause 1 of this Article):
a) Cars; tractors; trailers and semi-trailers and car-like vehicles (hereinafter collectively referred to as cars) of organizations and individuals that are headquartered or residing in urban districts or centrally-run cities; or provincial cities, rural districts, or towns where the respective traffic police divisions are located.
b) Cars with number plates bought at auction; confiscated vehicles registered for the first time in accordance with the law, and motorbikes with the cubic capacity of 175 cm3 or more of local organizations and individuals;
c) Cars; motorbikes, scooters (including electric mopeds), and motorbike-like vehicles (hereinafter collectively referred to as motorbikes) of foreign organizations and individuals, including consular offices in their respective localities.
3. Public security divisions of districts, towns or provincial/centrally-run cities (hereinafter collectively referred to as district-level public security divisions) shall carry out registration for: cars; motorbikes of organizations and individuals that are headquartered or residing in the respective localities (other than those prescribed in Clauses 1, 2 and 4 of this Article):
4. Police offices of communes, wards and townships (hereinafter referred to as commune-level police offices) shall carry out registration for vehicles (other than those prescribed in Clauses 1 and 2 of this Article) as follows:
a) Commune-level police offices of rural districts and towns in centrally-run cities shall carry out registration of motorbikes of Vietnamese organizations and citizens that are headquartered or residing in the respective localities;
b) Commune-level police offices of rural districts, towns and provincial cities (other than commune-level police offices in localities where the provincial-level traffic police divisions or the public security divisions of districts, towns and cities are headquartered) that carry registration for 50 vehicles or more per year (average in the last 3 years) shall carry registration for motorbikes of Vietnamese organizations and citizens that are headquartered or residing in the respective localities.
5. In special areas, depending on the actual number of vehicles to be registered, the local characteristics, and the geographical distance, directors of the provincial-level police departments shall agree with the Traffic Police Department on the decisions to organize vehicle registration as follows:
a) In commune-level localities where there are less than 150 newly-registered motorbikes per year, the respective commune-level police offices shall carry out registration themselves or hand over to the public security divisions of the respective districts, towns or cities or the commune-level police offices which are assigned to carry out registration for vehicles in clusters;
b) In commune-level localities where there are motorbikes exceeding the registration capacity of the respective commune-level police offices, other than carrying out the registration themselves, such police offices can seek support from the respective public security divisions of districts, towns, and cities as well as the communal-level police offices of neighboring communes to which vehicle registration is decentralized to organize registration in clusters for vehicles of Vietnamese organizations and citizens that are headquartered or residing in the respective localities.
6. The vehicle registration agencies shall prepare facilities and convenient locations for receiving and handling vehicle registration dossiers and procedures as well as giving priority to receiving and handling vehicle registration procedures on the public service portal. Vehicle registration places must be equipped with instruction diagrams, citizen reception schedules, nameplates of vehicle registration officers, seats, parking lots, and suggestion boxes. Vehicle registration agencies shall publicly post up regulations on vehicle registration procedures and fees, violations of regulations on vehicle registration and grant of number plates, and penalties thereto.
Article 5. Responsibilities of vehicle registration agencies and officers
1. Receive and check vehicle dossiers, conduct physical inspections of vehicles, make engine and chassis number stencil imprints, and digitize vehicle dossiers onto the vehicle registration and management system.
2. Carry out the registration for vehicles if the vehicle dossiers and electronic data thereof comply with regulations. Provide and write specific and sufficient instructions on the dossier preparation instruction sheets if the requirements are not satisfied, and take responsibility for such instructions.
3. During the registration process, vehicle registration officers must strictly obey the disciplinary regulations of the People's Public Security Forces and demonstrate good conduct and respect for the citizens. Strictly comply with this Circular and other relevant regulations on vehicle registration. Refrain from prescribing additional vehicle registration procedures contrary to this Circular.
Article 6. Responsibilities of vehicle owners
1. Abide by regulations on vehicle registration. Carry out the vehicle registration procedures on the public service portal, provide and declare truthfully, fully and accurately required information related to vehicle registration. Take accountability to the law for the lawfulness of vehicles and vehicle dossiers. Refrain from committing acts of forging dossiers, illegally interfering with the public service portal and the vehicle registration and management system to change electronic information and data, and changing original engine and chassis numbers of vehicles for vehicle registration.
2. Take the vehicles to the vehicle registration agencies prescribed in Article 4 of this Circular for inspection, for the vehicles to be registered for the first time, vehicles to be registered for title transfer and movement, converted vehicles, and vehicles with changed paint color. In the case where the vehicle registration certificates and number plates are worn out, damaged or lost, the vehicle owners must make declarations and carry out procedures for renewal of the vehicle registration certificates and number plates (hereinafter collectively referred to as renewal) or re-grant of vehicle registration certificates and number plates (hereinafter collectively referred to as re-grant) in accordance with regulations.
3. Within 30 days from the date of being granted certificates of technical safety and environmental protection by competent authorities for converted motor vehicles, or changing the vehicle owners’ names, or relocating to other provinces and centrally-run cities, or when the validity period of vehicle registration certificate expires, the vehicle owners must go to the vehicle registration agencies to carry out the procedures for renewal or revocation of the vehicle registration certificates and number plates (hereinafter referred to as the revocation procedures) in accordance with regulations.
4. When selling, donating or giving as gifts, inheriting, exchanging, contributing as capital, allocating, dispatching vehicles (hereinafter collectively referred to as vehicle title transfer):
a) The vehicle owners must keep the vehicle registration certificates and number plates (which shall not be handed to vehicle title transferees) and submit them to the vehicle registration agencies to carry out the revocation procedures. In case of title transfer of vehicles fitted with number plates bought at auction, the vehicle owners shall submit the vehicle registration certificates to the vehicle registration agencies to carry out the revocation procedures;
b) Within 30 days from the date on which the vehicle title transfer is documented, the vehicle owners must carry out revocation procedures. If, past the above time limit, the vehicle owners fail to carry out the revocation procedures or hand the vehicle registration certificates and number plates to the vehicle title transferees to carry out the revocation procedures, the vehicle registration agencies shall issue decisions to impose penalties on the vehicle owners for the act of failing to carry out the revocation procedures as prescribed before handling the procedures;
In the case where the vehicle owners fail to carry out the revocation procedures after transferring the vehicle title, they must be held accountable to the law for violations related to such vehicles;
c) After the vehicle owners carry out the revocation procedures, the title transferees shall carry out the procedures for registration of title transfer in accordance with regulations.
5. Within 07 days from the date on which the vehicles’ use durations expire or the vehicles are irreparably damaged or demolished due to external reasons, the vehicle owners must make declarations on the public service portal and submit the registration certificates and number plate numbers to the vehicle registration agencies or the commune-level police offices (regardless of the vehicle owners’ residences) for revocation procedures.
Article 7. Time limit for carrying out vehicle registration
1. Grant of vehicle registration certificates: No later than 02 working days from the date on which the complete and valid dossiers are received, unless verification must be carried out as prescribed in Clause 2 of this Article in case of re-grant of vehicle registration certificate.
2. The time limit for verification of loss of vehicle registration certificates when handling the procedures for re-grant of vehicle registration certificate is 30 days. The time limit for verification shall not be included in the time limit for re-grant of the vehicle registration certificates prescribed in Clause 1 of this Article.
3. Grant of number plates for the first time: Right after receipt of valid vehicle registration dossiers.
4. Renewal and re-grant of number plates, grant of number plates sold at auction, and re-grant of identification number plates: No later than 07 working days from the date on which the complete and valid dossiers are received.
5. Grant of temporary vehicle registration certificates and certificates of revocation of registration certificates and number plates:
a) In case of using wholly online public services on the public service portal: After the applicants fill in the temporary vehicle registration declarations or the declarations of revocation of registration certificates and number plates and pay the fees as prescribed (in case of temporary vehicle registration) and the vehicle registration agencies check make sure the dossier are valid, they return the results of the administrative procedures within 08 hours after receiving the dossiers from the public service portal;
b) In case of using partial online public service: 01 working day (in case of temporary vehicle registration); no later than 02 working days from the date on which the complete and valid dossiers are received (in case of grant of certificates of revocation of registration certificates and number plates).
6. The time limit to return vehicle registration results as prescribed in Clauses 1, 3, 4, and 5 of this Article shall start from the date on which the complete and valid dossiers are received and the vehicle registration and management system has received the confirmation from the public service portal that vehicle registration fees have been paid.
Chapter II
DOSSIERS AND PROCEDURES FOR VEHICLE REGISTRATION
Section 1
REGISTRATION OF VEHICLES FOR THE FIRST TIME
Article 8. Dossiers for registration of vehicles for the first time
A dossier for registration of a vehicle for the first time consists of:
1. Vehicle registration declaration.
2. Vehicle owner's document.
3. Vehicle's documents.
Article 9. Vehicle registration declarations
1. The vehicle owners shall log into the public service portal and fully fill in the information required in the vehicle registration declaration, provide their digital signature or wet signature, write their full name, and affix their seals (for agencies or organizations).
2. After successful making the declarations, the vehicle owners receive the reference numbers of the online vehicle registration dossiers and appointments sent by the public service portal via SMS message or email for carrying out vehicle registration procedures; provide the reference numbers of the vehicle registration dossiers to the vehicle registration agencies for them to carry out vehicle registration procedures in accordance with regulations. In the case where it is not possible to do so on the public service portal, the vehicle owners shall make vehicle registration declarations in person at the vehicle registration agencies.
Article 10. Documents of vehicle owners
1. Vietnamese individual vehicle owners shall: Use their level-2 electronic identification accounts to carry out vehicle registration procedures on the public service portal or produce their citizen identity cards or passports.
Armed forces’ personnel shall: Produce their People's Public Security Forces’ identity cards or People’s Army identity cards or written certifications by leaders of their regiments or higher-level military units or district- or higher-level public security divisions/departments or the equivalent (in the case where they have yet been granted armed forces’ identity card).
2. Foreign individual vehicle owners
a) Vehicle owners who are members of diplomatic missions, consular offices, representative offices of international organizations in Vietnam shall: produce their valid diplomatic identification cards, official-duty identity cards, consular identification cards, honorary consular identification cards, or (ordinary) identity cards and submit characters of introduction of the Directorate of State Protocol or provincial-level Departments of Foreign Affairs;
b) Vehicle owners who are foreigners living and working in Vietnam (other than those prescribed at Point a of this Clause) shall: Produce permanent residence cards or temporary residence cards (with the remaining period of residence in Vietnam of 06 months or more).
3. Organizational vehicle owners:
a) Organizational vehicle owners (other than those prescribed at Point b, Clause 3 of this Article) shall: Use their level-2 electronic identification accounts to carry out vehicle registration procedures on the public service portal. In the case where the organizations have not been granted level-2 electronic identification accounts, they shall produce their notices of tax identification numbers or establishment decisions.
In case of military vehicles, letter of introduction from the Department of Vehicles and Machinery under the General Department of Engineering of the Ministry of National Defense shall be obtained;
For commercial cars, photocopies of car transport business licenses granted by the provincial-level Departments of Transport shall be added, enclosed with the originals for comparison. For vehicles of other organizations or individuals, vehicle rental contracts or business cooperation contracts or service contracts must be provided;
b) Vehicle owners that are diplomatic missions, consular offices, and representative offices of international organizations in Vietnam shall: Use their level-2 electronic identification accounts to carry out vehicle registration procedures on the public service portal. In the case where the organizations have not been granted level-2 electronic identification accounts, they shall produce their notices of tax identification numbers and submit characters of introduction of the Directorate of State Protocol or provincial-level Departments of Foreign Affairs;
c) Persons who are introduced by agencies or organizations to carry out procedures must submit documents of the vehicle owners as prescribed by the regulations and produce their identity documents as prescribed by the regulations in Clauses 1 and 2 of this Article.
4. Persons authorized to handle vehicle registration procedures, in addition to the vehicle owners’ documents as prescribed in Clauses 1, 2, and 3 of this Article, must also produce their identity documents and submit notarized or authenticated powers of attorney in accordance with the regulations.
Article 11. Documents of vehicles
1. Documentary proof of origin of vehicles:
a) For imported vehicles:
Electronic data of imported vehicles received by the vehicle registration and management system from the public service portal or the database of the customs authorities;
For vehicles without electronic customs data or vehicles imported before December 1, 2020, the documentary proof of origin can be: Declaration of origin of imported cars and motorbikes in accordance with the regulations (for vehicles imported under commercial contracts), documents of temporary import of vehicles in accordance with the regulations (for vehicles temporarily imported for re-export of entities entitled to diplomatic privileges and immunities as prescribed by the law or under treaties to which Vietnam is a contracting party);
b) For domestically manufactured or assembled vehicles:
Electronic data of ex-factory inspection report received by the vehicle registration and management system from the public service portal or the database of the register offices;
If there is no electronic data about the ex-factory inspection report, the documentary proof of origin of the manufactured or assembled vehicles shall be the road motor vehicle pre-delivery inspection report in accordance with regulations (hard copy);
c) For vehicles confiscated in accordance with the law
The decisions to confiscate the vehicles or the decisions to announce the confiscated vehicles public properties in accordance with the law or the extracts of the court rulings on the confiscation of the vehicles (hereinafter collectively referred to as the confiscation decisions), which are the originals granted for each vehicle, in which the basic features of such vehicle must be stated: brand, model number, vehicle type, engine number, chassis number, cubic capacity. Such vehicle must be finished and its engine and chassis shall have the same specifications.
An invoice of public property/State property/confiscated property sale as prescribed by the law.
2. Documentary proof of vehicle title transfer, which may be one of the following documents:
a) Electronic invoice data received by the vehicle registration and management system from the public service portal or the database of the tax offices. If the vehicle does not have electronic invoice data, it must have a paper invoice or an invoice converted from an electronic invoice to a paper invoice as prescribed by the law;
b) Decisions of competent authorities or documentary proof of selling, donating or giving as a gift, or inheriting the vehicles, financial documents of the vehicles as prescribed by the law. Documentary proof of selling, donating or giving as a gift, or inheriting the vehicle of an individual shall be notarized, authenticated or certified by the agency, organization or unit where such individual is currently working or serving (for armed forces’ personnel and foreigners working in diplomatic missions, consular offices or representative offices of international organizations that register vehicles with addresses of their agencies, organizations or units);
c) For vehicles disposed by the police: A competent authority's decision on vehicle disposition and an invoice of public/State-owned asset sale;
d) For vehicles disposed by the Army: Official dispatches confirming that the vehicles have been removed from military equipment, by the Department of Vehicles and Machinery under the General Department of Engineering of the Ministry of Defense, and invoices as prescribed.
3. Documentary proof of vehicle registration fee payment:
Electronic data on registration fee payment received by the vehicle registration and management system from the public service portal or the database of the tax offices;
In the case where the vehicle does not have electronic data on registration fee payment, it must have a paper receipt of payment to the State budget or other registration fee payment documents as prescribed. For vehicles exempted from registration fees, notices of registration fee payment from the tax offices, which contains information on registration fee exemption, are required.
Article 12. Procedures for registration of vehicles for the first time
1. Organizations and individuals registering vehicles shall comply with Article 9 of this Circular; take the vehicles to the vehicle registration agencies and submit the documents prescribed in Articles 10 and 11 of this Circular.
2. After the vehicle registration officers check the vehicle dossiers and conduct physical inspection of the vehicles to make sure they are valid, the number plates will be granted in accordance with the following regulations:
a) Grant new number plates in the cases where the vehicle owners have not been granted any identification number plate before or have identification number plates for other vehicles;
b) Grant identification number plates in replacement of the number plates that have been revoked.
In the case where the vehicles or vehicle dossiers fail to satisfy the regulations, the dossiers shall be supplemented and completed under the guidance of the vehicle registration officers in the dossier preparation instruction sheets.
3. Receive the appointment slips for results, pay the vehicle registration fees and receive the number plates (in case of being granted number plates in accordance with Point a, Clause 2 of this Article). In the case where the vehicle owners wish to receive the results via public postal service, they must register with the public postal service units.
4. Receive vehicle registration certificates and number plates (in case of being granted number plates in accordance with Point b, Clause 2 of this Article) at the vehicle registration agencies or from the public postal service units.
Section 2
REGISTRATION OF VEHICLE TITLE TRANSFER OR MOVEMENT
Article 13. Cases subject to registration of vehicle title transfer or movement
1. When transferring vehicle title or relocating from one province/centrally-run city to another (hereinafter referred to as same-owner movement), the vehicle owner must complete the revocation procedures at the agency currently managing such vehicle’s dossier.
2. Vehicle title transferees or vehicle owners (in case of same-owner movement) shall carry out procedures for registration of title transfer and vehicle movement at the vehicle registration agency as prescribed in Article 4 of this circular.
Article 14. Dossiers for registration of vehicle title transfer or movement
1. Revocation dossier
a) Declaration of vehicle registration certificate or number plate revocation;
b) Vehicle owner's document as prescribed in Article 10 of this Circular;
c) 02 engine and chassis number stencil imprints;
d) Vehicle registration certificate
dd) Number plate;
In case of same-owner movement, the vehicle owner shall not return the number plate unless the vehicle is registered with a 3- or 4-character number plate which must be returned;
In the case where the vehicle registration certificate or the number plate is lost, the reason must be clearly stated in the certificate of revocation of such registration certificate or number plate;
e) Photocopy of the documentary proof of vehicle title transfer as prescribed in Clause 2, Article 11 of this Circular (other than same-owner movement).
2. Dossier for registration of vehicle title transfer or movement
a) Vehicle registration declaration;
b) Vehicle owner's document as prescribed in Article 10 of this Circular;
c) Documentary proof of vehicle title transfer as prescribed in Clause 2, Article 11 of this Circular (other than same-owner movement);
d) Documentary proof of registration fee payment prescribed in Clause 3, Article 11 of this Circular;
dd) Certificate of revocation of vehicle registration certificate and number.
Article 15. Procedures for registration of vehicle title transfer or movement
1. Revocation procedures
a) The vehicle owner fills in the declaration of revocation of his/her/its registration and number plate on the public service portal; provides the reference number of the online vehicle registration dossier and submits the revocation dossier prescribed in Clause 1, Article 14 of this Circular; and then receives an appointment slip for results;
b) After checking the vehicle dossier to make sure it is valid, the vehicle registration agency grants a certificate of revocation of the registration and number plate in accordance with regulations (affixed with the engine and chassis number stencil imprints and the seal of the vehicle registration agency on the adjoining edges thereof): 01 copy shall be returned to the vehicle owner and 01 copy shall be archived together with the vehicle’s dossier. In case of loss of the vehicle registration certificate, verification shall be carried out in accordance with regulations.
2. Procedures for registration of vehicle title transfer or movement
a) The vehicle title transferee or the vehicle owner (in case of same-owner movement): Fills in the vehicle registration declaration as prescribed by the regulations in Article 9 of this Circular; take the car to inspection, provides the reference number of the online vehicle registration dossier, and submits the documents prescribed in Clause 2, Article 14 of this Circular;
b) After checking the vehicle dossier and conducting the physical inspection of the vehicle to make sure they are valid, the number plate will be granted by the vehicle registration agency in accordance with Clause 2, Article 12 of this Circular;
c) Receive the appointment slip for results, pay the vehicle registration fees and receive the number plate (in case of being granted number plates in accordance with Point a, Clause 2, Article 12 of this Circular). In the case where the vehicle owner wishes to receive the results via public postal service, he/she/it must register with a public postal service unit;
d) Receive the vehicle registration certificate and number plate (in case of being granted a number plate in accordance with Point b, Clause 2, Article 12 of this Circular) at the vehicle registration agency or from a public postal service unit.
In the case where the vehicle is registered for same-owner movement, the number plate (5-character number plate) will be kept unchanged. In the case where the former number plate is a 3- or 4-character number plate, it will be changed to the identification number plate in accordance with this Circular.
Section 3
RENEWAL AND RE-GRANT OF VEHICLE REGISTRATION CERTIFICATES AND NUMBER PLATES
Article 16. Cases subject to renewal or re-grant
1. Cases subject to renewal of vehicle registration certificates and number plates: Converted vehicles, vehicles with their original paint colors changed, and vehicles that have been registered and granted number plates having black characters on white background and now registered for change to black-on-yellow number plates (commercial vehicles) and vice versa; extension of vehicle registration certificates; change of information about vehicle owners (the vehicle owner’s name, personal identification number and address); vehicle registration certificates are faded, torn, or ragged or number plates are damaged, faded or broken, or vehicle owners wish to have their old vehicle registration certificates renewed into vehicle registration certificates as prescribed in this Circular.
2. Cases subject to re-grant of vehicle registration certificates and number plates: The vehicle registration certificates or number plates have been lost.
Article 17. Renewal or re-grant dossier
1. Vehicle registration declaration.
2. Vehicle owner's document as prescribed in Article 10 of this Circular.
3. Vehicle registration certificate (in case of renewal of vehicle registration certificates) or number plate (in case of renewal of number plates).
4. Other documents:
a) In case of changing from black-on-yellow to black-on-white number plates, decisions on revocation of the transport business licenses or decisions on revocation of badges and signboards are required;
b) In the case of replacement of vehicles’ engines and chassis, documentary proof of origin, registration fee payment, title transfer of the substitute engines or chassis as prescribed in Article 11 of this Circular are required;
c) In case of replacement of vehicles’ engines and chassis with those from other brands, certificates of technical safety and environmental protection for converted motor vehicles in accordance with regulations are required;
d) In case of replacement of the engines and chassis of registered vehicles, certificates of revocation of registration certificates and number plates of such registered vehicles are required.
Article 18. Renewal and re-grant procedures
1. Using wholly online public services in case of re-grant of vehicle registration certificates and number plates (unless the vehicles have been registered before with 3- or 4-character plates)
a) The vehicle owner fills in the vehicle registration declaration as prescribed in Article 9 of this Circular and attaches scanned copies of the engine and chassis number stencil imprints as prescribed on the public service portal;
b) After checking the vehicle dossier to make sure it is valid, the vehicle registration agency sends a notice to the vehicle owner to pay the vehicle registration fee and public postal service fee on the public service portal in order to receive the results of vehicle registration results in accordance with regulations;
c) The vehicle owner receives the vehicle registration certificate or number plate as prescribed from the public postal service unit.
2. Using partial online public services (other than the cases prescribed in Clause 1 of this Article)
a) The vehicle owner fills in the vehicle registration declaration as prescribed by the regulations in Article 9 of this Circular, submits the renewal or re-grant dossier as prescribed by the regulations in Article 17 of this Circular, and pays the fee in accordance with the regulations. The vehicle may not take the vehicle to inspection (other than converted vehicles or vehicles with changed paint and color);
b) After checking the vehicle dossier to make sure it is valid, the vehicle registration agency shall carry out renewal or re-grant of the vehicle registration certificate and number plate in accordance with regulations. The vehicle owner shall receive results of vehicle registration at the vehicle registration agency or from the public postal service unit.
In case of renewal or re-grant of the vehicle registration certificate, the number plate shall be kept unchanged. For vehicles with 3- or 4-character plate, identification number plates as prescribed shall be granted instead (the vehicle registration certificates and the 3- or 4-character number plates shall be revoked).
In case of changing from black-on-white to black-on-yellow number plates or vice versa, new identification number plates shall be granted (in the case where no identification number plate is granted before) or re-granted the identification number plates (in the case where there are existing identification number plates).
Section 4
TEMPORARY VEHICLE REGISTRATION
Article 19. Cases subject to vehicle temporary registration
1. Vehicles that are exported, imported or manufactured and assembled, transported from the factory to the port warehouse or from the port warehouse/factory/dealership to the vehicle registration place or to another dealership/warehouse.
2. Cars undergoing revocation procedures for re-export or title transfer.
3. Cars with limited scope of operation (vehicles not for road use).
4. Vehicles that are registered overseas, including right-hand drive (RHD) cars, and permitted by competent authorities to be transited or temporarily imported in Vietnam for re-export within a definite period of time for use for tourism purpose or to serve conferences, trade fairs, exhibitions, or physical training and sports events; unless the vehicles do not require temporary number plates under any treaty to which Vietnam is a contracting party.
5. Vehicles temporarily imported for re-export or vehicles manufactured or assembled in Vietnam that are permitted for test drives on public roads.
6. Vehicles to serve conferences held by the Party or the State.
Article 20. Vehicle temporary registration dossier
1. Vehicle registration declaration.
2. Vehicle owner's document as prescribed in Article 10 of this Circular.
3. Vehicle’s document, which may be one of the following documents:
a) Electronic data or photocopy of the vehicle’s documentary proof of origin as prescribed by the regulations in Clause 1, Article 11 of this Circular or photocopy of the invoice or delivery note (in the cases prescribed in Clause 1, Article 19 of this Circular);
b) Vehicle registration certificate. In the case where the vehicle has not been registered, its documentary proof of origin as prescribed by the regulations in Clause 1, Article 11 of this Circular is required (in the cases prescribed in Clause 3, Article 19 of this Circular);
c) Written road use permission by a competent authority, enclosed with a list of vehicles and a photocopy of vehicle registration certificate of the country of origin (in the cases prescribed in Clause 4, Article 19 of this circular);
d) Written confirmation that the vehicle satisfies the technical safety and environmental protection quality standards, and is allowed to be tested on public roads by the Vietnam Register (in the cases prescribed in Clause 5, Article 19 of this Circular);
dd) Written approval of the request for temporary vehicle registration by a competent authority, enclosed with the list of vehicles (in the cases prescribed in Clause 6, Article 19 of this Circular).
4. In the case where the vehicle owner carries out the revocation procedures for re-export or vehicle title transfer, he/she/it will be granted a temporary vehicle registration certificate together with the revocation dossier (at the discretion of the vehicle owner) without the temporary vehicle registration dossier.
Article 21. Vehicle temporary registration procedures
1. Using wholly online public services in the cases prescribed in Clause 1, Article 19 of this Circular
a) The vehicle owner fills in the vehicle registration declaration and attaches a copy of the invoice or the delivery note onto the public service portal;
b) After checking the vehicle dossier to make sure it is valid, the vehicle registration agency shall notify the vehicle owner to pay the fee as prescribed. The vehicle owner receives the verification results and prints the temporary vehicle registration certificate via the public service portal.
2. Using partial online public services (other than the cases prescribed in Clause 1 of this Article)
a) The vehicle owner fills in the vehicle registration declaration on the public service portal; provides the reference number of the online vehicle registration dossier and submit temporary vehicle registration documents as prescribed in Article 20 of this Circular. In the case where the procedures cannot be completed on the public service portal, the vehicle owner shall make declarations and carry out the procedures in person at the vehicle registration agencies.
b) After receiving and checking the vehicle dossier to make sure it is valid, the vehicle registration agency shall collect fees and grant the certificate of temporary vehicle registration certificate and temporary number plate to the vehicle owner in accordance with regulations.
Article 22. Validity period of vehicle temporary registration certificates
1. In the cases prescribed in Clauses 1 and 2, Article 19 of this Circular: Temporary vehicle registration certificates shall be valid for 15 days; and may be extended once with a maximum extension of 15 days. Upon renewal, the vehicle owners shall fill in the declarations of temporary vehicle registration on the public service portal or in person at the vehicle registration agency.
2. In the cases prescribed in Clauses 3, 4, 5 and 6, Article 19 of this Circular: Temporary vehicle registration certificates shall be valid during the period of time allowed by the competent authorities to serve such events.
3. A temporarily registered vehicle may be permitted for road use during a definite period of time, on specific routes and within a scope of operation as stated in its temporary registration certificate.
Section 5
REVOCATION OF VEHICLE REGISTRATION CERTIFICATES AND NUMBER PLATES
Article 23. Cases subject to revocation of vehicle registration certificates and number plates
1. Vehicles that are irreparably damaged or demolished due to external reasons.
2. Vehicles with expired use durations or vehicles that are not permitted for road use in accordance with the law.
3. Vehicles that are stolen or misappropriated without any whereabouts or scrapped and requested by their owners to have their registration certificates and number plates revoked.
4. Imported vehicles eligible for import duty exemption or temporarily imported vehicles of foreign agencies, organizations and individuals for the purpose of re-export, title transfer or destruction.
5. Vehicles registered in economic zones under the Government’s regulations upon their re-export or transfer into Vietnam.
6. Vehicles undergoing procedures for registration of title transfer or movement.
7. Vehicles with their engines or chassis removed for registration for other vehicles.
8. Registered vehicles with dossiers found to be forged or number plates granted in contravention of regulations, or engine and chassis numbers found by competent authorities to be cut off, welded into, re-embossed or rubbed out.
Article 24. Revocation dossiers
1. In the cases prescribed in Clauses 1, 2 and 3, Article 23 of this Circular: The revocation dossiers comply with Points a, b, d and dd, Clause 1, Article 14 of this Circular.
2. In the cases prescribed in Clauses 4, 5, 6 and 7, Article 23 of this Circular: The revocation dossiers comply with Clause 1, Article 14 of this Circular.
For any vehicle of any diplomatic mission/consular office/international organization’s representative office in Vietnam or any vehicle of any foreigner working in such a mission or office, a letter of introduction of the Directorate of State Protocol (for any diplomatic mission/international organization’s representative office) or a provincial-level Department of Foreign Affairs (for any consular office) shall be included in the dossier.
3. In the cases prescribed in Clause 8, Article 23 of this Circular, the vehicle registration agencies shall issue decisions on revocation of vehicle registration certificates and number plates without revocation dossiers.
Article 25. Revocation procedures
1. Using wholly online public services in the cases prescribed in Clauses 1, 2 and 3, Article 23 of this Circular
a) The vehicle owner fills in the declaration of revocation of his/her/its registration and number plate on the public service portal and submits the respective vehicle registration certificate and number plate to the vehicle registration agency via the postal service;
b) After receiving and checking the vehicle dossier to make sure it is valid, the vehicle registration agency shall return the certificate of revocation of the registration certificate and number plate to the vehicle owner via the public service portal.
2. Using partial online public services (other than the cases prescribed in Clause 1 of this Article)
a) The vehicle owner fills in the declaration of revocation of his/her/its registration and number plate on the public service portal; provides the reference number of the online vehicle registration dossier and submits the revocation dossier prescribed in Article 24 of this Circular; then receives an appointment slip for results;
b) After receiving and checking the vehicle dossier to make sure it is valid, the vehicle registration agency shall grant the certificate of revocation of the registration certificate and number plate in accordance with regulations, of which one copy is sent to the vehicle owner and 01 copy is archived together with the vehicle’s dossier.
In the case of revocation prescribed in Clauses 4, 5, 6, and 7, Article 23 of this Circular, the certificate of revocation of the registration certificate and number plate of one vehicle shall be affixed with stencil imprints of such vehicle’s engine and chassis numbers and the vehicle registration agency shall affix its seal on adjoining edges thereof.
Article 26. Responsibilities of public security agencies and local police offices in the revocation of vehicle registration certificates and number plates
1. Vehicle registration agencies shall:
a) Notify vehicle owners of the revocation of their vehicle registration certificates and number plates based on the list of cars with expired use durations and vehicles not permitted for road use in accordance with law provided by register offices or competent State authorities. Within 30 days from the date of notification, if the vehicle owners fail to carry out the revocation procedures, the administrative violation shall be handled in accordance with the law;
b) Update information declared by vehicle owners on the website of the Traffic Police Department or the public service portal about vehicles with expired use durations, scrapped vehicles, irreparably damaged vehicles, vehicles demolished due to external reasons which require revocation procedures as prescribed in this Circular;
c) Notify the lists of vehicles with expired use durations, vehicles not permitted for road us, stolen vehicles in accordance with the law to the public security agencies and local police offices performing the duty of ensuring traffic order and safety for them to detect and handle such vehicles in accordance with the law and notify the vehicle owners via email/SMS messages/public service portal;
d) If the vehicles have been registered in accordance with Clause 8, Article 23 of this Circular, the vehicle registration agencies shall notify the vehicle owners and issue decisions on revocation of registration certificates and number plates. For vehicle dossiers that are found by competent authorities to be forged or the engine and chassis numbers have been cut off, welded into, re-embossed or rubbed out, they shall be transferred to the investigation agencies for verification and handling in accordance with the law.
2. Public security agencies and local police offices as well as functional forces performing the duty of ensuring traffic order and safety shall:
a) Detect, through the work of ensuring traffic and social order and safety, vehicles prescribed in Clauses 2, 3 and 8, Article 23 of this Circular, make minutes on and handle violations in accordance with law, and notify such in writing to the agencies that have registered such vehicles for monitoring;
b) Based on lists of cars with expired use durations or vehicles not permitted for road use provided by vehicle registration agencies, commune-level police offices of localities where vehicle owners or current vehicle users are located or residing shall notify them, then revoke vehicle registration certificates and grant revocation certificates (paper-based or electronic); revoke and hand over the vehicle registration certificates and number plates to the district-level public security divisions in the respective localities for them to carry out revocation procedures on the vehicle registration and management system in accordance with regulations if the commune-level police offices have not yet been authorized to carry our vehicle registration;
c) For vehicles irreparably crashed in traffic accidents, agencies that accept such traffic accident cases for handling shall retain the registration certificates and number plates and send written notices to the agencies that have carried out the registration for such vehicles for them to carry out the revocation procedures in accordance with regulations.
Section 6
REGISTRATION AND GRANT OF NUMBER PLATES BOUGHT AT AUCTION
Article 27. Dossier for registration and grant of a number plate bought at auction
1. For any vehicle that has not been ever registered before
a) Vehicle registration documents as prescribed in Article 8 of this Circular;
b) Certificate of plate number bought at auction issued by the Traffic Police Department, which must be valid. If it is invalid, a written extension of validity period must be obtained from the Traffic Police Department.
2. For any vehicle that has been registered and owned by the organizational/individual auction winner
a) Vehicle registration declaration;
b) Vehicle registration certificate and number plate
If the agency that registers and grants the automobile number plate sold at auction is different from the one that manages the dossier of the already-registered vehicle owned by the organization/individual auction winner, such vehicle owner must carry out revocation procedures for such vehicle registration certificate;
c) Certificate of plate number bought at auction issued by the Traffic Police Department, which must be valid. If it is invalid, a written extension of validity period must be obtained from the Traffic Police Department.
3. For vehicles whose title is transferred from other organizations and individuals
a) Vehicle registration declaration;
b) Documentary proof of vehicle title transfer as prescribed in Clause 2, Article 11 of this Circular;
c) Documentary proof of registration fee payment prescribed in Clause 3, Article 11 of this Circular;
d) Certificate of revocation of vehicle registration certificate and number plate;
dd) Certificate of plate number bought at auction issued by the Traffic Police Department, which must be valid. If it is invalid, a written extension of validity period must be obtained from the Traffic Police Department.
Article 28. Vehicle registration procedures
1. The organizational/individual auction winner of an automobile number plate, to register the vehicle, shall:
a) Fill in the vehicle registration declaration as prescribed in Article 9 of this Circular;
b) Take the vehicle to the traffic police division of the locality where the organizational/individual auction winner is located or residing or where the number plate sold at auction is managed for vehicle inspection; provide the code of online vehicle registration dossier and submit the dossier as prescribed in Article 27 of this Circular;
c) After the vehicle registration officer checks the vehicle dossier and conducts the physical inspection of the vehicle to make sure they are valid, the vehicle registration agency shall grant the number plate bought at auction; receive an appointment slip for vehicle registration results, and pay the vehicle registration fees in accordance with the regulations; in the case where the vehicle owner wishes to receive the vehicle registration results via the public postal service, he/she/it shall register it with a public postal service unit;
d) Receive the vehicle registration results at the vehicle registration agency or from the public postal service unit.
2. In case of title transfer of a vehicle not fitted with a number plate bought at auction
a) The vehicle owner shall submit a dossier and carry out the revocation procedures as prescribed in Clause 1, Article 14 and Clause 1, Article 15 of this Circular;
b) The vehicle title transferee shall submit a dossier and carry out the procedures for vehicle title transfer registration as prescribed in Clause 2, Article 14, and Clause 2, Article 15 of this Circular.
2. In case of vehicle title transfer with the number plate sold at auction
a) The vehicle owner shall submit a dossier and carry out the revocation procedures as prescribed in Clause 1, Article 14, and Clause 1, Article 15 of this Circular. The vehicle owner shall not return the number plate bought at auction, but must submit a photocopy of the documentary proof of vehicle title transfer and produce the original for comparison (the title transfer documents must clearly state the title transfer of the vehicle accompanied with the number plate sold at auction);
b) The vehicle title transferee shall submit a dossier and carry out the procedures for vehicle title transfer registration as prescribed in Clause 2, Article 14, and Clause 2, Article 15 of this Circular and may register and keep the number plate bought at auction (the documentary proof of title transfer must clearly state the title transfer of the vehicle fitted with the number plate sold at auction).
Organizations and individuals that have received the title transfer of the vehicle accompanied with the number plate sold at auction shall not transfer the title of the vehicle accompanied with the number plate sold at auction to other organizations or individuals; but may transfer the vehicle title in accordance with the law.
Article 29. Management of number plate sold at auction after vehicle registration.
1. In the course of use, if a vehicle registration certificate or number plate is damaged or lost, or when a vehicle is converted or the paint color is changed, the vehicle owner (organization or individual winning number plate auctions) shall carry out the procedures for renewal or re-grant at the vehicle registration agency that has registered and granted the number plate for such vehicle as prescribed in Articles 16, 17 and 18 of this Circular.
2. When moving his/her/its head office or place of residence to another province or centrally-run city, the vehicle owner shall carry out the revocation procedures and vehicle registration as prescribed in Articles 13, 14 and 15 of this Circular.
Section 7
GUIDANCE ON SETTLEMENT OF A NUMBER OF SPECIFIC CASES
Article 30. Cases involved in vehicle engine and chassis numbers
1. Unregistered vehicles or registered vehicles having engine and chassis numbers cut off, welded into, re-embossed, revamped or rubbed out; or subject to confiscation decisions that does not include engine and chassis numbers or state “unidentifiable engine and chassis numbers”, “unclear engine and chassis numbers”, “no engine and chassis numbers “, the vehicle shall not be registered.
2. Unregistered vehicles that are domestically imported, manufactured or assembled:
a) For a vehicle that has only vehicle identification number (VIN) and has no engine and chassis numbers, the vehicle registration agency shall re-emboss the chassis number according to the VIN number and re-emboss the engine number according to the plate number;
b) For a vehicle with engine number and chassis numbers in etiquette, painted or embossed with laser, faded, rusted, corroded due to environmental impacts, the vehicle registration agency shall re-emboss the engine and chassis numbers according to the numbers recorded in the documentary proof of origin prescribed at Points a and b, Clause 1, Article 11 of this Circular;
c) For a vehicle with engine and chassis numbers embossed with technical errors that have been certified in writing by the manufacturer, its engine and chassis numbers shall be registered and re-embossed according to the plate numbers; for an imported vehicle, the written certification of the foreign manufacturer must be consularly legalized;
d) For a vehicle with overlapped engine and chassis numbers, if the expert examination agency concludes that the vehicle’s engine and chassis numbers are original, the vehicle registration is permitted.
3. In case of replacement of complete engines, blocks or chassis bearing no numbers, the engine and chassis numbers shall be embossed according to the numbers on number plates.
4. For registered vehicles that have one or a number of characters on the engine and chassis numbers corroded, faded, rusted or lost, if the expert examination agency concludes that the vehicle’s engine and chassis numbers are original, the engine and chassis numbers shall be re-embossed according to the numbers recorded in the documentary proof of origin prescribed in Clause 1, Article 11 of this Circular.
5. For vehicles that have engine and chassis numbers but are confiscated in accordance with the law, or vehicles with original engine and chassis numbers cut off, welded into, re-embossed, revamped or rubbed out, or made unidentifiable, if eligible for vehicle registration to join traffic and before confiscation, the agency assigned to handle the assets shall request the local traffic police division to cooperate and organize the re-embossment of engine and chassis numbers according to the following principles: serial number of registering locality, year and number of the minutes on temporary seizure of material evidences and means of administrative violations, practice certificates; confiscation decisions or confiscation minutes are recorded according to the engine and chassis numbers re-embossed by the traffic police division according to the principles in this Clause, together with the decisions on embossing the engine number and chassis numbers as the basis for handling vehicle registration (after the embossment, the engine and chassis number stencil imprints must be pasted on the decisions on embossing the engine and chassis numbers).
6. In all cases, the re-embossment of engine and chassis numbers in accordance with the regulations at Points a, b and c, Clause 2, Clause 3, Clause 4 and Clause 5 of this Article must be carried out by the vehicle registration agency.
Article 31. Settlement of title transfer registration for vehicles having previously undergone title transfers through various organizations and individuals
1. The current user of a vehicle shall carry out the revocation procedures at the agency managing such vehicle registration dossier and carry out the procedures for vehicle title transfer registration at the vehicle registration agency of the place where it is headquartered or he/she resides in accordance with Article 4 of this Circular; In the case where the agency managing the vehicle registration dossier is the agency handling the registration of vehicle title transfer, the revocation procedures are not required.
2. Revocation dossiers and procedures
The current user of a vehicle shall submit dossier and carry out the revocation procedures at the agency managing the vehicle registration dossier in accordance with Articles 14 and 15 of this Circular.
3. Dossier and procedures for vehicle title transfer registration
The current user of a vehicle shall produce the documents prescribed in Article 10 of this Circular and submit the following documents:
a) The vehicle registration certificate, clearly stating the purchase and sale process and commitment to take responsibility for the legal origin of the vehicle;
b) The documentary proof of vehicle title transfer of the vehicle owner and the documentary proof of vehicle title transfer of the last seller (if any);
c) The documentary proof of registration fee payment as prescribed in Clause 3, Article 11 of this Circular;
d) The certificate of revocation of the vehicle registration certificate and number plate (affixed with the engine and chassis number stencil imprints and the seal of the vehicle registration agency on the adjoining edges thereof).
In the case where the agency managing the vehicle registration dossier is the agency handling the registration of vehicle title transfer, the current user of the vehicle shall submit the vehicle registration certificate and number plate instead of the certificate of revocation of vehicle registration certificate and number plate.
4. Responsibilities of vehicle registration agencies
a) In the case where the current user of a vehicle has the documentary proof of vehicle title transfer of the vehicle owner and the documentary proof of vehicle title transfer of the last seller: Within 02 working days after receiving a complete and valid dossier, the vehicle registration agency shall issue a decision on sanctioning for failure to carry out the revocation procedures as prescribed and register the vehicle title transfer in accordance with Article 15 of this Circular;
b) In the case where the current user of a vehicle has no documentary proof of vehicle title transfer of the vehicle owner and no documentary proof of vehicle title transfer of the last seller: The vehicle registration agency shall issue an appointment valid for a period of 30 days. Within 02 working days after receiving the dossier for registration of vehicle title transfer, the vehicle registration agency must send a notice to the vehicle owner and the vehicle registration agency that has registered for such vehicle; publicly post the receipt of such registration dossier at the vehicle registration agency’s head office; search and verify information in the archives of stolen vehicles and vehicle registration databases. After 30 days, if there is no dispute or complaint, the vehicle registration agency shall issue a decision on sanctioning for failure to carry out the revocation procedures and settle the vehicle title transfer registration in accordance with Article 15 of this Circular.
5. Responsibilities of units managing databases on stolen vehicles or vehicles as material evidences:
Within 07 working days after receiving the vehicle registration agency's written request for verification, the unit managing databases on stolen vehicles or vehicles as material evidences shall give a written reply to the vehicle registration agency.
Article 32. Settlement of some cases of registration of, and grant of number plates for, vehicles
1. Regarding invoices
a) For vehicles registered for the first time and sold through different organizations or enterprises: the original invoice or electronic invoice data of the last seller is required;
b) For vehicles of enterprises or business establishments, a value-added invoice or sale invoice as prescribed by the law is required; In case of purchase of liquidated vehicles of State agencies: a state asset sale invoice or public asset sale invoice is required; In cases where vehicles are confiscated as prescribed by the law: a confiscated asset sale invoice or state asset sale invoice or public asset sale invoice (original or notarized, authenticated or duly certified photocopy) is required; In case of vehicles auctioned by credit institutions: a law-prescribed invoice or electronic data of the above invoice is required;
c) For organizations and individuals that contribute capital to enterprises and such contribution is recorded in a capital contribution minutes or an asset delivery and receipt minutes, upon capital withdrawal, a vehicle return minutes or an asset delivery and receipt minutes or a law-prescribed invoice (in the case of an invoice when contributing capital to the enterprise) is required.
2. For converted vehicles
a) In the case where a used imported vehicle is converted before registration, the dossier of vehicle registration for the first time shall comprise the documents prescribed in Article 8 of this Circular and the certificate of technical safety and environmental protection of converted motor vehicles in accordance with regulations;
b) Registration shall not be settled for vehicles converted into passenger cars or for special-use vehicles with their functions and uses converted within 5 years and refrigerator trucks converted within 3 years (from the date of importation);
c) It is not permitted to use the complete engine or complete chassis of vehicles with expired use durations, discarded vehicles, vehicles not permitted for road use in accordance with the law, duty-free vehicles, vehicles temporarily imported for re-export of diplomatic missions, consular offices or representative offices of international organizations entitled to diplomatic privileges and immunities or consular immunities in replacement of those of other vehicles;
d) During the course of use, each vehicle is only permitted to change either the complete engine or complete chassis (not the complete engine and complete chassis).
3. For trailers, semi-trailers, tractors: The vehicle origin document is the technical safety and environmental protection quality certificate of imported motor vehicles (for number plate registration).
4. For vehicles handled as inventories left in ports, warehouses, yards in areas of customs operation under the customs law, the registration dossier shall comprise the documents prescribed in Article 9, Article 10, and Clause 3, Article 11 of this Circular, enclosed with:
a) Public asset sale invoice (01 original);
b) Auction asset sale and purchase contract (01 original);
c) Ex-warehousing note of the unit assigned to store and preserve goods (01 original).
Particularly for vehicles on the Government-issued list of goods banned from import, the decision on vehicle confiscation as prescribed at Point c, Clause 1, Article 11 of this Circular is required.
5. For vehicles subject to retrospective collection of additional import duty amounts, the registration dossier must comprise the documents prescribed in Article 8 of this Circular, enclosed with:
a) The decision on retrospective duty collection, issued by the competent customs authority;
b) The receipt of remittance of import duty into the state budget.
6. For vehicles in national reserves, the registration dossier must comprise the documents prescribed in Articles 9, Articles 10, Clauses 1 and 3, Article 11 of this Circular, enclosed with the decision on sale of national reserves goods, issued by a minister or the head of a sector managing national reserves goods. In case one decision is issued for more than one vehicle, one copy of such decision is required for each vehicle (certified by the ministry or sector managing national reserves goods);
If there is no origin document of imported vehicle, a written certification issued by the customs office (one original for each vehicle) is required, clearly indicating the vehicle's characteristics: Vehicle type, brand, model number, engine number, chassis number, cylinder capacity, year of manufacture.
7. For vehicle subject to sale decisions to secure judgment execution or debt collection
a) Registration will be settled for vehicles with valid original dossiers or lawful vehicle title documents of vehicle owners. Registration shall not be settled for vehicles with unidentified origin or without lawful vehicle title documents of vehicle owners, and competent agencies shall instruct vehicle owners to come to the agencies that have issued auction decisions for settlement;
b) For vehicles for which judgment enforcement agencies have issued sale decisions to secure judgment execution, the registration dossier must comprise: A photocopy of the court ruling or a judgment extract or the judgment enforcement decision issued by the competent civil judgment enforcement agency, the receipt or asset handover minutes;
If the vehicle has not been registered, the registration dossier shall be supplemented as prescribed in Article 8 of this Circular;
If the vehicle has been registered, the vehicle buyer shall revoke the vehicle registration certificate and number plate as prescribed in Article 14 of this Circular (if the vehicle registration certificate is no longer available, a written certification issued by the judgment enforcement agency is required) and supplement the vehicle registration dossier, including: Vehicle registration declaration, vehicle owner's documents as prescribed in Article 10 of this Circular, documentary proof of registration fee payment as prescribed in Article 11 of this Circular, certificate of revocation of vehicle registration certificate and number plate;
c) For mortgaged vehicles that are auctioned by credit institutions to collect debts, the registration dossier must comprise a photocopy of the mortgage contract or the credit contract or the security contract for the loan request cum credit contract (signed by the credit institution); invoices as required by the law.
If the vehicle has not been registered, the registration dossier shall be supplemented as prescribed in Article 8 of this Circular;
If the vehicle has been registered, the vehicle buyer shall revoke the vehicle registration certificate and number plate as prescribed in Article 14 of this Circular (if the vehicle registration certificate is no longer available, a written certification issued by the credit institution is required) and supplement the vehicle registration dossier, including: Vehicle registration declaration, vehicle owner's documents as prescribed in Article 10 of this Circular, documentary proof of registration fee payment as prescribed in Article 11 of this Circular, certificate of revocation of vehicle registration certificate and number plate;
d) For vehicles subject to forcible distraint decisions issued by competent agencies to secure the execution of notices of debts and late-payment interests in accordance with the customs law, the registration dossier must comprise the documents prescribed in Article 8 of this Circular, enclosed with a photocopy of the decision on coercion through distraint of assets for auction, the asset auction minutes made by the competent authority; and invoices as prescribed by the law.
8. For special-use cars hired from foreign partners:
a) The registration dossier must comprise the documents prescribed in Article 9, Article 10, Clauses 1 and 3, Article 11 of this Circular;
b) The car rent contract.
9. For vehicles of completed foreign aid projects that are handed to Vietnamese partners, the registration dossier must comprise the documents prescribed in Article 14 of this Circular, enclosed with:
a) The decision on establishment of all-people ownership over the vehicle (document of the head of a ministerial-level agency, for central agencies, or document of the provincial-level People’s Committee chairperson, for local agencies) and the minutes of receipt of assets from the donor;
b) For vehicles as aid for completed projects, upon their sale, the competent authority’s decision on asset handling is required.
10. For registered vehicles of a project that are handed to another project for further use, the registration dossier must comprise the documents prescribed in Article 14 of this Circular, enclosed with:
a) The foreign project owner’s document on vehicle handover;
b) The official letter certifying aid goods, issued by a competent state agency.
11. For registered vehicles that are revoked from completed projects under competent authorities’ decisions on asset handling, and for other state assets, the registration dossier must comprise the documents prescribed in Article 14 of this Circular, enclosed with:
a) The competent authority’s decision on asset handling;
b) The state asset sale invoice or public asset sale invoice, issued by a competent state agency in case the assets are sold or liquidated; or the asset handover and receipt minutes in case the assets are transferred.
12. For registered vehicles of dissolved enterprises that liquidate their assets, the vehicle buyer shall register the vehicle title transfer in accordance with Articles 14 and 15 of this Circular, enclosed with:
a) The vehicle registration certificate;
b) The competent authority’s dissolution decision or a photocopy of the decision on revocation of the enterprise registration certificate.
13. For a vehicle being common assets of husband and wife:
If the vehicle has been registered (under the name of both husband and wife or under the name of either husband or wife) and the person named in the vehicle registration certificate is dead or missing (with a death certificate or a court declaration of disappearance), the vehicle title transfer registration shall be settled if the heir agrees in writing as prescribed.
14. For mortgaged vehicles, upon vehicle title transfer, or renewal or regrant of vehicle registration certificates and number plates, a written certification of demortgage issued by a competent state agency is required (paper or electronic documents).
15. For vehicles confiscated in accordance with the law
a) The registration of vehicles confiscated accordance with the law does not require the original dossier, but the documentary proof of origin must comply with Point c, Clause 1, Article 11 of this Circular;
b) In the case where the confiscation decision does not indicate the vehicle's characteristics, there must be a confiscation minutes signed by the person competent to confiscate, fully stating the vehicle's characteristics as prescribed at Point c, Clause 1, Article 11 of this Circular;
c) In the case where the confiscation decision or the confiscation minutes does not fully state the vehicle's characteristics; the vehicle is not complete or the complete engines or chassis are not of the same specification, the vehicle registration is not permitted;
d) For a confiscated vehicle that has been registered and granted a number plate, after handling the registration of the confiscated vehicle, the vehicle registration agency shall send a notice to the agency managing such vehicle to cancel the dossier.
16. Registration of title transfer and movement for vehicles of the military or Army enterprises
a) For vehicles of the military or Army enterprises registered at traffic police offices and to be moved to the Vehicle-Machine Department, the revocation registration dossier shall comprise the documents as prescribed in Clause 2, Article 24 of this Circular and the decision on vehicle transfer to the Ministry of National Defense for registration, signed by the Minister of National Defense; after carrying out the procedures, the vehicle owner is granted a certificate of revocation of vehicle registration certificate, number plate and original dossier;
b) For vehicles of Army enterprises registered at traffic police offices and to be transferred and to be registered at traffic police offices, the dossier and procedures for vehicle title transfer registration shall comply with Articles 14 and 15 of this Circular;
c) For vehicles of the military or Army enterprises registered at Army agencies and to be transferred for civil use, the vehicle registration dossier shall comprise the documents prescribed in Article 8 of this Circular, enclosed with the vehicle registration certificate and vehicle dossier registered by the Army agencies.
17. For temporarily imported vehicles or vehicles of projects that are incomplete or transferred in Vietnam
a) The vehicle owner shall carry out the revocation procedures at the vehicle registration agency as prescribed in Article 25 of this Circular; then come to the customs office for carrying out the transfer procedures, pay tax under regulations, and return the transfer dossier and documentary proof of registration fee payment to the vehicle registration agency for carrying out vehicle title transfer procedures;
b) Vehicle title transfer shall be granted for vehicles subject to retrospective tax collection by the customs office or not subject to retrospective tax collection as notified in writing by a functional agency of the Ministry of Finance, and registration documents shall be stored in the vehicle dossier.
18. For used duty-free imported vehicles in Vietnam with a taxable value of 0% as prescribed by the law; vehicles being movable assets of Vietnamese citizens residing abroad who have been settled for permanent residence registration in Vietnam and arrived at Vietnamese ports before April 1, 2014, the vehicle title transfer registration is permitted in accordance with this Circular.
If the vehicle of such Vietnamese citizen has arrived at a Vietnamese port since April 1, 2014, the vehicle must be registered before it is transferred. When transferring a vehicle, if there is a retrospective duty receipt as prescribed, the vehicle title transfer registration is permitted in accordance with this Circular.
19. For unregistered vehicles that have lost all documents or a part of documents (documentary proof of vehicle title transfer, documentary proof of registration fee payment, documentary proof of origin): The vehicle registration officer shall instruct the vehicle owner to contact the agency that issued those documents to request a re-grant of copies. Particularly for domestically manufactured and assembled vehicles, the manufacturing and assembling establishments must re-issue the certificate of ex-works quality inspection (paper version in case no electronic data is available).
Article 33. Grant of control badges for cars bearing number plates of economic zones under the Government's regulations to operate in the inland
1. Dossier and procedures
a) The registration certificate of the vehicle bearing a number plate of economic zones;
b) Documentary proof of origin of the imported vehicle.
2. Agencies issuing control badges (traffic police divisions) shall check and compare information declared against lists of vehicles under their management, and record such information in monitoring books, and issue control badges on the same day.
3. A control badge is valid for up to 30 days from the date of issuance. Badges shall be stuck inside on the top right corner of the windshield.
4. Documents on issuance of vehicle control badges and books for monitoring vehicles entering inland Vietnam for operation shall be numbered, starting from 01, bound into volumes and managed under the Ministry of Public Security’s regulations on filing.
Chapter III
FORMS, VALIDITY PERIOD OF VEHICLE REGISTRATION CERTIFICATES, DETERMINATION OF YEARS OF MANUFACTURE OF VEHICLES, AND NUMBER PLATES OF VEHICLES
Article 34. Appendices and forms used in vehicle registration
1. Promulgated together with this Circular are the following appendices:
a) Appendix 01: Agencies and units carrying out car registration at the Traffic Police Department;
b) Appendix 02: Signs of number plates of domestic cars and motorbikes;
c) Appendix 03: Signs of number plates of cars and motorbikes of foreign organizations and individuals;
d) Appendix 04: Regulations on dimensions and sizes of number plates, characters on number plates of cars, motorbikes, tractors, trailers and semi-trailers of Vietnamese and foreign organizations and individuals.
2. Promulgated together with this Circular are the following forms:
a) Motorbike registration certificate (Form DKX01);
b) Car registration certificate (Form DKX02);
c) Trailer or semi-trailer registration certificate (Form DKX03);
d) Temporary vehicle registration certificate (electronic version) (Form DKX04);
dd) Temporary vehicle registration certificate (Form DKX05);
e) Tractor registration certificate (Form DKX06);
g) Certificate of revocation of vehicle registration certificate and number plate (Form DKX07);
h) Decision on revocation of vehicle registration certificate and number plate (Form DKX08);
i) Decision on embossment of engine number and chassis number (Form DKX09);
k) Paper of issuance of vehicle control badge (Form DKX10);
l) Book for monitoring cars of economic zones that are temporarily imported for re-export (Form DKX11);
m) Vehicle registration declaration (Form DKX12);
n) Declaration of revocation of vehicle registration certificate and number plate (Form DKX13);
o) Application instruction sheet (Form DKX14).
For vehicles the structure of which is similar to that of a certain vehicle model, the form of vehicle registration certificate for such model may be used.
Article 35. Validity period of vehicle registration certificates
1. Registration certificates of trucks, passenger cars and converted cars may have their validity period written under the Government’s regulations.
2. Registration certificates of cars and motorbikes of foreign staff members of diplomatic missions, consular offices or representative offices of international organizations may have their validity period written corresponding to the validity period of their diplomatic identity cards or official identity cards or consular identity cards or honorary consular identity cards or common identity cards respectively. Registration certificates of vehicles of foreigners living and working in Vietnam may have their validity period written corresponding to the validity period of their permanent residence cards or temporary residence cards.
3. Registration certificates of cars and motorbikes of diplomatic missions, consular offices or representative offices of international organizations may initially have their validity period of 5 years that may be extended once every 3 years.
Article 36. Determination of year of manufacture of vehicles
For imported vehicles and vehicles manufactured or assembled from imported car chassis or complete cars, their owners shall produce functional agencies-issued certificates of quality or notices of exemption from technical safety and environmental protection quality inspection for imported motor vehicles for determining the year of manufacture of vehicles. For other vehicles, the year of manufacture shall be determined based on the 10th character of the engine and chassis number according to relevant current standards.
Article 37. Regulations on number plates
1. Material of number plates: Number plates shall be made of metal materials with reflective sheeting and must bear the Public Security Forces’ concealed confidentiality signs according to the technical standards of motor vehicle number plates of the Ministry of Public Security; number plates of temporarily registered vehicles specified in Appendix 02 to this Circular shall be printed on paper.
2. Signs, number plate series, sizes of characters on number plates of vehicles of all types must comply with Appendices 02, 03 and 04 issued together with this Circular.
3. A car is fitted with 02 number plates, 01 short-sized number plate: 165 mm in height and 330 mm in length; 01 long-sized number plate: 110 mm in height and 520 mm in length.
a) Alphanumeric patterns on car number plates of Vietnamese agencies, organizations and citizens: The first two characters signify the locality of vehicle registration, followed by the registration serial letter; the second group of characters is the ordinal number of the registered vehicle, consisting of 5 characters from 000.01 to 999.99;
b) Alphanumeric patterns on number plates of foreign agencies, organizations and individuals: The first two characters signify the locality of vehicle registration, followed by the second group of 3 characters denoting the country, territory or international organization, the third group being a serial number denoting that the grantee is a foreign organization or individual, and the fourth group indicating the ordinal number of the registered vehicle, consisting of 2 characters from 01 to 99;
c) A tractor, trailer or semi-trailer may have 1 number plate of 165 mm in height and 330 mm in length attached to the back of the body. The alphanumeric patterns on this number plate are the same as those on number plates of domestic cars.
4. A motorbike may have a number plate of 140 mm in height and 190 mm in length attached to the rear.
a) Alphanumeric patterns on motorbike number plates of Vietnamese agencies, organizations and citizens: The first group of characters signifies the locality of vehicle registration and registration serial letter. The second group of characters indicates the serial number of the registered vehicle, consisting of 5 characters, from 000.01 to 999.99;
b) Alphanumeric patterns on motorbike number plates of foreign agencies, organizations and individuals: the first group signifies the locality of vehicle registration; the second group indicates the sign of the country, territory or international organization of the vehicle owner; the third group is the registration serial number; and the fourth group indicates the ordinal number of the registered vehicle, consisting of 3 characters, from 001 to 999.
5. Colors and serial number plates of Vietnamese agencies, organizations and citizens:
a) Car number plates with white characters on a blue background and serial plate numbers using in succession one of the following 11 characters: A, B, C, D, E, F, G, H, K, L and M, shall be granted for vehicles of Party agencies; the Presidential Office; the Office and agencies of the National Assembly; offices of National Assembly deputies’ delegations and People’s Councils at all levels; central steering committees; People’s Public Security units, People’s Courts, and People’s Procuracies; ministries, ministerial-level agencies, and government-attached agencies; the National Traffic Safety Committee; People’s Committees at all levels and specialized agencies of provincial- and district-level People’s Committees; socio-political organizations (the Vietnam Fatherland Front Committee, Vietnam Trade Union, Ho Chi Minh Communist Youth Union, Vietnam Women’s Union, Vietnam Veterans’ Association, and Vietnam Peasants’ Association); public non-business units, excluding public driver-training and -testing centers; and project management units with the state management function;
b) Motorbike number plates with white characters on a blue background and serial plate numbers using in succession one of the following 11 characters: A, B, C, D, E, F, G, H, K, L, M in combination with 1 character from 1 to 9, shall be granted for vehicles of the subjects prescribed at Point a of this Clause;
c) Car number plates with black characters on a white background and serial plate numbers using in succession one of the following 20 characters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y and Z, shall be granted for vehicles of Vietnamese organizations and citizens not subject to the cases prescribed at Point a of this Clause;
d) Motorbike number plates with black characters on a white background and serial plate numbers using in succession one of the following 20 characters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y in combination with one of 20 characters: A, B, C, D, E, F, G, H, K, L, M , N, P, S, T, U, V, X, Y, Z, shall be granted for vehicles of Vietnamese organizations and citizens not subject to the cases prescribed at Point a of this Clause;
dd) Automobile number plates with black characters on a yellow background and serial plate numbers using in succession one of the following 20 characters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y and Z, shall be granted for cars used for transportation business activities;
e) Automobile or motorbike number plates with red characters on a yellow background, the registered local signs and two initials of the economic zones shall comply the Government's regulations;
g) Some cases with separate serial symbol, including:
Number plates with “CD” symbol shall be granted for special-use cars and motorbikes of the People’s Public Security forces for public security purpose;
Number plates with “KT” symbol shall be granted for vehicles of Army enterprises at the request of the Vehicle-Machine Agency;
Number plates with “RM” symbol shall be granted for trailers and semi-trailers;
Number plates with “MK” symbol shall be granted for tractors;
Number plates with “TĐ” symbol shall be granted for domestically manufactured or assembled vehicles, which are permitted by the Prime Minister for pilot operation, including 4-wheel passenger vehicles with engines, 4-wheel cargo vehicles with engines;
Number plates with “HC” symbol shall be granted for cars with limited scope of operation;
Vehicles with the structure similar to that of a certain vehicle model shall be granted with number plates for such model.
Colors of serial number plates shall comply with Points a and c, Clause 5 of this Article.
6. Colors and serial number plates of foreign agencies, organizations and individuals
a) Number plate with red characters, black numbers and a red “NG” symbol on a white background shall be granted for vehicles of foreign diplomatic missions and consular offices and their foreign staff members holding diplomatic identity cards. Particularly, number plates of vehicles of ambassadors and consul general have the registration ordinal number 01 with a red stripe through characters denoting the nationality and registration ordinal number (number plates with the registration ordinal number 01 shall be re-granted upon registration of new vehicles);
b) Number plate with red characters, black numbers and a red “QT” symbol on a white background shall be granted for vehicles of representative offices of international organizations and their foreign staff members holding diplomatic identity cards. Particularly, number plates of vehicles of heads of representative offices of United Nations organizations also have a red stripe through characters denoting the nationality and registration ordinal number;
c) Number plates with black characters and “CV” symbol on a white background shall be granted for vehicles of administrative and technical staff members holding official identity cards of diplomatic missions, consular offices or international organizations;
d) Number plates with black characters and “NN” symbol on a white background shall be granted for vehicles of foreign organizations, representative offices and foreigners, excluding those prescribed at Points a, b and c of this Clause.
7. Number-plate serial numbers shall be issued by local Public Security offices according to ascending serial numbers of symbols, ensuring that the 20 serial numbers of one number plate symbol are fully used in succession before using a new symbol.
8. Owners of cars (other than cars of up to 9 seats) must have number plates painted or attached at the rear and on both sides of their cars; and have names of agencies or units and tonnage and weight of cars written on both doors (other than personal cars).
9. Number plates must be manufactured at number plate-manufacturing enterprises and establishments under the Ministry of Public Security. The manufacturing and supply of number plates are carried out at the request of vehicle registration agencies. The original model number plate product (dimensions, quality and confidentiality) must be inspected and accepted by the Traffic Police Department before being permitted to manufacture and supply number plates to the vehicle registration agencies. In the process of manufacturing and providing number plates, number plate-manufacturing enterprises and establishments must have statistics, update, connect and share data with the vehicle registration and management system.
Chapter IV
IMPLEMENTATION PROVISIONS
Article 38. Effect
1. This Circular takes effect on August 15, 2023.
2. This Circular replaces the Minister of Public Security’s Circular No. 58/2020/TT-BCA dated June 16, 2020, prescribing procedures for grant and revocation of registration certificates and number plates of road motor vehicles (partially annulled under the Minister of Public Security’s Circular No. 65/2022/TT-BCA dated December 30, 2022, annulling all or part of a number of legal documents).

This Circular annuls Article 3, and Clauses 2 thru 10, Article 7 of the Minister of Public Security’s Circular No. 15/2022/TT-BCA dated April 6, 2022, amending and supplementing a number of articles of the Minister of Public Security’s Circular No. 43/2017/TT-BCA dated October 20, 2017, providing for the order of grant and revocation of certificates of satisfaction of security, order and testing conditions, grant of certificates of professional security; the Minister of Public Security’s Circular No. 45/2017/TT-BCA dated October 20, 2017, providing for the order of seal sample registration, seal revocation and destruction, cancellation of seal use value, inspection of seal management and use; the Minister of Public Security’s Circular No. 58/2020/TT-BCA dated June 16, 2020, prescribing procedures for grant and revocation of registration certificates and number plates of road motor vehicles; the Minister of Public Security’s Circular No. 65/2020/TT-BCA dated June 19, 2020, providing for tasks, powers, forms, contents and procedures for patrolling, controlling and handling administrative violations on road traffic of the Traffic Police; the Minister of Public Security’s Circular No. 68/2020/TT-BCA dated June 19, 2020, providing for the process of patrolling, controlling and handling administrative violations of the Waterway Police; ; the Minister of Public Security’s Circular No. 73/2021/TT-BCA dated June 29, 2021, providing for passports, travel documents and related forms.
Article 39. Transitional provisions
1. For registered vehicles with 5-character number plates before the effective date of this Circular for which the revocation procedures have not been yet carried out and the numbers of such number plates shall be determined as the identification number plates of the respective vehicle owners.
2. For registered vehicles with 5-character number plates, if their owners have carried out the revocation procedures before the effective date of this Circular, the numbers of such number plates shall be stored to the number plate pool for re-grant in accordance with the regulations.
3. Registered vehicles with 5-character number plates containing “LD”, “DA”, “MĐ”, “R” symbols shall be permitted for road use even when such number plates are renewed or re-granted, unless the vehicle owners required number plates as prescribed in this Circular.
4. Registered vehicles with 3- or 4-character number plates shall be permitted for road use, unless the vehicle owners required identification number plates or carry out the procedures for renewal or re-grant of vehicle registration certificates and number plates, registration of vehicle title transfer and movement as prescribed in this Circular where such 3- or 4-character number plates must be revoked and identification number plates shall be granted instead in accordance with regulations.
5. Commune-level police offices authorized to carry out registration of motorbikes before the effective date of this Circular shall continue to do the same in accordance with this Circular.
6. The form of vehicle registration certificate issued together with Circular No. 58/2020/TT-BCA of the Minister of Public Security, and 5-character number plates of cars, trailers and semi-trailers, and motorbikes manufactured before the effective date of this Circular may be further used.
Article 40. Responsibilities for implementation
1. The Director of the Traffic Police Department shall be responsible for directing, urging, inspecting and guiding the implementation of this Circular by public security agencies and local police offices.
2. Heads of units under the Ministry of Public Security, directors of provincial-level Police Departments, and related agencies and units shall be responsible for the implementation of this Circular.
3. Public security agencies and local police offices should report any problems arising in the course of implementation of this Circular to the Ministry of Public Security (through the Traffic Police Department) for timely guidance./.
